HUD is requesting that all Collaborative Applicants review listed as the HMIS Lead in their CoC Applicant Profile and update if needed. A review of CoC Applicant Profiles and FY2012 Grant Inventory Worksheets has indicated that there are discrepancies in many communities, particularly where the CoC recently designated a new HMIS Lead. To ensure that the entity selected as the HMIS Lead by the Continuum is the same entity managing the HMIS grant beginning with the FY2012 award, it is imperative that this entity be listed in the CoC Applicant Profile in
e-snaps.
HUD is encouraging ALL Collaborative Applicants to verify the HMIS Lead designated in their CoC Applicant Profile is correct. If it is not, please make any changes/updates necessary by February 15, 2013. For instructions on how to make changes on the Applicant Profile, please review pages 12 – 39 of the
CoC Registration: Applicant Profile, CoC Registration, and CoC Review training module located on the
HUD Homelessness Resource Exchange (HRE). Please note that during the review process, HUD may request documentation (i.e., copies of CoC meeting minutes, etc.) detailing how and when the HMIS Lead was selected by the CoC.
HUD recognizes that in some cases updating the HMIS Lead in the Applicant Profile will result in a discrepancy between the Grant Inventory Worksheet and the CoC Applicant Profile. In these cases, CoCs will be expected to have an agreement or Memorandum of Understanding in place between the two HMIS entities (the “old” on the GIW and the “new” in the Applicant Profile) stating that the entity most recently designated by the CoC as the HMIS Lead will be managing the HMIS moving forward. Failure to have this in place may result in default and HUD will transition the grant to the CoC-designated HMIS Lead.
