Due to the late announcement of the Fiscal Year (FY) 2012 Continuum of Care (CoC) Tier 2 renewal grant awards, HUD’s Office of Special Needs Assistance Programs (SNAPS) has provided guidance to the local Community Planning and Development (CPD) field offices for recipients that have Shelter Plus Care (S+C) and Supportive Housing Program (SHP) grants that expire in the first and second quarters of Calendar Year 2013 [January 1 – June 30, 2013].
SHP and S+C Grants With Remaining Grant Funds
Recipients in this classification may extend the term of their grants through at least June 30, 2013, and use their remaining funds for eligible costs during the extension period by executing a grant agreement amendment.
SHP and S+C Grants With No Remaining Grant Funds
Recipients that have no remaining grant funds may continue the project by using other resources to cover eligible expenses incurred after the grant’s official expiration date. If the project is selected for renewal in the FY2012 CoC Program Competition, the start date of the renewal grant will be the date after the expiration of the previous grant. This will allow for the recipient to be reimbursed for eligible expenditures incurred after the expiration date of the grant and before the renewal grant agreement is signed. However, renewal is not guaranteed.
Once renewal awards are announced, HUD will give first priority to executing renewal grant agreements for expiring grants that have no funds remaining. The second priority is the execution of renewal grant agreements for expiring grants that have funds remaining.
Please note that it is anticipated that HUD will announce the Tier 2 renewals and Tier 1 new projects conditional awards within the next 60 days.
