| | | Recent Localized Flooding in East Hartford
Recent rainfall events in July, and now August, are raising questions about the storm drainage system in Town.
In most cases, the Town’s storm drainage system is working, but the recent high intensity, short duration storm events are overwhelming the system. When runoff from a storm event exceeds the capacity of the storm drainage system, the whole system is full of water.
Additional runoff is unable to enter the system and instead collects at the inlets (catch basins), fills low points in roads and overflows out of the roadway onto adjacent properties.

| | East Hartford Parks Spotlight Series | Did you know East Hartford has over 20 beautiful parks and active/passive recreational areas? In this series, each month we will be highlighting one of the many East Hartford’s Parks! | JOSEPH O. GOODWIN PARK | | Goodwin Park was one of the original parks developed by the Town of East Hartford first full time Parks and Recreation Director Nicholas F. Foran during post World War II. The park was developed as part of a new school project in 1943. The park as well as the school is named after the former Town Clerk and School Board Secretary Joseph O. Goodwin. The name of the school was suggested by former Board Member William E. Carroll. Mr. Carroll won a $25 war bond.
Mr. Goodwin also served in the roll of “School Visitor” during the time a school superintendent was appointed, his job was to inspection of schools and observation of the work performed by both teacher and pupil. In present day, the park in split into two section, the upper Goodwin Park and the lower Goodwin Park.
The Board of Education and Parks and Recreation 77 years later, still work together and co-exist in a partnership to serve the residents of the East Hartford.
The park is part of the south side of town park system. The school and Upper Goodwin Park is located off of Forbes Street. The Upper Section has parking in the back of the school. The amenities are Gold Star Memorial Pool, picnic pavilion, softball field, playscape, swing set, a tree grove and the basketball court. The upper area has to walking access points off of Woodycrest Drive and Branch Drive. Lower Goodwin parking is located off of Maple Street. The lower area is former home to Youth Football Program There is an area for open space and a backstop from a former baseball/softball field. Goodwin Park is also home to the Parks and Recreation Summer Camp Little Rec’ers. One of our bigger camps.
Acres – Goodwin Park is 7.3 acres and divided into two sections, the lower half and upper half. The Park was built in the 1940’s with the help of a few factors. The Town of East Hartford was growing and since 1921, Martin Park was the only park in town. The need for most recreation space and opportunity was a top priority. The other factor was schools were needed too and park land became available on school properties. Goodwin Park is one of those examples. The park today also serves the neighborhood west of Forbes Street, south of Brewster Street, and north of Maple Street. Multiple access points provide safe routes into the park from multiple streets. The park is also home of the Huskies Football Program, CREC softball program and East Hartford Little League as well as a play area of the Joseph O. Goodwin Elementary School.
Playscape – Located on the Upper Section of the park and near the Woodycrest Drive path. The playscape is one structure with many units. There are also two sets of four swings. The playscape is used by the school, summer camp, and the neighborhood.
Picnic Pavilion – Located on the Upper Section, the pavilion is 900 sf and has three grills. Located in the Tree Grove, it makes for a scenic and shaded place to host a gathering. The pavilion is also home to the summer camp “Little Rec’ers” one of the bigger parks and recreation offers each summer. The pavilion is also located next to the pool and Branch Street Access. Warning, there are no bathrooms at the pavilion. When the pool is open, bathrooms are available, but when the pool is closed, a port-o-let is available.
Gold Star Memorial Pool – Opened in 1953 it was the town’s second pool to be built, the pool is one of the top summer attractions. The pool special attraction is the mushroom water feature in the low end of the pool. The pool house is located on the upper section of the park. The pool area is a total of 16000 sf. The actual pool is 4100 gallons of water. Gold Star Memorial Pool is open from late June through Mid- August.
Basketball Court – The park has one basketball courts on the upper section of the park.
Softball Field – This field is located on the upper section of the park. The field is used mostly for East Hartford Little League minor games and CREC softball games. It is in use from April until Mid- July. The field is also used by the Parks and Recreation summer camp. The infield is skinned. The upper area field is used from July through mid-fall for a practice area for the Huskie Youth Football Program.
Football Field –The football field is located on the lower section of the park. The lower section of the park entrance is off of Maple Street and the parking lot is adjacent to the football field along the lower southern border of the park. | | | | |

East Hartford Recycling Annual Report
| | Dear Residents,
As you know, The East Hartford Public Works Department has been conducting curbside recycling blue cart inspections to boost local recycling efforts. Although we met our goals for the first year, there is still much to do.
RECYCLING CLEAN means the careful placement of items, WHAT’S IN/WHAT’S OUT, in your recycling blue carts.
Every year we throw away more and recycle less. This means higher costs to taxpayers. Recycling Clean in your blue carts costs $ 0/Ton. Contaminated or unacceptable recyclables end up in refuse facilities and the Town of East Hartford pays
$ 115/ton. We could save thousands of dollars everyyear if we are careful about what goes in in the blue cart.
Please be thoughtful about what you place in the blue cart: when in doubt, throw it out in your green trash cart.
See below the list of acceptable items in your blue carts: Paper: Cardboard & boxboard; Food & beverage cartons; Magazines &newspaper inserts; Newsprint; Office paper, and Pizza boxes (without scrap food. The liner should go in the trash)
Glass: Beverage bottles & jars; Food bottles, and jars.
Remember, East Hartford Recycles Clean! |

| | | September is Sexual Health Awareness Month
Sexual Health Awareness Month is observed every September for recognizing the physical, emotional, mental, and social well-being of sexuality.
The four main concepts of sexual health are: Did you know that sexually transmitted diseases affect about 110 million Americans? You can protect yourself and others by getting tested and vaccinated. There are many health concerns that can cause infertility, such as Endometriosis and Gynecologic Cancer in women and hormonal and functional problems in men. Talk to your healthcare provider about specialized screenings and routine checks. Sexual violence is a serious public health problem in the United States that profoundly impacts lifelong health, opportunity, and well-being. It affects every community, people of all genders, sexual orientations, and ages. Increase your awareness of Rape Myth Acceptance beliefs and sexual violence prevention strategies like CDC’s “STOP SV” Gay, bisexual, and other men who have sex with men (MSM) represent an incredibly diverse community. However, they are disproportionately impacted by syphilis, HIV, and other sexually transmitted diseases (STDs). | | National Suicide Prevention Week September 10-16, 2023
National Suicide Prevention Week was developed to inform and engage the public about suicide prevention and the warning signs of suicide. Suicide is a public health concern and often preventable.
Almost 800,000 people die from suicide each year. The best thing that we can do is educate ourselves on preventative measures like recognizing warning signs.
Knowing warning signs can save lives. Look out for: Talking about feeling empty, hopeless, being a burden to others or having no reason to live
Withdrawing from family and friends
Giving away important possessions
Taking risks that could lead to death (over consumption of alcohol/drugs or driving extremely fast)
Looking online or planning ways to kill themselves
It is important to note that suicide is not a normal stress response. Suicidal thoughts or actions are a sign of extreme distress and should not go ignored. If you or a loved one are experiencing suicidal tendencies, know that there is help available, you can call the National Lifeline at 1-800-273-TALK (8255)

| | | | | | BUSINESS RESOURCES | | | | | | | | Message from the Fire Chief
It’s back to school time! That means fall is right around the corner. This means the temperatures will be cooling off quickly. As we turn our heating systems on for the first time please make certain the proper maintenance has been done. If repairs are needed, make certain that you hire a licensed contractor to look at your system.
In older homes, we may resort to heating certain areas with portable heating devices. Heating with portable electric units is convenient but can lead to fires. Some rules of thumb for portable heating devices:
Purchase a heater that has the seal of a qualified laboratory such as Underwriters Laboratory.
Keep heaters a minimum of 3’ away from combustibles.
Use a heater with overheating protection.
Place on a solid surface.
Use heaters with an auto-shutdown feature in the event the unit tips over.
Plug space heaters directly into an outlet, NEVER use an extension cord or a surge protector.
If you leave your home for any reason, shut off and unplug the space heater.
As always, our offices are prepared to answer any questions you may have about fire safety. And don’t forget, our Fire Marshal’s office is always available for free smoke alarm installation. The FMO can be reached at 860-291-7405.
