MULTI-FAMILY ENERGY EFFICIENY UPGRADE FUNDING

Efficiency Maine is offering a special funding opportunity for heating, ventilation, and air conditioning (HVAC), weatherization, and water heating projects in multifamily buildings with three to 15 units that currently heat using oil, kerosene, propane, or electricity. This opportunity is intended to help these buildings install electric systems and reduce the use of fossil fuel. With these enhanced incentives available for a limited-time, now is a great time to reduce energy usage and energy costs in your apartment building. Upgrading your building with high-efficiency products and systems can lower operating costs, improve comfort for tenants, and increase equipment reliability. This funding opportunity offers enhanced incentives on heat pumps, variable refrigerant flow (VRF) systems, energy recovery ventilators, heat pump rooftop units (RTUs), weatherization (insulation and air sealing), and heat pump water heaters. In-person sessions as an informal way for community members, municipal officials, and planning board members to chat with the Housing Opportunity Program about anything related to P.L. 2021, ch. 672 (LD 2003) and PL 2023, ch. 192 (LD 1706).  There will be no set agenda for these sessions and RSVP’ing is not necessary to attend. Harvard Joint Center for Housing Study's new State of the Nation's Housing Report


The national population growth rate fell dramatically during the pandemic and despite some recovery remained below pre-pandemic levels in 2022, according to our latest State of the Nation’s Housing report. National growth is dependent on natural change (births minus deaths) and immigration, both of which were barely positive early in the pandemic, which allowed domestic migration to become the key source of growth on the local level. Immigration levels made a remarkable recovery in 2022, however, and immigrants again became a vital source of growth across the country.


HUD PIH Invites Certain Public Housing Authorities to Apply for Fifth MTW Cohort

HUD’s Office of Public and Indian Housing (PIH) issued Notice PIH 2023-20, inviting public housing agencies (PHAs) with 1,000 or fewer combined units of public housing and Housing Choice Vouchers (HCVs) to apply for the fifth cohort of the so-called Moving to Work (MTW) Demonstration Expansion. This fifth cohort, called the MTW Flexibility II Cohort, will test the overall effects of Expansion PHAs using various MTW “flexibilities,” with a focus on “administrative efficiencies.” Notice PIH-2023-20 allows Expansion PHAs to use any MTW waivers and associated activities allowed in the MTW Operations Notice, which enables Expansion PHAs to impose work requirements, time limits, and increased rents on residents – policies that do not address the three MTW statutory objectives of increasing housing choice, promoting self-sufficiency, and reducing PHA costs.
