S.B. 10-191 Myth Buster!

Myth: Under the new evaluation requirements, a portfolio with artifacts must be collected for the professional practices portion of the evaluation.
Fact:
Artifacts are mainly used to help provide evidence of practices that are not visible in a classroom observation and when necessary to highlight a particular practice that is being focused on. Artifacts are not created for the evaluation, but instead are an example of the authentic application of the teacher's practice with students and staff.

April 2013 News

Unique Evaluation System Evaluator Training Providers

To support districts to distribute leadership, manage workload and ensure high quality feedback to educators, Senate Bill 10-191 allows principal designees to conduct evaluations as long as they’ve attended a CDE approved training program.  As such, we are releasing a request for proposal to approve evaluator training providers for systems other than the Colorado State Model Evaluation System. Districts, BOCES, vendors, non-profits, universities and other organizations can all apply to be “state approved trainers.” The request for proposal application to become an approved evaluator trainer on a unique evaluation system is now available and is due to CDE by 4 p.m. on June 10, 2013. For more information, click here.

Please note - this means that if your district is planning on providing evaluator trainings to those without an administrator’s license on an evaluation system other than the model system, you must submit a request for proposal application to CDE. To learn more, join an optional webinar for respondent questions on May 6 from 10-11 a.m. To join, please log on to: http://connect.enetcolorado.org/r8tyk5tnecc/ and/or call: 1-866-305-5704 at the start of the webinar.

2013 Growing Together Showcase

The Colorado Legacy Foundation, in partnership with Fort Lewis College, CDE and the San Juan BOCES, is excited to bring together Colorado school districts to build a network of support around the implementation of standards, assessments and educator evaluation. This no-cost to districts showcase will be held at Fort Lewis College in Durango, Colo. on June 3-6. Online registration is now open. Hurry - limited registration is available and closes on May 8th.

Join the Inter-rater Agreement Project

To support high quality training and the successful statewide implementation of the new evaluation requirements, CDE is developing systems to encourage common interpretations of teacher quality and enhance inter-rater agreement (extent to which two or more evaluators using the same observation tool give the same rating to an identical observable situation), and help evaluators provide useful and actionable feedback to educators. As the first step in this process, CDE will be releasing five short videos in late August 2013 to use as a professional development module for evaluators across the state. This module will allow evaluators to log onto a website, view videos of practicing teachers, rate those videos according to the state rubric and receive a “score” that illustrates how close they are to rating the videos in accordance with master ratings. Eventually, once the video library is built out, participants who receive scores within an approved range will know that they are evaluating professionals within an acceptable, comparable and fair manner.

To accomplish this work, CDE is asking for a small group of Colorado educators who are experienced with the Colorado State Model Evaluation System's teacher rubric to help determine master scores for selected videos. To view the details and apply to be part of this project, please click here. All applications to participate in this project are due by 4 p.m. on Friday, May 10.

Colorado Academic Standards Toolkit

The Communications team creates tools to support district leadership as they communicate about education topics such as changes to educator evaluations, new assessments and the transition to the Colorado Academic Standards. This month, a new communications toolkit was released for the Colorado Academic Standards. The tools are intended to help districts/BOCES communicate and respond to questions and concerns from their staff and communities.  Click here to access the toolkit and check back often as additional resources will be added soon.
