HUD is interested in better understanding current methodologies CoCs are using to conduct sheltered and unsheltered Point-in-Time (PIT) counts to help HUD improve its PIT methodology guidance (The Guide to Counting Sheltered Homeless People and The Guide to Counting Unsheltered Homeless People). Specifically, HUD would like to learn more about innovative approaches that CoCs are implementing in conducting their PIT counts, including the data sources used (e.g., interviews, HMIS, etc.), sampling approaches, the use of technology, de-duplication methods, and data analysis process. 

If you think that your CoC currently implements an exemplary PIT count methodology, HUD invites a representative of your CoC to contact Abt Associates at the address below. Abt Associates will review your information and may contact key CoC staff to participate in an interview or focus group to learn more about your PIT count methodologies.

In the email, briefly describe in 1-2 paragraphs the sheltered and unsheltered PIT count methodology used by your CoC, including what method(s) were used to collect information about sheltered and/or unsheltered homeless populations and subpopulations. Please describe the use of data sources, sampling approaches, and de-duplication methods and note the length of time the CoC has been using the methodology. CoCs should attach copies of their PIT count surveys if available. Also be sure to include contact information (phone number and email) of the CoC staff member who is most familiar with the PIT count methodology and willing to participate in a focus group or interview.
