The number of renters receiving eviction notices in the city of Los Angeles has increased over the recent months and there are a few days left to apply to the city’s Emergency Renters Assistance Program.

Earlier this month, the city rolled out a new Emergency Renters Assistance Program to provide up to six months of rental arrears to low-income residential renters who are at the risk of homelessness due to unpaid rent as a result of COVID-19 or other financial hardship.

It’s important to note that if you owe rent due to financial stress related to COVID-19, any unpaid rent from October 1, 2021 to January 31, 2023 must be paid in full by February 1, 2024.

To be eligible to apply to the Emergency Renters Assistance Program, you must: be a resident of the city of Los Angeles, regardless of immigration status (to verify you live in the City click here); one or more individuals within your household must have experienced a loss of employment, reduction in household income, incurred significant costs, or experienced other financial hardship between March 2020 to present; have unpaid rent due to your current landlord for any month(s) between April 2020 to present; and, your current household income is at or below 80% of the area median income (AMI).

Applicants may visit housing.lacity.org to apply online 24/7 or call the Los Angeles Housing Department Hotline (888) 379-3150 Monday to Friday from 8 AM to 6 PM. You can also schedule an in-person appointment at LAHD or any one of LAHD’s public counters. FamilySource Center locations also provide families with a local in-person option that allows them to receive step-by-step guidance through the process. Click here to find a location near you.

I also introduced a motion that was approved by the Council to see how small mom-and-pop landlords with 12 units or less, can apply for rental assistance in the case an eligible tenant has not applied for rental relief. Beginning on October 23, 2023, at 8 AM, these Small Landlord Providers can file applications!

Within the Harbor Gateway Community Plan Area, the ‘Athens on the Hill’ community consists of many homes that may be culturally historic. It is necessary that as part of the ongoing Harbor Gateway Community Plan update, the Planning Department provide recommendations as to the historic-cultural significance of the properties located in the ‘Athens on the Hill’ community; and the appropriate design standards to protect the character of this community. This week I introduced a motion to instruct the Planning Department to conduct a survey to determine if the ‘Athens on the Hill’ community meets the criteria for historic-cultural designation, and based on the results of the survey, to provide recommendations relative to the feasibility of the initiation of proceedings to establish a Historic Preservation Overlay.

CLEAN 15

Check out these Before and Afters of our Clean 15 Team’s work! This week we collected and properly disposed of 65 tons throughout the One-Five. Check out the team’s hard work helping clean up piles of illegal dumping in Harbor Gateway and Watts! Also this week, while the Clean 15 Team was out in Wilmington, we came across 5 stray kittens we've affectionately been calling Phineas, Fermin, Rosecrans, Malloy, and Mingus - in honor of the One-Five. We dropped them off at the LA Animal Services’ Harbor Shelter to make sure they're in safe hands, but they're up for adoption and you can name them whatever you want when you give them a fur-ever home!

HEAL THE BAY

On Saturday, we were at Cabrillo Beach for the Heal the Bay Coastal Cleanup! It was incredible to be a part of a larger statewide movement involving thousands of volunteers from LA County to remove trash and marine bound debris from Summit to Sea. Thank you to the organizers and volunteers for coming out to help keep our beautiful home clean!

OVERNIGHT CLOSURES ON VINCENT THOMAS BRIDGE

The California Department of Transportation (Caltrans) is planning nighttime closures of the Vincent Thomas Bridge over a three-week period beginning as soon as Tuesday, October 10. Each night the bridge, located on State Route 47 (SR 47), will close in one or both directions beginning as early as 8 PM and will reopen by 6 AM the following morning. Weekend closures are not anticipated. The closures will allow crews to safely install cable safety upgrades. See graphic above for detour routes.

COMMUNITY PLAN

Los Angeles City Planning has released the draft Environmental Impact Report (DEIR) for the Harbor LA Community Plans Update. This Update looks to balance the needs of current and future residents and lays out the direction for land use development for the next 20 years in the Harbor Gateway, Wilmington, and Harbor City communities.

The DEIR for the Harbor LA Community Plans Update is now available for public review and comment. The 60-day public comment period will end on Monday, November 20, 2023, at 5:00 PM. The DEIR is available for review online here. Please submit your written comments by email to planning.harborlaplans@lacity.org or by mail by Monday, November 20, 2023.

COMMUNITY BEAUTIFICATION & RESOURCE FAIR

In recognition of Suicide Prevention Month, we held a resource fair at the Harbor City Rec Center and marched together to the Frampton Pedestrian Bridge. There we planted sunflower seeds and painted rocks in memory of Lindsay Pollack. It was a beautiful day and I was honored to join the Harbor City Neighborhood Council, community members and LA County Department of Mental Health.

ILLEGAL DUMPING

Our office continues to monitor and clean the illegal dumping on 259th St. between Belle Porte and Frampton Ave.

BEAUTIFYING FRAMPTON BRIDGE

Thank you to the Garden Church in San Pedro for donating succulents for the beautification project of the Frampton Bridge. This is a perfect example of the One-Five working together for the betterment of the community.

STANFORD AVE. COMMUNITY CLEAN UP

This past weekend, our neighbors around Stanford Ave. helped clean up the underpass! We thank you for your efforts in helping keep our neighborhood clear and safe!

STREET WORK ON 212TH ST.

The Bureau of Street Services has been active in our district with cape seal surfacing projects, including this one on 212th St.

USC MOBILE HEALTH FAIR

Join us on Saturday, October 7th for the Harbor Gateway Community Health Fair. A variety of screenings and resources will be available, so mark your calendars and stop by!

FIELD OF DREAMS CRASH

On Monday, a small plane crashed into the Field of Dreams in San Pedro, injuring the pilot and passenger. I’m grateful to our community members, especially JR Romero, for helping the victims at the scene and LAFD for their quick response. The plane has been cleared from the field and the field is now operational. Please keep the pilot and passenger in your prayers.

MARINE MAMMAL CARE TRIP

This week I visited the Marine Mammal Care Center with Councilmember Traci Park to see the marine mammal patients and discuss strategies for addressing marine mammal and ocean health issues in a time of constant environmental change. By working together throughout the city, we can create a safer world for marine mammals and humans!

SOARING UNION OF LA

On Sunday, I had the pleasure of watching the Soaring Union of Los Angeles at the Field of Dreams. This club, first organized in 1972 as a non-profit club made up of Remote Control Sailplane enthusiasts, now includes all aspects of radio controlled flying. It was great to be with them as they performed tricks and competed with each other. WATTS TOWERS WEEKEND FESTIVITIES

Today we’re celebrating the 41st Annual Watts Towers Day of the Drum Festival and tomorrow will be the 46th Annual Simon Rodia Watts Towers Jazz Festival. The events will run from 10 AM - 6 PM and they are free of charge. For more information see the flyer above.

100 YEARS OF JORDAN HIGH

As many of you know Jordan High School will be turning 100 years old today and rightfully so we’ll be having a celebration to honor all of those who have come through the school. There will be food, refreshments as well as many community partners with information regarding their organizations.

BIKE LANE SWEEPING

Thanks to the Bureau of Street Services for completing the bike lane sweeping yesterday on Central from 103rd to Imperial Hwy. Now cyclists will be able to travel to and from their destinations without weaving through debris and trash.

BANNING’S FIRST LANDING TEA

On Sunday, I was with Wilmington community members for afternoon tea to celebrate the 165th Anniversary of Banning’s First Landing. In 1858, Phineas Banning founded the port city now known as Wilmington and built wharves, warehouses and infrastructure on the site. From there the Father of the Port of Los Angeles laid the foundations of what would eventually become one of the busiest ports in the world! Thank you to the Wilmington Neighborhood Council and Wilmington Historical Society for such a beautiful afternoon!

What a great turnout at this year’s I ❤️ Wilmington festival. We came together in community at Banning Park for musical performances, arts and crafts, and to receive resources from local organizations. There was also a special guest on stage who hopped on to play the drums - Connie! A special recognition to Colleen Mooney and South Bay Center for Counseling (SBCC), for the 50 years SBCC has been committed to empowering residents, building resilient and dynamic communities to fight for social justice and equity. We’re lucky to have you!

HOLY FAMILY CHURCH

On Wednesday, I attended the monthly meeting at the Holy Family Church with the East Wilmington Community Group. I was joined by Senior Lead Officer Perez and we were able to listen to your concerns and provide updates from our respective offices.

AVALON JEDI ZONE TOUR

This Thursday I walked down Avalon Blvd. with the Economic and Workforce Development Department to check out the Jobs and Economic Development Incentive (JEDI) Zone in Wilmington. By working with the department and using city resources, we can revitalize Avalon for our businesses including fixing any broken appliances, renew facades, and hold absentee landlords accountable.

La cantidad de inquilinos que reciben avisos de desalojo en la ciudad de Los Ángeles ha aumentado en los últimos meses y le quedan unos días para solicitar el Programa de Asistencia de Emergencia para Inquilinos de la ciudad.

CIERRES NOCTURNOS EN EL PUENTE VINCENT THOMAS

PLAN COMUNITARIO

La Oficina de Planificación de la ciudad de Los Ángeles ha publicado el borrador del Informe de Impacto Ambiental (DEIR). Ahí plantamos semillas de girasol y pintamos rocas en memoria de Lindsay Pollack. Fue un hermoso día y tuve el honor de unirme al Consejo Vecinal de Harbor City, a los miembros de la comunidad y al Departamento de Salud Mental del Condado de Los Ángeles.

ACCIDENTE EN FIELD OF DREAMS

El lunes, una avioneta se estrelló en el Field of Dreams en San Pedro, hiriendo al piloto y al pasajero. SOARING UNION OF LA

El domingo tuve el placer de ver el Soaring Union de Los Ángeles en el Field of Dreams. 100 AÑOS DE JORDAN HIGH

BARRIENDO EL CARRIL DE BICICLETAS

EL PRIMER TÉ EN HONOR A BANNING

El domingo, estuve con miembros de la comunidad de Wilmington tomando un té por la tarde para celebrar el aniversario número 165 de la primera desembarcación de Banning. TOUR DE LA ZONA JEDI DE AVALON

Este jueves caminé por Avalon Blvd. con el Departamento de Desarrollo Económico y Laboral para visitar la Zona de Incentivos de Empleo y Desarrollo Económico (JEDI) en Wilmington. Al trabajar con el departamento y utilizar los recursos de la ciudad, podemos revitalizar Avalon para nuestros negocios, lo que incluye reparar cualquier electrodoméstico roto, renovar fachadas y responsabilizar a los propietarios ausentes.
