This week it was announced that Phillips 66 would be closing their Los Angeles refinery complex late next year. I’ve spoken with leadership at Phillips 66 about this decision and respect their move to wind down operations at the refinery. The news of Phillips 66 winding down operations is bittersweet. There is a sense of loss for the workers and families who have depended on these jobs for generations. At the same time, the closure of such a significant refinery marks the end of one chapter in Wilmington’s industrial era and opens the door to new opportunities.
Phillips 66 has committed to assisting its employees through this transition, and I have already reached out to the City’s Economic and Workforce Development Department (EWDD), and we are mobilizing our resources to ensure that workers don’t face this uncertainty alone. We will be working closely with Phillips 66 and our community to ensure support for all who are impacted.
While job loss is a major concern, we can turn this challenge into a moment for change. We will ensure that these workers are not left behind and we must be focused on retraining workers for sustainable jobs. By investing in training programs and workforce development, we can help transition workers into new jobs that align with the future of clean energy, and we can further advance LA’s climate goals. This is a chance to improve air quality and push for green job growth.
Moving forward, I will work with the property owners to ensure that the site undergoes a thorough cleanup and is redeveloped in a way that benefits both the environment and our local workforce. We need to seize this moment to work with business, labor, and community to further LA’s bold climate goals. The environmental toll these industries have taken on our communities has been devastating and we now have the opportunity for cleaner, safer, and more sustainable uses. |

Senate Bill 4 (SB 4), is designed to make it easier for faith-based organizations (such as churches, temples, and mosques) and non-profit colleges to build affordable housing on their land. The key idea behind the law is to address California’s housing crisis by unlocking underutilized land owned by these groups for the development of multifamily housing projects, particularly for low-income families. The City is currently developing some of our own programs to reflect SB 4 initiatives. However, some local policies, such as those for faith-based organization projects, are not fully aligned with state law requirements for housing and labor. On Tuesday, I introduced a motion supported by six of my colleagues to ensure consistency with state law and removing any local policies that contradict or dilute SB 4’s standards. As we work to address the housing crisis through measures like Senate Bill 4, it's crucial that we pay workers fair wages and protect their rights, ensuring that the very people building our city can afford to live here. |

What a night for the Harbor! Congratulations to San Pedro High School and Phineas Banning High School on their well-fought games last night at the iconic Los Angeles Memorial Coliseum. We were treated to exciting competitions across the board—starting with Junior Varsity, followed by the Girls Flag Football teams showing their talent, and a thrilling Varsity game decided in overtime. Though San Pedro took home victories in all three matchups, there were memories made for all the players, students, and fans. Thank you to the Cordoba Corporation and George L. Pla, President of the Los Angeles Memorial Coliseum Commission, Supervisor Janice Hahn, and our generous sponsors for making it possible for our community to witness this momentous occasion in such a historic venue. |

We've received a new update from the California Department of Transportation regarding their upgrades on Western Ave. in San Pedro. The project involves upgrading ADA ramps, sidewalks, pedestrian signal access, and lighting, as well as adding a bike lane. Currently, one left-turn pocket along the northbound lanes is closed to traffic, and channelizers have been placed at 1st St. to enhance traffic flow. A change in striping has been implemented to allow crews to safely work in the median. Once the median is complete, new striping will be added, which will include one left-turn pocket, two through lanes, a 4-foot bike lane, and one right-turn pocket.
I recognize the frustration caused by traffic and delays on this major arterial in our community, and I am disappointed with the lack of transparency and coordination with the community leading up to construction on this project. According to Caltrans the work is now estimated to be completed by the end of the year. We will continue to keep you apprised of any updates from Caltrans as they are made available. |

On Monday, I attended the LA Sportswalk Luncheon on the Battleship IOWA, celebrating the 45-year tradition of honoring outstanding athletes. Since 1978, the San Pedro Sportswalk, recognizes individuals with exceptional athletic achievements in collegiate, Olympic, and professional sports. This year’s inductees included the 1962 San Pedro World Series Little League team, Peter Peyton (Water Polo/Swimming), Gary Kimbrell (Trani Award), Jason Brown (Baseball), Cardte Hicks (Basketball), and Ernie Martinez (Lifetime Achievement). The ceremony featured the unveiling of bronze plaques, which our office was proud to help pay for the creation and installation, and all of which will be part of the expanded Sportswalk, including the waterfront areas. The Sportswalk continues to serve as a meaningful tribute to athletes and a symbol of San Pedro’s commitment to celebrating local excellence. |

Last weekend we celebrated the 100th birthday of Mt. Sinai Missionary Baptist Church, and on Sunday I was honored to attend their anniversary service. The power of the spoken and sung praise, and the spirit of the congregation showed what has kept this congregation thriving for 100 years. It’s a testament to their faith, dedication, and the sense of community that has sustained them through generations. Congratulations to Pastor Leo and all who came before him. 100 years is truly something special. |

It was a great afternoon on Saturday at the first-ever LA Fishing Festival, celebrating the vibrant sport fishing culture and community that has thrived in the San Pedro Bay. Hosted at West Harbor, it was a great display of our local fishing traditions. This Tuesday, we attended the Spanish Community Public Advisory Board (Spanish C-PAB) and shared updates on the Tony Hawk Skate Park as well as new additions to pedestrian safety. The Spanish C-PAB meeting takes place every third Tuesday of the month at St. Lawrence of Brindisi (10122 Compton Ave.), and everyone is welcome to attend. Additionally, the English meeting is held at the Los Angeles Fire Dept. Station 64 (10811 Main St.), with the next meeting scheduled for January 21st. |

This Thursday, we attended and toured the College Track campus at Jordan High School. This event was an excellent opportunity to engage 9th-grade students, parents, school administrators, strategic partners, and key stakeholders to learn more about College Track and how we can work together to support the youth of the Watts community. We received an overview of their program, which aims to help all students reach the next level of education while providing support and opportunities to further their academic careers. Esta semana se anunció que Phillips 66 cerraría su complejo de refinerías de Los Ángeles a finales del próximo año. Recibimos una nueva actualización del Departamento de Transporte de California sobre sus mejoras en Western Ave. en San Pedro. El proyecto implica mejorar rampas ADA, aceras, señales de acceso para peatones e iluminación, además de agregar un carril para bicicletas. Actualmente, una zona de giro a la izquierda a lo largo de los carriles en dirección norte está cerrada al tráfico y se han colocado canalizadores en 1st St. para mejorar el flujo del tráfico. Se implementó un cambio en las franjas para permitir que las cuadrillas trabajen de manera segura en la mediana.
