Letter from Sheriff Crabtree

Dear Yamhill County citizens, and more specifically, members of the McMinnville Downtown Association:

It comes as no surprise that there are questions and concerns being voiced by many of you after the release of Scott Cox from the Department of Corrections (DOC) on Feb. 22, 2013. As you all know, the criminal justice system in the United States is the best in the world. As a part of our system, we know that the vast majority of people who go to prison will eventually be released back into our society. Without much debate, our system would fail without this factor. Having said this, prior to 1994 and the passage of Ballot Measure 11, far too many violent offenders were given relatively short prison terms. Mr. Cox was sentenced to 300 months for two murders he committed outside of Yamhill County. Post Measure 11, Mr. Cox most likely would have been sentenced to a term that would not have included a possibility of release during his lifetime. Be that as it may, we work with the hand we were dealt.

By Oregon law, inmates released from DOC are required to be returned to the county of residence at the time they committed their crimes. Mr. Cox lived in the Town and Country Motel in Newberg at that time. This means that we don’t have a say in where Mr. Cox resides. Six months after release, Mr. Cox can apply to move to another county. The challenge, of course, is whether or not that county will accept him.

Mr. Cox is on a lifetime parole which has stronger conditions than you will find for most parolees. This is a good thing. Parole and Probation Officer Randy Settell is assigned to supervise Mr. Cox and works closely with YCSO detectives and deputies for assistance  when needed. In fact, I have agreed to house Mr. Cox in our jail until he finds a more suitable place to reside. Because Mr. Cox is no longer in custody, this arrangement is voluntary and is intended to be temporary.

However, Mr. Cox is required to be in the jail at 8p.m. and he is free to leave the facility at 8 a.m. While outside of the jail, he is required to wear a GPS monitor. The GPS is closely monitored by his parole officer and my staff also assists as needed.

The conditions of his parole are too lengthy to describe here but are very restrictive and make it clear that any significant violation would result in his return to the DOC. Considering the situation, I believe all reasonable steps are being taken to keep our community as safe as possible.

Anyone who has additional questions or concerns can contact Randy Settell at 503-434-7513, Ext.4400.
