HUD Issues Guidance on Verifying Expenditures in the Next Quarterly Performance Report (QPR) 
HUD has issued guidance on compliance with the expenditure requirements of the NSP1, NSP2, and NSP3 programs. Currently, HUD is using grantee drawdown data from DRGR to gauge how quickly grantees are progressing in their programs. Because in most cases funds may not be drawn more than three days in advance of need, this makes a grantee’s drawdown amount a reasonable proxy for the expended amount. But drawdowns do not equal expenditures. Several grantees have drawn down over 60 percent of their grant amounts but have reported zero expenditures, and this must be corrected as soon as possible. HUD is requesting each grantee to verify expenditures voluntarily by opening its Quarterly Performance Report (QPR) in DRGR and reporting on actual expenditures by August 31, 2012. HUD Issues Guidance on NSP Operating Deficit Reserves, Overhead Expenses, and Combined Loan to Value Ratios
HUD has issued guidance on the following topics:
  • Using NSP funds to establish reserves for operating deficits for rental housing developments by requesting an Exception from the HUD Field Office;
  • Allowing subrecipients, consortium members and public non-profits  to charge a “reasonable fee” of 3% to cover overhead expenses; and
  • Permitting Combined Loan to Value (CLTV) ratios over 100% in combination with a conventional first mortgage.

Submit Your Photos, Videos, and Success Stories to the NSP Resource Exchange
Grantees can submit photos, videos, or news articles about your NSP projects to the NSP Resource Exchange. To submit these multimedia pieces:
 
(1) Search for your grantee detail page
(2) Once on the grantee page, scroll down to Project Highlights.
(3) Follow the instructions to submit a success story, photo, video or link.
 
All approved multimedia will be posted to the grantee’s detail page, and also to the Multimedia Page, the NSP Flickr Gallery, or the NSP YouTube Channel. In addition, your photos, videos, or articles may be featured in the NSP Weekly Bulletin, the news banner on the home page, or the Flickr Feed. HUD encourages submissions; the NSP Team frequently uses the photos for inquiries from the Secretary and elected officials, as well as to stay in touch with program accomplishments.
 
Reminder: Register Now for DRGR Computer-Based Workshops
Registration for all upcoming DRGR Workshops is open. These workshops will provide NSP grantees with the opportunity to improve their understanding of DRGR concepts by walking them through the five DRGR modules and highlighting key actions such as reporting accomplishments, drawing funds and using MicroStrategy to generate reports. The workshops will also include training on the new system features in Release 7.3, most notably related to the changes in how Program Income is managed. Developers and Subrecipients: The Differences, Procurement and Other Rules Surrounding Each Webinar Recording – July 24, 2012
This webinar is intended for all NSP grantees and their partners interested in the distinction between developers and subrecipients as well as the application of various HUD and OMB rules. The presenter discusses how subrecipients and developers may be selected and what procurement rules each must follow. The webinar also covers eligible forms of compensation for developers and subrecipients. At the conclusion of the presentation, the presenter reviews several situations with webinar attendees to determine whether an entity is a subrecipient or a developer and why.
