The WA Radio Community Came Together at the Historic Pagoda Ballroom for the 2013 ARCIA Networking Dinner

NSW Fireworks Darling HarbourA successful networking dinner was held last week in Perth. Expanding on the theme "who is training for the future," the evening's speakers developed on the theme of the past, present and future of training for the industry and the challenges ahead.

Rob Howes, ARCIA WA committee representative, spoke of training in the past, highlighting the governments' open approach to training for the industry.

John Florencia, CEO of Omnitronics, explained how "training, recruitment and leadership," were key to business success today, and it isn't always the obvious employee that will deliver your business success.

Ralph Dix, lecturer from the Midland Polytechnic, then highlighted the key challenges ahead for educators and the industry. Sighting the absorption of radio communications losing its identity as it is absorbed into the IT sector and the lack of industry participation in curriculum development.

New White Paper Section of the ARCIA Website Coming Soon

ARCIA is in the process of adding a new section to the website to include "Industry and Technology White Papers" within a few weeks. Please contact us for details and information regarding submissions.

Regulation Compliance Mark (RCM)

Changes have recently been made to the RCM which suppliers must affix to approved equipment offered to the market in Australia. Even though equipment may have been originally approved there is now a requirement for suppliers to go through a re-registration process, we would draw our supplier members attention to this and suggest they should re-visit the ACMA information at
http://www.acma.gov.au/WEB/STANDARD/pc=PC_410297 to ensure their details are recorded as required.

Use of UHF CB Frequencies

The ACMA Field Operations staff have recently located equipment which has been operating on UHF CB frequencies without the equipment being approved for use under the Class Licence system, in essence this means those units are operating without any licence or approvals. Members should be aware that very few 'commercial radio models' have actually been approved for use on the UHF CB band under the required equipment standard, there are specific requirements under the standard and this means that radio equipment must be submitted for type approval under the UHF CB Class Licence conditions to be permitted to operate on those frequencies. Equipment utilising UHF CB frequencies without the correct approvals is subject to possible confiscation under the relevant sections of the Radio Communications Act, we would advise members that although the legal risk rests with the equipment user/owner, the onus also come back to the supplier who supplied and programmed the equipment with non-licenced frequencies.

Public Safety Mobile Broadband (PSMB)

At the recent COAG meeting in Canberra concern was raised regarding the amount of spectrum that has been allocated for this service and the indications are that this matter may be under review, in the recent submission on the Discussion Paper on 803-960 MHz spectrum ARCIA raised this concern as part of the response and are pleased to see some form of review taking place. In addition, following a recent meeting on the Overflow Capabilities of the proposed PSMB ARCIA have been requested if we would consider co-chairing one of the working groups as the evaluations move ahead.
