This month’s Newsletter features IIGR’s Research Fellow, Dr. Nadia Verrelli.
Dr. Nadia Verrelli’s relationship with the Institute began thirteen years ago as a post-doctorate student and then as a research associate. She continues to be involved with the Institute as a Research Fellow and as a member of the Institute Advisory Council

Nadia Verrelli

Nadia Verrelli, PhD, is a Research Fellow at the Institute of Intergovernmental Relations, Queen’s University.

Currently Nadia is working on a new publication Reference re Secession of Quebec (Secession Reference); a project funded in part by the Secrétariat du Québec aux relations canadiennes (SQRC), and administered by the Institute of Intergovernmental Relations. This book will provide a detailed analysis of: the events leading up to the Secession Reference, including the 1995 referendum on Quebec independence; and the Reference, including the arguments presented to the Court and media reaction to the case. Contextualised in the current legal and political environment, the book will also explore the implications of the Court’s opinion on Canadian constitutionalism and federalism. With ongoing discussions of the role of the central and provincial governments in the Canadian federation, (the recently issued Supreme Court opinion on the carbon tax and the role of governments during the current pandemic, for example) and with ongoing nationalist sentiments in Quebec and growing ones in Alberta, as well as nationalist movements in Scotland and Catalonia, this book will make a timely contribution to the current literature on federalism, secessionism and constitutionalism. Tentatively, the manuscript will be completed by Summer 2021, to be published with UBC Press in the Fall, followed by a presentation, sponsored in part by the Institute of Intergovernmental Relations.

Dr. Verrelli has and continues to publish in the areas of federalism, secession, and Canadian Institutions. Such publications include chapters and articles on: mandatory voting in Canada; nationalism in Quebec and Scotland; the amending formula; the Charlottetown Accord; and a forthcoming chapter on “How Secessions do not Happen,” with Francois Rocher in Across Boundaries - Essays in Honour of Robert Young (Blais, A et. Al., McGill-Queen’s University Press).
While continuing to focus on federalism and the Supreme Court, she also explores violence against women and its impacts on society, law and the courts. In a series of published articles and book chapters, Dr. Verrelli, together with Dr. Lori Chambers, Lakehead University, analyse court and government responses to and media representation of domestic violence and coercive control. In a forthcoming book, Dr Verrelli and Dr Chambers examine R v. Ryan. No Legal Way: R v. Ryan, Domestic Abuse, and the Defence of Duress (Spring 2021, UBC Press) tells the story of a woman who felt she had no legal way out and explains why the court, the RCMP and the media let down all women trapped in abusive relationships.
Dr. Verrelli has been with the Institute since 2007, during which time, she has studied and published on the impact of federalism on: climate change policies; the federal spending power; the make-up and appointment process of the Supreme Court of Canada. This last project included overseeing a working paper series on reforming the Supreme Court later published (Verrelli, Nadia ed. (2013) The Democratic Dilemma: Reforming Canada’s Supreme Court. Institute of Intergovernmental Relations. McGill-Queen’s University Press). As well she helped in the organisation of various Institute led conferences including a roundtable discussion on the role of the policy advisor and the changing federal environment in Canada.
