Annual Action Plan Checklist & Guidance on Consultation for State ESG Recipients

This Listserv message provides information about:

1) A new checklist detailing the new homelessness portions of the Annual Action Plan; and

2) A resource document on the consultation process for State Emergency Solutions Grants (ESG) program recipients.

Now Available: Checklist of Requirements for the Homelessness Portions of the Consolidated Plan Annual Action Plan.

The Annual Action Plan provides a yearly update of jurisdictions’ proposed community planning and development action steps and priorities for the next program year. The recent changes to the Consolidated Plan regulations under 24 CFR part 91, as amended by the ESG Interim Rule, introduce a number of new required elements for the Annual Action Plan that are relevant to reducing and ending homelessness. 

Some of these new requirements, such as the one-year goals and action steps for reducing and ending homelessness, apply to ALL formula grant programs covered by the Consolidated Plan, regardless of whether or not the recipients receive an ESG allocation. Other new program-specific requirements, such as written standards, performance standards, and Continuum of Care (CoC) consultation, apply only to recipients that receive ESG allocations.

This checklist, which focuses on the homelessness-related sections of the Annual Action Plan, can assist recipients in drafting an accurate and complete submission in accordance with the regulations. Please note that only the elements of the Annual Action Plan specifically related to homelessness planning and ESG are included in this checklist.

The ESG Interim Rule established new requirements for ESG recipients related to consultation with community partners and CoCs. All consolidated plan jurisdictions - including States - must now consult with all CoCs serving their geographic area for the purposes of:

  • Preparing a homelessness strategy;
  • Planning for the allocation of resources to address the needs of individuals and families who are homeless or at risk of homelessness;
  • Determining how to allocate ESG funds;
  • Developing performance measures for ESG subrecipients; and
  • Developing funding and policies/procedures for the operation/implementation of the Homeless Management and Information Systems (HMIS).

For State ESG recipients, consultation must include all CoCs in their State, which can present unique challenges. This resource is intended to provide the State agencies responsible for administering ESG with a range of suggestions on how to approach the consultation process with both local and “Balance of State (BOS)” CoCs. This guidance document includes:

  • A background discussion of consultation requirements;
  • Topics to consider addressing in discussions and consultation with stakeholders;
  • Potential mechanisms for consultation, including examples of how each mechanism has been implemented at a state level; and
  • Potential challenges in the consultation process and solutions to address these challenges.
