Fall is officially here, which means it is time for us to begin our annual leaf collection program soon.
Public Works will begin leaf collection on Monday, October 30 and will continue through December 9, weather-permitting.
I know, many might feel we are starting too early. Please understand, we are racing against mother nature to ensure the leaves are picked up substantially before the snow starts.
Please watch out for leaf signs in your area that indicate when crews will be in your neighborhood, check our interactive map on the town website and monitor the town’s Facebook page for progress updates. I thank you for cooperation.

| | Town Wide Leaf Collection Begins Soon
The Town of East Hartford will begin the annual curbside leaf collection program on Monday, October 30, 2023. The program will feature a continuous vacuuming of leaves placed in piles on a tree belt. Leaves will be vacuumed Monday through Saturday starting October 30th until all leaves are collected once along each street. The expected completion date is December 9, 2023. | |

All town offices, including the East Hartford Transfer Station will be closed Monday, October 9, 2023, in observance of Indigenous People’s Day.

Trash and recycling pickup will remain on schedule without delays the entire week.
The normal transfer station schedule is as follows: Monday, Tuesday, and Friday from 7:15 a.m. to Noon and 12:30 p.m. to 2:45 p.m.(holidays excluded), and the first and third Saturdays of the month from 8:00a.m. to 1:45 p.m. (holidays excluded). The transfer station is closed on Wednesdays and Thursdays.

The East Hartford Health Department offers FREE COVID-19 antigen test kits to residents.
As we prepare for a potential increase in community transmission, it’s important for residents to access testing if you experience symptoms suggestive of COVID-19,or may have recently been exposed to a person with COVID-19.
Residents can pick-up test kits from the Health Department located at the Community Cultural Center, 50 Chapman Place, Room 009, Monday through Friday from 8:30a.m. to 4:30 p.m. Residents with questions about test kit use can speak with a public health nurse by calling 860-291-7324, or visit the COVID-19testing page.

| | GoNetspeed Launches Construction to Deploy 100% Fiber Internet to East Hartford
GoNetspeed has officially begun construction to deploy access to high-speed, 100% fiber internet throughout East Hartford. With GoNetspeed’s fully funded $2.7 million investment in East Hartford, many residents and businesses will soon have the opportunity to experience fast, reliable internet and voice service for their home or business.
GoNetspeed expects the first customers to be eligible for service installation in the coming months. Construction is expected to be completed by this winter when more than 6,700 homes and businesses throughout East Hartford will have the opportunity to experience GoNetspeed’s symmetrical fiber internet speeds, allowing customers to upload just as fast as they download. | |

The Town of East Hartford is excited to announce Supplemental Nutrition Assistance Program (SNAP) benefits are accepted at our farmers’ market!
SNAP is a government program that provides a sliding scale of income for food to low-wage working families, low-income seniors, people with disabilities, and other individuals with low-incomes.
By becoming a SNAP market retailer, we help families access fresh produce and other eligible foods. At the same time we help support economic opportunities for our farmers.
The East Hartford Farmers’ Market (EHFM) will have a booth where individuals with SNAP benefits will be able to purchase tokens that can be redeemed for produce and other eligible foods sold at our farmers’ market. Under federal law, individuals are allowed to use SNAP benefits to buy almost any type of food intended for human consumption. |

| | East Hartford Parks Spotlight Series | Did you know East Hartford has over 20 beautiful parks and active/passive recreational areas? In this series, each month we will be highlighting one of the many East Hartford’s Parks! | DR. RICHARD GORMAN PARK | | Gorman Park is located on the Southside of East Hartford within the Forbes Village. The 63.26 park is the most acreage per park, has multiple amenities. The Park’s major attractions are the Town Little League Fields, Lord Pool, Fun Days (our biggest summer camp), and a 1600’ Picnic Pavilion
The park is located tightly within the many streets of Forbes Village. It’s adjacent to the O’Connell School located off of May Rd. The park is surrounded by May Rd. to the South, Prasser Drive to the West, Mallard to the Northeast, and Our Land of Peace Church to the East. Through the woods to the North and Northwest are Hill Street, Brookfield Drive, Pendelton Drive, and Forbes Road. There is a walking path from Mallard Drive into the park near Little League Field #2.
Acres – The park was built in 1960 and has gone through a variety of changes. It’s grand opening was July 1961 and the park was named after the late Dr. Richard Gorman. Dr. Gorman was a veterinarian who was well known in the area and the state. He was also the Town of East Hartford’s slaughterhouse and meat inspector until his death in 1960. The park is mostly developed for active recreation. The SE corner is the 90’ Pony Field and has in the past been used for soccer. The central part of the park is home to Lord Pool, which is approximately 60 years old. The pool is one of the summer popular recreation areas during the summer. The pool has a slide, wading pool, and plenty of grass area. Other feature in the central area of the park are the pavilion, playscape, basketball courts, bathrooms, and an open blacktop area. The North and South eastern area of the area of the park is home to the East Hartford Little League formerly the American Little League and amenities. The NW area of the park is passive recreation with trails and wetlands. Sixty years ago it had a band shell and skating areas. The Luella Clark Hale Memorial Band Shell opened in 1963 by an estimated 1700 people who came out to enjoy the first show. Unfortunately, due to vandalism in the late 70’s early 80’s as well as changes in recreation trends, the area usage was discontinued and nature took over the area.
Lord Pool – Opened in 1961, the pool is one of the top summer attractions. The pool is named after the late Reverend James “Jimmy” Lord who was an assistant rector (1927) at St John’s Church from 1908 to1951. He was an All American center at Trinity College and rooted for the Trinity College and East Hartford High School football teams every season. He passed away in 1957. The pool has a water slide, wading pool, and accessible ramp for easy accessibility. The pool house is located at the end Legion Extension Drive right before the main parking area. The pool area is a total of 18300 sf (main pool area 1400 sf and wading pool area 4300). The actual pools are; main pool 3800 sf and105,000 gallons of water and the wading pool is 3800 sf. Lord Pool is open from late June through Mid-August. | | |

East Hartford Recycling Annual Report

From January to August 2023, the Town of East Hartford recycled 2,357 tons. The recycling facility graded 492 tons(21%) as unacceptable. As a result, the cost of disposing of these materials for the town was $56,552. See the detailed report below.
Contamination Tracking What neighborhoods did the 142 contaminated tons come from? The worst performance days are Mondays, Tuesdays, and Wednesdays. From January to August 2023, neighborhoods whose collection day is Monday, Tuesday, and Wednesday have generated 23, 29, and 62 contaminated tons respectively, representing 80% of the total.
Neighborhoods off of Tolland St., Burnside Ave, Main St., High St., Broad St., Handel Rd, Cannon Rd, Woodlawn Cir, Walnut St., and Great Hill Rd, please be thoughtful about what you place in the blue cart: when in doubt, throw it out in your green trash cart.
Neighborhoods off of Oak St., Forest St., Forbes St., Silver Ln, Brewer St., Hill St., and Maple St., are doing a good job, but you can do it even better.

Personal Property Declarations: Time to file! Personal Property Declarations need to be filed no later than November 1, 2023. If you received a letter from our office, you can file your declarations through our online portal by following the link on your letter. Declarations and more information can be found on our webpage or by calling our office.
Exemptions: The annual exemptions for Manufacturers, Distressed Municipality, Solar, Farm, Tax-exempt properties (M-3) and truck exemptions need to be filed no later than November 1, 2023. All the forms are available on our website.
Vehicle Adjustments: Any bills for the 2020 Grand List for motor vehicles can no longer be adjusted. If it was gone prior to October 1,2020, we can still remove these bills. Any bills for the 2021 Grand List have until the end of the year for adjustments. Please look at what you owe the Town and if you have one of these bills, please call us to find out how to get them adjusted while we still have the ability to do so.

Breast Cancer Awareness Month is an opportunity for thrivers and loved ones to celebrate friendship and family. It’s a month for promoting breast cancer awareness and the importance of research, early detection, and prevention. But for far too many people, Breast Cancer Awareness Month is also a painful reminder of the more than 42,000 U.S. women and men we will lose—almost entirely to metastatic disease—each year.
Many breast cancer symptoms are invisible and not noticeable without a professional screening, but some symptoms can be caught early just by being proactive about your breast health. Adult women of all ages are encouraged to perform breast self-exams at least once a month. While mammograms can help you to detect cancer before you can feel a lump, self-exams can help you to be familiar with how your breasts look and feel so you can alert your healthcare professional if there are any changes.

By celebrating World Mental Health Day. Our emotional, psychological, and social well-being is referred to as mental health. It has an impact on how we think, feel, and act. It also influences how we deal with stress, interact with others, and make decisions.
Mental health is essential throughout life, from childhood and adolescence to adulthood.
Mental health issues are frequent, but assistance is accessible. People suffering from mental illnesses can recover fully.
There are a number of local and national resources available for those struggling with mental health. Among those resources are InterCommunity, Inc. and First Choice Health Centers right here in East Hartford. Please take care of your mental health and remember to support your loved ones who may be struggling.

Fall is here! It is time for football, family, fairs, and fire pits. We get a fair amount of questions about firepits and what you can have in East Hartford. Open burning is covered in Town Ordinance Section 11-2. Most notably, that open burning is allowed under certain circumstances. For residential fire pits for recreation only, no permit is required however you must adhere to the following:

| | | | | | | The East Hartford Works (EHW) Summer Youth Employment Program wrapped this August. This summer, we had 55 interns, who are East Hartford youth between the ages 14-19. They were placed in 17 different worksites around town. Worksites and important partnerships included our very own Board of Education, Health and Human Services, Mayor’s Office, Parks and Rec, Senior Services, Raymond Library and Youth Services.
Of the over $90,000 earned by interns this summer, 35% is going into savings and 26% is going toward purchasing items needed for back to school.
Three of our star interns will remain in their town department internships during the school year, be sure to greet and welcome them when you see them in the halls!

Please ask your colleagues about their experiences with interns and see how your department might benefit from having an extra set of hands around, while also giving a young person valuable professional experience in the working world!
