Friends,
Happy September! Thank you for a wonderful annual meeting in beautiful Asheville!
  • We had our most well-attended annual summer chapter meeting at Grove Park ever! Thank you for the feedback, and a special thank you to our CME committee, poster session gurus, Lutine partners, and all those who worked hard to make the meeting a success! • SCAAP was in the top 3 finalists for the Outstanding Chapter Award in the large chapter category!
  • See below in the state advocacy section re: JCLCC hearings- sign up now!
  • We submitted a letter to DHEC via public comment on keeping perinatal regionalization strong in the context of CON fading away.
  • We released a statement on COVID-19 in schools 8/29/23 and posted it to all our social channels.
  • Last week the AAP sent this letter to all national payors re: nirsevimab coverage, and this week we sent a similar letter to Robbie Kerr, Director of SC Medicaid.
  • All members: We are recruiting committee/subcommittee members! Please check out the committee list and reach out to join. Each committee meets quarterly and is looking for your input (trainees included)! Groups recruiting members include membership, asthma, oral health, foster care, immunizations, healthy lifestyles, school health, telemedicine, climate, tobacco prevention, pediatric council, legislative advocacy, early hearing detection/intervention, PROS (pediatric research in office setting), early physicians, senior physicians, and mental health working group.
  • We were one of 3 chapters awarded a 21k AAP Adolescent Vaccinations and Wellness Grant Program supported by Merck! Dr. Eliza Varadi is our chapter immunization rep and will be helping to lead the charge to improve vaccine rates throughout the state. We are looking for members who have successful HPV vaccination rates or who have participated in vaccine quality improvement programs and are willing to work with rural practices on strategies to improve your rates. There will be a stipend for participating physicians and participating practices! Contact mmcedwards@yahoo.com if you’re interested!

  • We signed onto a letter regarding the EPA’s proposed limits on carbon pollution from power plants.
  • Our own Dr. Debbie Greenhouse is running for District Vice Chair this fall- vote!

Legislative advocacy updates
  • It’s that time of year…JCLCC hearings! Go ahead and sign up! From our legislative advocacy committee chair Dr. Greenhouse, here are some suggested topics.
    • Crisis stabilization units: offering psychiatric crisis stabilization and brief, intensive psychiatric services- Support and pass S.343- Youth Access to CSUs (currently limited to age 18 and older.
    • Free school meals: Support and pass S. 148 requiring all schools that participate in the School Breakfast and National School Lunch program to provide both breakfast and lunch to ALL enrolled students. Numerous other components of this bill would help children, schools and communities as well.
    • Child access to firearms: Support and Pass S.21 the Children’s Firearm Accident Prevention Act to require safe storage if the owner knows that children will be present and could have access and also creates a misdemeanor charge for criminal storage of a firearm in certain circumstances.
    • Access to Health Care/ Medicaid Unwinding: Support all efforts to avoid procedural disenrollments and maintain coverage for as many children as possible in SC.
    • Gender-affirming Care: Continue to oppose the ban on gender-affirming care and advocate for medical decisions to be made by the patient, the family, and the physician.
    • Reproductive Health: Advocate against restrictive reproductive health care bills per AAP policy. Stress the downstream effect of decreased numbers of medical trainees in OB/GYN and decreased numbers of practicing OB/GYN statewide if these bills pass.
    • Topic to avoid: Vaccine requirements in schools… we don't want the discussion to encourage an attempt to overturn the vaccine requirements currently in place.
  • Check out SC Children’s Trust advocacy summer school series on the current state of SC House of Representatives, SC Senate, SC governor’s office, state elections, and ways to make your voice heard.
  • Led by Dr. Kent Jones in partnership with geneticists and other advocates, the chapter supported S.394 focused on newborn screen notification, which became law on 5/17/23!
  • We continue to oppose S.627, which proposes a gender-affirming care ban for children under 18yo and forces schools to out children before they are ready. We testified against this bill on 3/23/23 in Senate Medical Affairs. This will likely be taken up next session.
  • We continue to support the hate crime penalty enhancement bill H.3014, and this may be taken up next session.

National legislative update

Therapist Access for Select Health/Foster Care
From Dr. Anna Hoffius, SCAAP subcommittee chair on foster care

Several larger therapists (ST, PT, OT) in our area are no longer accepting Select Health, given that all children in foster care have Select Health, there is concern this could affect access to therapies for children in foster care.

Per discussions with Select Health, patients are supposed to be able to stay on for continuity of care, and children in foster care are still supposed to be seen by providers who have recently dropped Select Health. However, in practice, this may not always be happening.

If you have patients in foster care who have been referred to therapies, but unable to find anyone available who accepts their insurance, please reach out to the foster care nurse liaison in your area to assist: NurseUpstate@dss.sc.govNurseMidlands@dss.sc.govNurseLowcountry@dss.sc.govNursePeedee@dss.sc.gov. If you’re not sure who covers your area, check out https://dss.sc.gov/child-well-being/for-health-care-providers/

If you have other patients with Select Health who have been unable to start the therapies they have been referred for, please give their information to pvickery@selecthealthofsc.com

AAP Resources and Recommendations for Respiratory Syncytial Virus (RSV) Prevention
New products for the prevention of severe RSV disease in children have recently been approved or are expected to be approved soon by the Food and Drug Administration (FDA). Pediatric practices should understand the products, when to recommend/administer them, and prepare offices for their availability. Visit the AAP RSV Prevention patient care page for all the resources and recommendations from AAP, including resources for educating families about RSV and nirsevimab.

AAP Policy Statement and Technical Report on Health Supervision for Children and Youth with Mental and Behavioral Health Emergencies
The AAP seeks to curb prolonged emergency department stays and boarding, which negatively affect patient care and emergency operations, in a new policy statement and technical report published in the September 2023 issue of Pediatrics. The goal of the literature is to highlight strategies, resources, and recommendations for improving emergency care delivery for pediatric mental and behavioral health.
Reminder: Call for Applications for Rural Pediatrics: Adolescent Health Communication ECHO – Due September 5
The AAP National Rural Adolescent and Child Health (NRACH) ECHO Training Center, in partnership with the University of Minnesota Healthy Youth Development–Prevention Research Center (UMN HYD-PRC), is recruiting primary care physicians and health care professionals who serve pediatric populations in rural, frontier, and underserved areas to be part of a 5-month Rural Pediatrics: Adolescent Health Communication ECHO. This ECHO will serve as a forum for primary care providers, and others that provide care to adolescent patients, to develop effective communication strategies and skills that will enable them to facilitate conversations around sensitive and/or psychosocial health topics with adolescents and their families. The ECHO will meet on the first and third Friday of the month from September–December 2023. View the ECHO flyer to learn more and apply here by Tuesday, September 5, 2023.
