Dear colleagues

Making culture count overseas.

John Smithies, Director of the Cultural Development Network, will be attending the 4th Congress of United Cities and Local Governments Asia Pacific (UCLG ASPAC) from 2 to 5 October 2012 in Jakarta, Indonesia as an invited speaker. The main theme of the conference is 'Resilient Cities: Rethink, Rebuilt, Revitalize' and John will be addressing the congress on culture and the arts and the impact on local communities. This connection builds upon networks established at the UCLG-ASPAC Conference CDN hosted held in Melbourne in October 2011 (http://www.culturaldevelopment.net.au/category/past-events/conf/).  Information about the Congress will be included in future e-bulletins.

As one of the final activities associated with our Making Culture Count conference in May, a small team have been working to develop a declaration regarding cultural indicators to be presented at the 4th OECD World Forum on Measuring Well-Being for Development and Policy Making in New Delhi, India in October.  Find out more about the conference, including papers such as Rosalie Hastwell (Moreland City Council) and Simon Wollan's article on Cultural Indicators For Activity Centres  and Duncan McKay's (Edith Cowan Uni, WA) paper on Cultural Performance Indicators? The Culture and Community Researchers’ Network meeting in August featured presentations by Candice Boyd, PhD Candidate, Department of Resource Management and Geography, University of Melbourne: "The notion of therapeutic space in art, clinical psychology, continental philosophy, and contemporary cultural geography”, and Sarah Bennett, Associate Professor in Fine Art, School of Art and Media, University of Plymouth, UK: a digital presentation, “Institutional Traits”. The Culture and Community Researchers’ Network Upcoming Meetings and Events
The network is a partnership between the Cultural Development Network (CDN) and the Centre for Cultural Partnerships (CCP) at the University of Melbourne. It brings together researchers who are interested in cultural development, social change, creative methodologies, artistic intervention, practice-based research and/ or community research themes. Meetings are held on the last Wednesday of every month from 2 - 5 pm at the Victorian College of the Arts. For information about meetings for the remainder of 2012 please refer to the CDN website.

Wednesday, September 26: Visual Research Methods
Presentations by Pamela Bruder: “Visual methods: articulating when words fail” and Dr Anne Harris: “Ethnocinema and 21st century applied video”.

Pamela Bruder will focus on ethnographic research in her workplace in an aged care residential facility. Pamela is a PhD candidate (Anthropology), at the University of Melbourne, School of Social and Political Sciences. She has also worked in the aged care industry for a number of years as a recreational therapist.
Dr Harris will offer some provocations for others who wish to expand intercultural, collaborative and dialogic research with new and evolving methodologies and discourses. Dr Anne Harris is an American-Australian playwright and Senior Lecturer in Creative Arts Education at Monash University (Melbourne), and has published over thirty peer reviewed articles or chapters in the areas of creative pedagogies and cultural studies.

Research project:  Cultural Development and Planning in Local Government in Victoria
 
The Cultural Development Network is undertaking a research project on cultural development and planning in local government in Victoria.  We initiated this to increase information available about the sector to all stakeholders; for us at the Cultural Development Network, for councils themselves across Victoria and Australia, state and federal government and peak bodies and others. This has been undertaken as desk research, so all information is drawn from publicly available documents. We’ve been very fortunate to have Linda Tavelli from WA working on this project during her time in Victoria. Linda came on a placement to work with us from Department of Culture and the Arts, where she has a range of responsibilities across two departments. She has been focused on this project since June and will complete it in September.
 
The very first cut of information gathered indicates that almost all councils across Victoria now have a formal cultural or arts plan, which they make publicly available.  This is a very pleasing development, indicating a growing importance being placed on the cultural dimension by local government.  We will publish more from Linda's findings within the next months, making available information that we expect will be useful for the cultural development sector broadly.

CASTANET Network
The Cultural Development Network has continued the ongoing work with CASTANET, a network of Victorian arts organisations, artists and government agencies in partnership with Arts Victoria. CASTANET supports community arts and cultural development in Victoria by offering professional development programs as well as planning, brokering and information services to anyone who is interested in developing community arts projects and activities. Castanet’s overarching goal is ‘increasing arts participation in the community’ www.castanet.net.au

Arts Victoria Panel Register

Arts Victoria is currently calling for Expressions of Interest from individuals interested in nominating for its Arts Advisory Panel Register. The Arts Advisory Panel Register is a database of individuals with a range of skills and experience, who may be called on to serve on an Arts Victoria Arts Advisory Panel. Advisory Panels bring independent and specialist knowledge to the grant evaluation process. They assess applications, make recommendations to the Minister for the Arts, and occasionally provide advice on policies and projects. To ensure that our Advisory Panels represent the diversity of the Victorian community, in addition to arts industry experts, Arts Victoria is seeking general community representatives with skills that complementary to the arts such as business, legal, community affairs and research skills. For more information www.arts.vic.gov.au/panelregister

Expressions of Interest close on Friday 2 November 2012 at 5.30pm.
The City of Melbourne invites Australian-based artists and/or creative teams to propose innovative, contemporary projects for the 2013 round of Public Art Commissions. In a new approach, they also want to hear from building owners and occupiers who would like to host a public art commission. All commissioned works will be temporary and funded by the City of Melbourne. Artists are advised to attend the public information briefing on Tuesday 18 September from 6-7pm at City Library. Arts Victoria Victorian Artists in Schools projects for 2013
Applications Close: 28th September 2012
The Artists in Schools funding provides $10,000 for all Victorian schools, primary and secondary, government or not, including schools with special needs, to employ a practicing professional artist for 20 days to work with teachers and students on a creative project. Applications for projects commencing after April 15 2013 will close on September 28th. Information: www.arts.vic.gov.au

Australia Council
International Performing Arts Markets travel Fund

This initiative has multiple closing dates the next is 31 August 2012
Support to attend key international performing arts markets and events. A grant for up to A$4,000 for travel costs. Decisions will be advised within six weeks of the closing date Funded projects can start from the specified project commencement date. Information: www.australiacouncil.gov.au
