Welcome to the first new look Shire of Chapman Valley E Newsletter. 


This months E Newsletter is a little delayed while we finalised the new format.  We hope this new format will allow you to quickly and easily find the information that interests you, as well as clicking on links to find more information.  Feedback is most welcome in addition to forwarding to others to become subscribers or updating your subscription preferences. 

A change in season is definately upon us with some beautiful soaking rain for our vegetable patches, rain water tanks, farmers seeding and animals.  Chapman Valley will be turning green before our eyes.

Integrated Planning and Reporting

Strategic Community Plan
The Shire recently advertised the ‘Draft’ Strategic Community Plan for public comment, with submissions closing on the 15th May 2013.  Council is expected to adopt the Draft Plan at its 15th May 2013 Council meeting.

Corporate Business Plan
The Shire is currently finalising its Draft Corporate Business Plan with its consultants Morrison Low. Council to consider adopting the Draft Corporate Business Plan at its 19th June 2013  Council meeting before the 30 June 2013 deadline.

East Bowes Road
The Shire of Chapman Valley has commenced construction works on Stage 1 (5.2km from the Chapman Valley Road intersection) on the East Bowes Road. The road is currently closed until 15th may to all but local traffic. Drivers are reminded to please obey all speed limit restrictions in place during the Roadworks to ensure the safety of the Shire construction workers and other road users.
The project includes improving radius curves on some bends and reducing the height of some crests to improve driver vision, along with widening of the road and culverts with sealing to a 7m wide standard.
The Project will cover the entire 12.2 kms of the East Bowes Road over 3 stages costing $2.4m, with funding from the Royalties for Regions - Country Local Government Fund, Roads to Recovery and Shire Funds. Nabawa Yetna Road
The Shire of Chapman Valley is nearing completion of the Nabawa Yetna Road State Blackspot Roadworks, to improve the 90 degree bend near the Nabawa Transfer Station, with sealing works on the bend postponed until warmer weather returns.  An increased radius curve design will result in increased lines of sight and improved safety for road users.  The project has commenced in late February 2013 and is now expected to be completed in next year’s budget around September 2013.

Fig Tree Bridge
Main Roads has almost completed this project and this section of Chapman Valley Road will be open again by the 15th May 2013.

Staff Resignations
It is with great regret that I advise that Debby and Ken Barndon have tendered their resignations from the Shire.  Both have advised that their last day of employment will be Friday 28th June 2013.
I am sure that you will share my own feelings that the Shire will miss them immensely not only for their expertise and hard work ethic, but more importantly their willingness to help others and their character.
I wish them both the very best for their next adventure.

Reminder Local Government Elections – Saturday 19 October 2013
Council, at its February Ordinary Meeting, agreed to declare the Electoral Commissioner conduct the Saturday 19 October 2013 Shire of Chapman Valley Local Government elections by a postal election.  Residents are reminded to ensure they are correctly enrolled with the Electoral Commission for the State and Federal Elections as a resident/occupier.  All absent owners of property not residing in the Shire can contact the Shires Executive Assistant Mrs Karen McKay  9920 5011 to apply to be on the Owners and Occupiers roll.

Community Strategic Plan


Thanks to input from many local community residents, business and organisations the Community Strategic Plan is now in a draft format and open for public comment until the 15th May.

Proposed Therapeutic Rehabilitation Facility


The Shire advises that an appeal was lodged with the State Administrative Tribunal (‘SAT’) on 16 April 2013 by lawyers on behalf of DrugARM (WA) Inc.   This is to review the decision of Council at its 20 March 2013 meeting to refuse the application for a proposed Therapeutic Rehabilitation Facility upon Lot 11 (No.1) Nabawa-Yetna Road, Nabawa.

A directions hearing was held on 3 May 2013 at the SAT (12 St Georges Terrace, Perth) where SAT resolved that mediation should be undertaken, this has been scheduled to take place in late May. The final details for the mediation have yet to be advised but it is understood that the SAT wishes to view Lot 11 (No.1) Nabawa-Yetna Road, Nabawa, meet with representatives of the appellant (DrugARM) and respondent (Shire) and also meet with no more than 2 representatives from the objecting parties.

With this in mind, the Shire has contacted 2 of the points of contact from the objecting parties inviting them to be attendance.

The Shire understands that many residents are keen to be updated on this matter and it is hoped that this information is of assistance, however, should you have any queries please contact the Shire’s Planning Department on 9920 5011.

The Shire of Chapman Valley will once again host an Australia’s Biggest Morning Tea on Thursday 23rd May 2013 at 10am.  All money raised from the morning tea will go toward the Cancer Council.  Everyone is welcome to pop in for a cuppa and donate.

ASIST Suicide First Aid


The Shire of Chapman Valley have been working with One Life WA to help promote suicide awareness within our community.  There is a free workshop available to anyone within our community who wish to be trained in suicide prevention skills.

ASIST is a 2-day interactive workshop in suicide first aid.

 
Participants learn to recognise when someone may be at risk of suicide and respond in ways that help increase their immediate safety and link them to further help.

ASIST aims to enhance a caregiver’s abilities to help a person at risk avoid suicide.
Date                Friday 21st June and Saturday 22nd June 2013
Time:              9.00am-5.00pm
Venue:            St Johns Sub Centre - Northampton


For anyone wishing to know about other training opportunities, or simply would like to be part of a local group to help promote suicide prevention or awareness, contact the Shire's Community Development Officer, One Life WA Coordinator.

NRM

State NRM Community Grants
2013 Community Grants - Applications OPEN
The Western Australian Government is making available $3 million to fund community projects as part of the 2013 State NRM Program.

Grants of between $10 000 and $50 000 are available to eligible groups for any on-ground activity that will assist in the conservation, restoration, rehabilitation or enhancement of a local natural area, including land, water or marine areas, or the conservation of biodiversity.

Applications must be received by 5 pm Friday 5 July 2013.


SPORT

CSRFF Small Grants
Department of Sport and Recreation are offering clubs grants for small projects under $150 000.

Examples of Small Grant projects: • Cricket pitch and practice wickets. • Safety fences for sport and recreation facilities, i.e. motor sports. • Minor upgrade to swimming pool. • Small floodlighting project. • Court resurfacing or upgrade. • Construction of or upgrade to shade shelters. • Large scale dams, water collection systems and pipelines for distribution (maximum grant offered is $60,000). • Various planning studies to a maximum grant amount of $15,000 ($25,000 in remote and regional areas).


ART

Healthway, Health in Schools through Art
Schools can apply for up to $2,500 to undertake arts activities that explore the priority health areas of mental health (bullying, social isolation), nutrition (obesity) and/or physical activity.

Projects must be designed using arts activities and specifically examine or address at least one priority health issue in a way that promotes positive changes amongst students. Applications must be received by Healthway a minimum of three calendar months prior to the commencement of the project.
