HUD Encourages NSP Grantees to Take Advantage of Technical Assistance
NSP grantees all face expenditure deadlines early next year. NSP1 grants must be 100% spent by the 4th anniversary of the date HUD signed the grant agreement, generally in March 2013. NSP2 grantees must expend all their funds by Feb. 11, 2013. NSP3 funds must be 50% expended by the third anniversary of the grant award, usually next March. Note that program income earned and expended can be counted toward this requirement. It is NOT required that all units are occupied by the expenditure deadlines.

HUD has screened grantees in different ways to identify communities needing help, but wants to ensure that everyone has this opportunity. Grantees do not have to pay for  technical assistance. Grantees should contact the HUD field office or Headquarters staff if assistance is needed. Unspent funds are subject to recapture and reallocation, but there is still time to ensure that all funds are spent.

HUD Issues Guidance on NSP National Objectives, Uses, and Activities
HUD has issued guidance on understanding NSP National objectives, uses, and activities. Practitioners implementing NSP understand the five eligible uses described in HERA, but there is often confusion around how to demonstrate that each activity meets a national objective. This guidance includes a National Objectives Chart that provides a quick reference for grantees and other NSP affiliates to navigate the most common eligible activities and national objectives. It takes viewers through each of the five eligible uses and describes what actions qualify as an eligible activity and what steps must be taken to meet a national objective.

HUD Issues Guidance on Revolving Funds under NSP 
Revolving funds (also referred to as revolving loan funds or RLFs) can be useful tools in managing the flow of program income (PI). Although they are a common part of many grantees’ CDBG programs, questions remain about their use under NSP. This guidance serves to clarify the role of revolving funds, address issues specific to NSP, and provide resources for additional assistance. View the guidance here

HUD-Approved Action Plans and Q2 2012 Quarterly Performance Reports Posted
Action Plans and Q2 2012 Quarterly Performance Reports (QPRs) that have been reviewed and approved by HUD are now posted to individual grantee pages on the NSP Resource Exchange. Note that these reports are updated on a quarterly basis. Action Plans and QPRs were updated for NSP1, NSP2, and NSP3 grantees. To find a grantee and view its reports, click here. Important Notice for All Consolidated Plan Grantees: Consolidated Plan, Annual Action Plan, and IDIS
As of November 15, 2012, all grantees that have a Consolidated Plan due after this date are required to use IDIS to submit their multi-year strategy. This requirement is outlined in the Consolidated Plan Notice, CPD-12-009, which is available on the Consolidated Plan website. Grantees with an approved multi-year Consolidated Plan are not required to use IDIS to submit their Annual Action Plan until their next multi-year strategy is due. For more information click here.
