Why Aren't Pre-Filing Diversion Programs Working In LA?
Let's dive a little deeper into the report we reviewed during our Public Safety Committee this week where we reviewed various pre-charging diversion programs for offenders facing certain misdemeanors and non-violent felonies. Of the thousands screened, very few qualified and even fewer actually accepted diversion. Why? Most arrestees had criminal backgrounds or committed serious offenses that rendered them ineligible, and because of the zero bail schedule, most arrestees were eligible for immediate release and the DA was unlikely to file charges anyway.
A Closer Look At The Budget
Late last month, the City Administrative Officer released a report that paints a stark picture of the City’s strained finances. The City continues to quickly exhaust its reserves due to ongoing revenue shortfalls, overspending, and unexpected liability payouts that far exceed what was anticipated.
As laid out in the June 2024 Fourth Financial Status Report, we knew things were dire when we adopted the 2024-25 budget, but the situation is now even worse, with revenues falling further below projections than anticipated and liability far exceeding budgeted amounts, all of which has dropped our reserves below acceptable levels.
The CAO recommends freezing new budget requests, limiting hiring, and urges departments to absorb costs within current budgets. With over 1,700 vacant positions already eliminated, salary savings that once covered shortfalls will be lower, and more departments are expected to overspend. Without immediate corrective measures—such as reducing appropriations or finding new revenue sources—the City’s financial position is likely to worsen, jeopardizing staffing levels and essential services. I am keeping a close eye on things and will keep you updated.
LAFD Deploys To Assist With Disaster Relief
Dozens of LA City firefighters, including our highly-trained swift water rescue specialists from FEMA California Task Force 1, are currently providing assistance with hurricane rescue and recovery efforts in the southeast. CD11 is proud of their commitment to providing critical support wherever they are needed in times of crisis and we pray for their success and safe return!

Major LADWP Infrastructure Project In East Venice
Mail notices were sent by DWP, and Sean Venice Field Deputy Sean Silva and I personally knocked on hundreds of doors to let you know about the major DWP infrastructure project coming to East Venice. The Zanja Ave and Lyceum Ave Mainline Replacement Project, which will replace 9,900 feet of 1930s-era cast iron water mains with modern ductile iron pipes to improve water reliability is now underway!
