Dit is de   nieuwsbrief van maart 2013 van Lijst Calimero. In de afgelopen maand zijn er weer belangrijke onderwerpen de revue gepasseerd:

U-raad februari en maart

Learning communities

Learning communities is momenteel ‘hot topic’ binnen de universiteitsraad. Het College van Bestuur wil zich binnen de onderwijsstrategie gaan richten op 'research driven education' en 'learning communities'. Dit laatste houdt in dat studenten zullen plaatsnemen in leergemeenschappen. Letterlijk houdt het in dat studenten meer gebruik zullen gaan maken van elkaars fysieke aanwezigheid: samen studeren en elkaar ook motiveren om te gaan studeren.Rector Magnificus Elmer Sterken heeft momenteel drie vormen in gedachten:

- Programma niveau: vooral in je eerste, tweede en mogelijke ook in je derde studiejaar met een vaste groep ongeveer 3 vakken per jaar volgen. Aan deze groep zal ook een docent gebonden zijn, die je begeleidt en waarmee open discussies mee kunnen worden gevoerd.

- Cursus niveau: per vak een community creëeren. Een paar voorbeelden hiervan zijn ‘project-bases courses’, waar verschillende jaren werken aan één project en de ‘international classroom’, waar verschillende nationaliteiten in één college en minoren plaatsnemen.

- Gemixte variant: een hele brede vorm van een learning community. Dit zou bijvoorbeeld een studenten-, studie- of sportvereniging kunnen zijn, maar ook bijvoorbeeld het Honours College. Een duidelijkere varian is ‘freshment and specialization’: je hebt eerst een gemeenschappelijk jaar waarna je een specialisatie kiest. Elke specialisatiegroep zal dan een learning community kunnen worden.

Lijst Calimero heeft positief op dit idee gereageerd. Duidelijk zien wij deze motiverende maatregel als vervanging voor de dwingende maatregelen als een jaarklassen, BSA verhoging of een BSA in het tweede jaar. Samen met de gehele studentgeleding van de universiteitsraad proberen wij ons hard te maken voor dit project door verschillende plannen hierover uit te werken en draagvlak onder de studenten te vinden.

Minoren

Naar aanleiding van een onderzoek van de Universitaire Commissie Onderwijs (UCO) is er een notitie uitgekomen waarin het minorenaanbod aan de RUG wordt samengevat. Hieruit zijn de volgende aanbevelingen gekomen:

- Iedere opleiding heeft een minorruimte van 15 of 30 punten
 
- Deze onderdelen zijn verbredend of verdiepend
 
- Studenten hebben de mogelijkheid de minorruimte zelf, binnen de gestelde kaders, in te vullen
 
- De minorruimte wordt geprogrammeerd in het vijfde semester van de bachelor (eerste helft van
het derde jaar)
 
- De vakken in de minorruimte hebben voldoende niveau
 
Lijst Calimero staat erg positief tegenover deze aanbevelingen en raad het CvB ze ook van harte aan. Wel kaartten we aan dat duidelijkheid wat ons betreft erg belangrijk is, zeker inzake de minoren. Op dit moment is het soms nog erg vaag wat mogelijk is en wat de regels bij die faculteit zijn. Hierbij pleitten wij voor betere afstemming van het minorenstelsel tussen de faculteiten. Wanneer dezelfde regels gelden op alle faculteiten wat betreft de mogelijkheden en de eisen van minoren, lost dit ons inziens een hoop onduidelijkheid op.

Student en ondernemerschap

In de raadscyclus van februari heeft de universiteitsraad een stuk behandeld over ondernemerschap aan de RUG. In het stuk werd in kaart gebracht wat er op dit moment zoal gebeurd op het gebied van ondernemerschap. Zo geeft de incubator cube050 bijvoorbeeld advies voor beginnen ondernemers, is er een minor ondernemerschap(die overigens niet door FEB-studenten gevolgd kan worden) en heeft Groningen een zeer rijk bestuursleven. Cube050 heeft echter weinig naamsbekendheid en het College van Bestuur is dan ook voornemens de ondernemende geest aan de universiteit opnieuw aan te wakkeren. Een concrete vorm is hier echter nog niet voor gevonden.

Lijst Calimero heeft het college geadviseerd een studentenbestuur op te richten, die zich enkel bezig zal gaan houden met ondernemerschap. Dit bestuur zou in de vorm van een ACLO of een USVA, dus door studenten voor studenten, ondernemerschap georiënteerde activiteiten kunnen gaan ontwikkelen, promoten en faciliteren. Op dit moment is er een commissie samengesteld met vertegenwoordigers vanuit de U-raad, studentbestuurders, Bert Verveld(hoofd van het bureau van de universiteit) en anderen die zich op dit moment bezig houden met de concrete invulling. Meer informatie volgt nog.

Procedure inschrijving buiten inschrijfmomenten 

Per 1 september 2013 moeten studenten vóór 1 september volledig ingeschreven staan bij de opleiding. Zijn ze dit niet, dan maken zij onrechtmatig gebruik van het onderwijs. Uitgangspunt dient te zijn dat een verzoek tot inschrijving (= de aanmelding via Studielink) en de betaling van het collegegeld vóór 1 september zijn verricht. De inschrijving vindt daarom voortaan, met ingang van het studiejaar 2013-2014, plaats met ingang van de 1e van de maand volgend op de maand waarin aan de inschrijfvoorwaarden is voldaan, hetgeen conform de WHW(Wet op het Hoger onderwijs en Wetenschappelijk onderzoek) is. Dit betekent bijvoorbeeld dat bij het voldoen van de inschrijfvoorwaarden ín de maand september leidt tot een inschrijving per 1 oktober, mits dit een instroommoment is. Is dit niet het geval, dan kan pas met ingang van het eerstvolgende instroommoment ingeschreven worden, dus per 1 februari.

Lijst Calimero heeft in de afgelopen universiteitsraadvergadering de rector gewezen op het feit dat vooral buitenlandse studenten nogal eens moeite hebben met het overboeken van het collegegeld. Vaak komt een betaling later aan dan 1 september. De rector heeft toegezegd de maatregelen voor de groep internationale studenten goed te communiceren en er op toe te zien dat het volstrekt duidelijk is wanneer en hoe het collegegeld overgemaakt dient te worden. Lijst Calimero zal dit in september dan ook nauw in de gaten houden.

Tarief geneeskunde schakeljaar

In januari heeft Lijst Calimero een vraag gesteld over de zij-instroom naar geneeskunde. In Groningen kost deze namelijk, wanneer je een bachelor in de gezondheidswetenschappen (HBO-V of bewegingswetenschappen) hebt afgerond, tienduizend euro. Dit is significant meer dan in andere steden, waar het varieert van wettelijk collegegeld tot vierduizend euro. Het College van Bestuur is hiervan geschrokken en kaart het aan bij het landelijk overleg tussen de universiteiten (VSNU) en het ministerie.

Koffieprijzen

Zoals waarschijnlijk niet ongemerkt is gebleven, zijn de koffieprijzen vorige maand sterk gestegen. Voorheen betaalde je voor een kopje slechts 40 cent, nu is dit met de nieuwe –overheerlijke- koffie een euro geworden. Lijst Calimero heeft hier gelijk een rondvraag aan het College over gesteld. Zij hebben actie ondernomen en toegezegd dat naast deze duurdere maar lekkerdere koffie, op elk universiteitsgebouw de koffie van 40 cent ook aangeboden blijft worden, in de machines. Hier zijn we erg blij mee!

Kandidaatsfractie '13/'14

Inmiddels wordt de kandidaatsfractie van Lijst Calimero stevig ingewerkt voor het volgende raadsjaar. De inwerksessies over de grote stukken zijn aan de gang en de kandi’s blijken het goed op te pakken. Ook zijn ze hard bezig met het opstellen van het verkiezingsprogramma, waarmee ze van 6 t/m 21 mei de universitaire verkiezingen in gaan. Wytse, Hannelore, Wieteke, Tobias, Charlotte en Jaike zijn enorm gedreven. Hopelijk kunnen ze volgend jaar voltallig de belangen van de Groningse studenten gaan vertegenwoordigen!

This is Lijst Calimero's news letter of March 2013. Last month several important matters were considered.

University council February and March

Learning Communities

Learning communities is currently the hot topic within the University. Within the education strategy, the Executive Board of Directors would like to focus on research-driven education and learning communities. This means that students will participate in learning communities. Literally, it means that students would make more use of each other's physical presence: studying together and motivating each other to go to college. The Rector currently has three possibilities in mind:

Program level: this means that during your first and second year and even optional for your third year, students will meet with a regular group of about 3 meetings a year to follow you and your fellow students during your studies. Within this form, a student from a higher year will be incluced to guide you and lead to have open discussions.
 
- Course level: this means that a community will be created within a course. A few examples of these are 'project-bases courses', which implies coursed based on common themes, the international classroom, which means that various nationalities are considered with the teaching material and minors.
 
- Mixed variant: this is a very wide varietion of learning communities. This could be a student, study or sports club. But also the Honours College. A clearer variant would be to have a specialization within your first year: you have a common year and you choose a specialization. Each specialization group will be a learning community.
 
Lijst Calimero, along with the entire student section responded positively to this idea. Clearly we see these motivational measure as a substitute for the coercive measures as a year-classes, BSA increasement or a BSA in the second year. Along with the entire student section of the University, we trying to find support among the students.

Minors

Following from an investigation of the University Education Commission (UCO), the following recommendations are made to improve the current minor situation:

- Every program has a minor of 15 or 30 points
 
- These parts are broadening or deepening
 
- Students have the opportunity to fill in the minor space itself, within the framework,
 
The minor space is programmed in the fifth semester of the Bachelor (first half of the third year)
 
The courses in the minor level will have an adequate level
 
Lijst Calimero was very happy with these recommendations. We believe that clarity is very important, especially concerning minors. At present, it is sometimes very vague what is possible and what the rules are in each faculty. We hereby advocated for a better coordination between the faculties that are providing minors to students of other faculties. When the same rules apply to every faculties with regard to the possibilities and constraints of minors, this would solve towards our view, a lot of ambiguity.

Student and entrepreneurship  

In the month of February, the university has spend a lot of attention on entrepreneurship at the University of Groningen. At the moment there is already a lot of things happing in the field of entrepreneurship. For example, the university has facilitated the incubator Cube050 to give advice for start-ups and the offering for a minor in entrepreneurship (however, this minor cannot be followed by FEB-students). At this moment Cube050 has very little name recognition and the Executive Board therefore intends to increase the entrepreneurial spirit at the university. However, a concrete form is not yet founded here.

Lijst Calimero has advised the Executive Board to establish a student board, who will focus on entrepreneurship. This board would be similar as ACLO, or USVA, by students for students, whereby the emphasize is on entrepreneurship and the orientation is on activities to develop, promote and facilitate the entrepreneurship abilities at students. At present, there is a small committee composed of representatives from the university council, student boards and Bert Verveld (head of the office of the university). More information will follow.

Enrollment procedure outside official enroll moments

By the first of September 2013 students should be registered before September the first to be officially registered. If they are not registered by this date, these students are not making use of an unauthorized form of education. So, students should be registrated and have paid the tuition fees before the first of september. This would be in effect from the academic year of 2013-2014, which effects from the 1st of the month following the month in which the registration requirements have been met, which in accordance with the WHW (Law on Higher Education and Research). For example, if a student is not meeting the registration conditions before the first of september, the student has to wait for the next official enrollment procedure, namely the first of February.

 
Lijst Calimero has in recent university councils pointed towards the fact that especially foreign students often have difficulties with the transfer of tuition fees before the first of september. This often result towards a payment later than September the first. The rector has promised to communicate the new measures and consequences for the upcoming group of international students and to see whether it is absolutely clear when and how the tuition fees should be paid. Lijst Calimero will keep an close eye on these measurements concerning international students.

The transition year for Medicine studies

Lijst Calimero had asked a question concerning the lateral entry to the study of medicine. When you have a bachelor's degree in health sciences (HBO-V or kinesiology), these students can apply for the transition year to start off with their study for Medicine, which has an approximately costs of ten thousand euros. This is significantly higher than in other cities, whereby it ranges from statutory tuition to four thousand euros. The Executive Board is shocked by this and is aiming to address this issue to the national consultation meeting between the universities (VSNU) and the ministry

Coffeeprices

As it probably has not been unnoticed, the coffee prices have risen sharply last month. Previously, you would have paid for a cup of coffee for just 40 cents, now with the new delicious coffee the price has risen towards one euro. Lijst Calimero straight away asked the Executive Board on this issue. The Executive Board have promised to take action, and in addition to these more expensive, however tastier coffee, the coffee of 40 eurocents will be returning to each of the university buildings. Here we are very happy about, cause it gives students the option to choose!

The new candidate fraction of Lijst Calimero '13'14

Meanwhile, the new candidate fraction of Lijst Calimero has been installed. The candidate fraction is currently working on their election program, so they will be well prepared for the university elections that will take place from the 6th of may until the 21st. The fraction is consisting of Wytse, Hannelore, Wieteke, Tobias, Charlotte and Jaike who are all very passionate. Hopefully they can continue to represent the interests of students in Groningen next year.
