The wildfires in the Palisades and across LA County have been devastating, but the response to these tragedies has showcased the power and strength of community. From Watts to the Waterfront, our neighborhoods came together to offer aid, resources, and support. It is this unity that defines us in the One-Five - and as Angelenos - we are truly Stronger Together. And I know, God forbid, if such devastation were ever to occur here in the One-Five, our community would rise to the occasion in the same way, standing shoulder to shoulder to support one another just as we have done to help our neighbors in the northern part of the city.
While I am inspired by the collective response to these crises, it also serves as a stark reminder of the importance of preparation here at home. That’s why I want to share the proactive measures we are planning to increase the safety and resilience of our District in the face of potential wildfires or other emergencies.
Education is key to ensuring residents know how to respond in an emergency. Once the current fires are fully contained, it is my intention to host community town halls with our first responders across our District to discuss disaster preparedness and response scenarios. During these town halls, we will discuss evacuation routes, tips on creating “go bags,” securing vital documents, developing family communication plans, and similar life and property protection skills.
To address risks of wildfires within the City of Los Angeles, I am preparing a motion instructing the Fire Department to evaluate the feasibility of a proactive, semi-annual brush clearance program. This program would focus on vegetation management and risk reduction through defensible landscaping. By implementing these measures, we can mitigate the impact of future wildfires and safeguard our communities.
Understanding the readiness of our first responders is critical to supporting their lifesaving efforts. To that end, we are scheduling visits to each fire station within the district to assess their operational needs. By engaging directly with firefighters, it is my hope that we will gain insight into their challenges, equipment needs, and areas requiring improvement.
Finally, but just as important, to ensure confidence in our fire hydrant functionality and readiness for emergency use, we will be tracking and reporting to you on our local fire stations efforts to inspect and test hydrants throughout the District. These regular checks are essential for fire preparedness.
These proactive steps, among many others, are just a part of making sure the One-Five is both prepared and united, ensuring that no matter what challenges we face, we do so as a community. |

Fireworks in our neighborhoods are more than a loud, disrespectful nuisance - they cause significant harm to people and property. Nationally illegal fireworks are responsible for an average of 19,500 fires, $105 million in property damage, 9,100 injuries, and five fatalities annually, often involving children. Both state and local laws prohibit illegal fireworks, but violations persist, posing serious risks to public safety. On Wednesday, I introduced a motion with Councilmember John Lee directing the City Attorney, in consultation with the Los Angeles Fire Department and Chief Legislative Analyst, to identify ways to strengthen ordinances, including increased penalties, civil fines for property owners, and collaboration with federal agencies to combat smuggling. The motion also calls for the creation of restricted zones and stricter permitting processes for legal fireworks shows. Additionally, enhanced public awareness campaigns will be developed to educate residents about the dangers and legal consequences of illegal fireworks. Finally, the LAFD and LAPD will explore joint task forces and operations to improve enforcement against the sale and use of illegal fireworks. |

POLA'S LUNAR NEW YEAR FESTIVAL |

Today from 3-7 PM, the Port of Los Angeles will host its 11th Annual Lunar New Year Festival at AltaSea in San Pedro, a free, family-friendly event featuring cultural performances, artistic exhibits, and live snakes and other reptiles to celebrate the Year of the Snake. Food trucks and snacks will be available for purchase, with entertainment and more for attendees to enjoy. AltaSea is located at 2451 Signal Street, Berth 60, Door 39, with free parking at 22nd and Miner Streets, and a free shuttle service from the Downtown San Pedro Red Trolley running from 2-8 PM. Yesterday, in the Los Angeles City Council, I had the honor of recognizing the Human Resources Payroll Project Steering Committee and its leaders: Ted Ross, Benjamin Ceja, Rick Cole, and Grayce Liu. This team played a critical role in implementing Workday, a system that streamlines HR, finance, and payroll processes, tailored to meet the unique needs of the City. Their expertise and collaboration were essential at every stage ensuring a smooth transition from legacy systems to a modern payroll. As Chair of Personnel, it’s highly important to me that we pay our over 60,000 full-time and part-time employees well and on time, and this couldn’t be done without these great leaders. |

Last week, the Gang Alternative Program (GAP) successfully cleaned up Normandie Ave., focusing on clearing the area to improve pedestrian access. The team worked diligently to remove overgrown vegetation and debris. Thanks to GAP for their dedicated efforts in maintaining clean and accessible public spaces for our community. |

Last week, our office partnered with the Toberman GRYD team to remove graffiti from two utility boxes located near Narbonne High School. By removing the graffiti we made it more visually appealing for students and residents, while ensuring the murals were preserved. |

Our team recently visited New Challenge Ministries to pick up groceries for a community member who had just moved into her first apartment with the assistance from our office after being unhoused for seven years. This gesture was part of our ongoing support to help her transition into stable housing and provide her with the essentials needed to settle into her new home. On Monday, I celebrated Martin Luther King Jr. Day of Service at the White Point Nature Preserve. Volunteers worked to restore native plant gardens, remove invasive species, and maintain trails—efforts that contribute to preserving and enhancing the preserve’s natural beauty. It was a meaningful way to honor Dr. King’s legacy by giving back to both the environment and the local community. |

OFF LEASH IN PARKS CLEAN UP |

Volunteers are needed for the Off Leash In Parks (OLIP) park cleanup at Joan Milke Flores Park today, January 25th, from 10 AM to 12 PM. Volunteers will fill in gopher holes that may have been enlarged by dogs digging, helping to prevent painful and expensive torn ACLs. They will also address any grassy areas that need reseeding, trim borders as necessary, and collect any litter or dog waste missed by park visitors. This Tuesday, we attended the first Community Police Advisory Board (C-PAB) meeting of 2025! As always, these meetings will continue to be held on the third Tuesday of each month at Fire Station 64, starting at 5:30 PM. During the meeting, the community received updates on public safety and the impacts of recent fires. Additionally, Deputy District Attorney Jonathan Hatami from the District Attorney's Office was a guest presenter and addressed community questions and concerns. |

Los incendios forestales en Palisades y en todo el condado de Los Ángeles han sido devastadores, pero la respuesta a estas tragedias ha demostrado el poder y la fortaleza de la comunidad. Desde Watts hasta el Waterfront, nuestros vecindarios se unieron para ofrecer ayuda, recursos y apoyo. Es esta unidad lo que nos define en el Distrito One-Five, y como angelenos, realmente somos más fuertes juntos. Y sé que, Dios no lo quiera, si alguna vez ocurriera una devastación similar aquí en el One-Five, nuestra comunidad respondería de la misma manera, hombro a hombro, apoyándonos mutuamente, tal como lo hemos hecho para ayudar a nuestros vecinos en la parte norte de la ciudad. Si bien me inspira la respuesta colectiva a estas crisis, también es un recordatorio claro de la importancia de la preparación en casa. Por eso quiero compartir las medidas proactivas que estamos planificando para aumentar la seguridad y la resiliencia de nuestro Distrito ante posibles incendios forestales u otras emergencias.
La educación es clave para garantizar que los residentes sepan cómo responder en una emergencia. Una vez que los incendios actuales estén completamente contenidos, mi intención es organizar reuniones comunitarias con nuestros primeros en responder en todo nuestro Distrito para discutir la preparación ante desastres y los escenarios de respuesta. Durante estas reuniones, discutiremos rutas de evacuación, consejos para crear “bolsas de emergencia", cómo proteger documentos vitales, desarrollar planes de comunicación familiar y habilidades similares para proteger la vida y la propiedad.
Para abordar los riesgos de incendios forestales dentro de la Ciudad de Los Ángeles, estoy preparando una moción para instruir al Departamento de Bomberos a evaluar la viabilidad de un programa proactivo de limpieza de arbustos semestral. Este programa se enfocaría en la gestión de la vegetación y la reducción de riesgos mediante paisajes defensivos. Al implementar estas medidas, podemos mitigar el impacto de futuros incendios forestales y proteger nuestras comunidades.
Entender la preparación de nuestros primeros en responder es fundamental para apoyar sus esfuerzos para salvar vidas. Con ese fin, estamos programando visitas a cada estación de bomberos dentro del Distrito para evaluar sus necesidades operativas. Al interactuar directamente con los bomberos, espero obtener información sobre sus desafíos, necesidades de equipo y áreas que requieren mejoras.
Finalmente, pero igual de importante, para garantizar la confianza en la funcionalidad de nuestros hidrantes contra incendios y su preparación para uso en emergencias, estaremos monitoreando e informándoles sobre los esfuerzos de nuestras estaciones de bomberos locales para inspeccionar y probar los hidrantes en todo el Distrito. Estas inspecciones regulares son esenciales para la preparación contra incendios.
Estos pasos proactivos, entre muchos otros, son solo una parte de asegurar que el One-Five esté preparado y unido, garantizando que, sin importar los desafíos que enfrentemos, lo hagamos como una comunidad. |

Cada año, los fuegos artificiales ilegales son responsables de un promedio de 19,500 incendios, $105 millones en daños a la propiedad, 9,100 lesiones y cinco fallecimientos, frecuentemente involucrando a niños. Tanto las leyes estatales como las locales prohíben los fuegos artificiales ilegales, pero las violaciones persisten, representando serios riesgos para la seguridad pública. El miércoles, presenté una moción junto con el Concejal John Lee, instruyendo al Procurador de la Ciudad, en consulta con el Departamento de Bomberos de Los Ángeles (LAFD) y el Analista Legislativo Jefe, para identificar formas de fortalecer las ordenanzas, incluyendo el aumento de sanciones, multas civiles para propietarios de propiedades y la colaboración con agencias federales para combatir el contrabando. La moción también solicita la creación de zonas restringidas y procesos de permisos más estrictos para los espectáculos legales de fuegos artificiales. Ayer, en el Consejo Municipal de Los Ángeles, tuve el honor de reconocer al Comité Directivo del Proyecto de Nómina de Recursos Humanos y a sus líderes: Ted Ross, Benjamin Ceja, Rick Cole y Grayce Liu. Este equipo desempeñó un papel crucial en la implementación de Workday, un sistema que optimiza los procesos de recursos humanos, finanzas y nómina, adaptado a las necesidades únicas de la Ciudad. Su experiencia y colaboración fueron esenciales en cada etapa, asegurando una transición fluida de los sistemas antiguos a un sistema de nómina moderno. Como Presidente de Personal, es muy importante para mí que paguemos bien y a tiempo a nuestros más de 60,000 empleados de tiempo completo y parcial, y esto no sería posible sin estos grandes líderes. |

Ayer por la mañana, visité la reunión de inicio de turno del Departamento de Policía del Puerto antes de que estos dedicados oficiales se dirigieran a Pacific Palisades para ayudar con los esfuerzos de respuesta a los incendios. Han estado asignados desde el Puerto a Palisades desde el primer día de los incendios. Estoy agradecido por su servicio y compromiso con nuestra ciudad. |

LIMPIEZA DE LA AVENIDA NORMANDIE |

La semana pasada, el Programa Alternativo de Pandillas (GAP) llevó a cabo con éxito la limpieza de la Avenida Normandie, enfocándose en deshierbar y despejar el área para mejorar el acceso peatonal. El equipo trabajó diligentemente para eliminar la vegetación crecida y los escombros. Gracias a GAP por sus esfuerzos dedicados a mantener espacios públicos limpios y accesibles para nuestra comunidad. |

La semana pasada, nuestra oficina se asoció con el equipo de GRYD de Toberman para eliminar grafitis de dos cajas de servicios públicos ubicadas cerca de la Preparatoria Narbonne. Nuestro equipo recientemente visitó New Challenge Ministries para recoger mandado para una miembro de la comunidad que acaba de mudarse a su primer departamento con la ayuda de nuestra oficina después de haber estado sin hogar durante siete años. DÍA DE SERVICIO EN HONOR A MLK |

El lunes celebré el Día de Servicio en honor a Martin Luther King Jr. en la Reserva Natural White Point. Los voluntarios trabajaron para restaurar jardines de plantas nativas, eliminar especies invasoras y mantener los senderos, esfuerzos que contribuyen a preservar y mejorar la belleza natural de la reserva. Fue una forma significativa de honrar el legado del Dr. King al devolver algo tanto al medio ambiente como a la comunidad local. |

LIMPIEZA EN PARQUES SIN CORREA |

Se necesitan voluntarios para la limpieza del parque Off Leash In Parks (OLIP) en Joan Milke Flores Park el sábado 25 de enero, de 10 AM a 12 PM. Los voluntarios rellenarán agujeros de topos que los perros podrían haber agrandado, ayudando a prevenir desgarros de ligamentos cruzados (ACL) dolorosos y costosos. También se atenderán áreas de césped que necesiten resembrado, se recortarán bordes según sea necesario y se recogerá basura o desechos de perros que los visitantes del parque hayan pasado por alto. Como siempre, estas reuniones se llevarán a cabo el tercer martes de cada mes en la Estación de Bomberos 64, a partir de las 5:30 PM. El equipo de Zonas de Incentivos para el Desarrollo Económico y de Empleo (JEDI) organizó una reunión este miércoles con dueños de negocios locales en el Edificio Municipal de Wilmington para hablar sobre el Programa de Mejora de Fachadas JEDI. Financiado por la Subvención para el Desarrollo Comunitario, la Ley del Plan de Rescate Americano y otras fuentes, esta iniciativa revitaliza los corredores comerciales en áreas desatendidas mediante mejoras en las fachadas de las tiendas, promoviendo el crecimiento económico y un futuro vibrante para nuestra comunidad. |
