At our Inauguration on December 10th, I asked if you were ready to take a step forward and walk with me toward a new commitment. On that day, together we began Day One, of the One-Five. We committed ourselves to no longer being just the 15th Council District, but ONE district, made up of FIVE beautiful, deserving communities.

And being with you in community is at the heart of everything I do and it lifts me up more than you could ever imagine. As of today I’ve attended at least 432 community events throughout the One-Five just this year.

This week I delivered the first of two “State of the District” events, this one with the San Pedro Chamber of Commerce. It was an opportunity to give Harbor residents an update on what we’ve been up to over the last 9 months. I also want to invite One-Five residents to attend our “State of the One-Five” event next month, at a venue in the northern part of the district.

From updates on economic development to public safety, it was an opportunity to share with you my priorities, and make sure that I am working on YOUR priorities as your representative.

I was also able to announce that since securing $1 Million in the budget for the “Clean 15 Team”, we’ve been incredibly busy since late July picking up trash, abating illegal dumping, cutting back wild vegetation, and cleaning storm drains!

In the first two months of the Clean 15, we’ve collected 320 tons of dumped trash in Watts; 100 tons in Harbor Gateway; 60 tons in Harbor City, 515 tons in Wilmington and 70 tons in San Pedro. That is a total of 1,065 tons of trash, debris and vegetation in just under two months - that’s in addition to all the work that our regular street crews and community groups do.

Thursday’s speech covered just a sampling of the many projects, policies and initiatives we are pursuing in the One-Five - I look forward to discussing these, and many more, with you over the weeks, months and years ahead. Stay tuned for more information on our State of the One-Five next month.

On Tuesday, the Council approved my motion to encourage the city to use innovative hiring tools for the Crossing Guard Classification. Crossing guards, deployed to priority school sites across the City, are a critical resource to enhancing the safety of our students. Yet, the Crossing Guard Program has long faced staffing shortages and hiring delays, particularly in the last two budget cycles. In March, I introduced a motion to more creatively work with LAUSD to identify candidates, especially classroom aides and school parents or grandparents - and have the city utilize our most rapid hiring initiative, the Targeted Local Hire Program to recruit and hire crossing guards. On Tuesday we also included a committee report which included a report back from the Department of Transportation to see how crossing guard deployment is prioritized.

UPDATES

CLEAN 15

Some areas of the One-Five are more plagued by illegal dumping than others, so as we work towards a preemptive solution to a citywide problem, our Clean 15 team has been on the ground picking up the debris. Last Thursday we picked up and properly disposed of 94 TONS of illegally dumped trash at several problem spots in Wilmington alone. Our team rotates throughout the District and we are scheduling Wilmington for every Thursday as we work to clean each community block by block. Click here to learn more.

Our team has also been working on the Western Ave. median for the past month. While Western Ave. falls in the jurisdiction of the state of California Department of Transportation (Caltrans), the process was moving too slow so our office got involved to help get the job started. It’s a big task to clear the median and the sidewalk from 1st to 25th but we’re making progress. This week we cleared the sidewalk just north of 25th St. for pedestrians. About two weeks ago, we cleared and cleaned the City property at Western and Paseo Del Mar. There’s more work to go but we’re getting the job done, click here!

HEAL THE BAY

Today we’ll be at Cabrillo Beach for the Heal the Bay Coastal Cleanup! Join thousands of volunteers from Los Angeles County in this statewide movement to remove trash and marine bound debris from Summit to Sea. In 2022 alone, 4,583 Heal the Bay volunteers gathered across LA County to remove 11,298 pounds of trash and 313 pounds of recyclables from our watersheds, neighborhoods, and coastline. EMERGENCY MANAGEMENT DEPARTMENT TOUR

This week our team took a tour of the Emergency Management Department’s Emergency Operations Center, the central hub for all local emergencies. You may have seen this center recently as the backdrop to the newscasts during Hurricane Hilary. It was an invaluable opportunity for our team to learn how to prepare in case the worst case scenario occurs.

EMERGENCY RENTERS ASSISTANCE

This week the city rolled out a new Emergency Renters Assistance Program to provide up to six months of rental arrears to low-income residential renters who are at the risk of homelessness due to unpaid rent as a result of COVID-19 or other financial hardship. See the eligibility requirements on the flyer above. You can apply online at housing.lacity.org anytime until 6 PM October 2nd.

COMMUNITY PLAN

Los Angeles City Planning has released the draft Environmental Impact Report (DEIR). The Harbor LA Community Plans Update looks to balance the needs of current and future residents and lays out the direction for land use development for the next 20 years in the Harbor Gateway, Wilmington, and Harbor City communities.

The DEIR for the Harbor LA Community Plans Update is now available for public review and comment. The 60-day public comment period will end on Monday, November 20, 2023, at 5:00 p.m. The DEIR is available for review online here. Please submit your written comments by email to planning.harborlaplans@lacity.org or by mail by Monday, November 20, 2023.

The ONE•FIVE is made up of 5 distinct communities that add so much to our district. See below for specific updates for each of the neighborhoods.

FRAMPTON BRIDGE BEAUTIFICATION

This week we were able to complete Phase 2 of the Frampton Bridge Beautification Project. LA Sanitation brought in 6 tons of wood chips and mulch and thanks to the hard work of GAP and their team, we were able to spread the mulch and create a much more beautiful pathway.

Today at 11 AM, we will be there to participate in a Mental Health Walk over the Frampton Pedestrian Bridge and a Resource Fair in memory of Lindsay Pollack. See flyer for more details.

STREET RESURFACING

This week our Bureau of Street Services was out on Normandie Ave. repaving 253rd to 254th St. and 257th St. to Pacific Coast Highway so you can have a much safer and smoother drive!

HARBOR CITY GREENWAY

The Department of Public Works has been working on clearing brush from the Harbor City Greenway. They were out there again this week clearing out the flood channel. Please continue to use LA County’s “The Works” app to report all county service requests.

GRAFFITI REMOVAL

This week GAP helped to remove graffiti on a sidewalk. Thank you to the hard working team at GAP who are always working tirelessly in our district to remove graffiti. Please report any graffiti you see to 311.

GARDENA BLVD. BOYS AND GIRLS CLUB

The Boys and Girls Club on Gardena Boulevard is still being upgraded, and this week a flag pole was installed! They have also put up a new fence in front of the building.

USC MOBILE HEALTH FAIR

Join us on Saturday, October 7th for the Harbor Gateway Community Health Fair. A variety of screenings and resources will be available, so mark your calendars and stop by!

ANGELS GATE PARK PLAYGROUND

Last Saturday, we cut the ribbon on the grand re-opening of Angels Gate Park playground. We worked with the Department of Recreation and Parks and the Park Advisory Board to update the play area with brand new equipment including slides, a crossing bridge and even some musical instruments! The opening celebration was filled with food, Korean musicians & and even a ringing of the Friendship Bell!

SIDEWALK REPAIR

This week we repaired a broken sidewalk on 14th St. as a seven-inch sidewalk uplift was caused by a parkway tree. Thank you to the Bureau of Street Services for getting the job done!

WEST HARBOR TOUR

On Monday, we took a tour of the active construction site of the West Harbor Waterfront Development with Harbor community leaders. This space will be a world-class destination for dining, shopping, recreation and entertainment. There’s more work to do before it's open to the public but I'm looking forward to this being a space for Harbor Area residents, the entire One-Five, and the city of Los Angeles to come to enjoy our beautiful waterfront!

COMMUNITY POLICE ADVISORY BOARD MEETING

It was a great turn out for the Southeast Spanish Community Police Advisory Board Meeting this week. Our residents were able to hear updates and ask questions to our neighborhood officers as well as receive assistance with resources from our office.

RESURFACING AT NICKERSON

This week Zamora Ave. between 112th and 115th St. was resurfaced! Thanks to LA Street Services, Nickerson residents will now have a smooth ride!

CLEAN UP ON BANDERA AND CENTURY

Our Clean 15 team partnered with the LA Conservation Corps. to clean up the corner of Bandera St. and Century Blvd. next to Fire Station 65 this week. Please continue to report illegal dumping to MyLA311 and you can also report requests to our district offices.

DAY OF PEACE MARCH

Throughout the world, September 21st is known as the Day of Peace, a day devoted to strengthening the ideals of peace, through observing 24 hours of non-violence. On Thursday, I joined the Peace and Wellness Center in partnership with the YMCA and SBCC to march from the Wilmington Municipal Building to the Heart of the Harbor SBCC Farm and advocate for peace in our community.

HISPANIC HERITAGE SENIOR CLUB DANCE

As we kicked off Hispanic Heritage month last weekend, on Saturday we celebrated with our Senior Club at Wilmington Recreation Center! The Hispanic Heritage social was full of delicious food, outfits from native regions, singing and dancing - all in celebration of this special month. Thank you to the club members for the warm welcome, good food and company, and for dressing me in a traditional gavan!

HARBOR COMMUNITY POLICE ADVISORY BOARD

On Thursday I attended the Harbor Division’s Community Police Advisory Board Meeting at LA Care. Our office was also there and provided Spanish translation. It was a great opportunity to receive updates from LAPD and discuss concerns facing our community.

WILMINGTON WATERFRONT COMMUNITY MEETING

The Port is inviting Wilmington residents and stakeholders to the upcoming Wilmington Waterfront Update Community Meeting on Wednesday, September 27 at the Wilmington Senior Citizen Center at 6 PM. There you will receive updates on the projects in construction as well as the waterfront projects that are soon to follow along the Wilmington Waterfront. Your input and engagement is critical to the success of these projects. There will be Spanish simultaneous translation available at the meeting.

En nuestra inauguración el 10 de diciembre, pregunté si estaban listos para dar un paso adelante y caminar conmigo hacia un nuevo compromiso. Ese día, juntos comenzamos el Día Uno, del Uno-Cinco. Nos comprometimos a no ser solo el Distrito 15 del Consejo, sino UN distrito, compuesto por CINCO comunidades hermosas y merecedoras.

Y estar con ustedes en comunidad es el centro de todo lo que hago y me anima más de lo que jamás pueden imaginar. Hasta el día de hoy, he asistido al menos a 432 eventos comunitarios en todo el One-Five solo este año.

Esta semana presenté el primero de dos eventos para hablar del “Estado del Distrito”, este con la Cámara de Comercio de San Pedro. Fue una oportunidad para brindarles a los residentes del Harbor una actualización sobre lo que hemos estado haciendo durante los últimos 9 meses. También quiero invitar a los residentes del One-Five a asistir a nuestro evento “Estado del One-Five” el próximo mes, en un lugar en la parte norte del distrito.

Desde actualizaciones sobre el desarrollo económico hasta seguridad pública, fue una oportunidad para compartir con ustedes mis prioridades y asegurarme de que estoy trabajando en SUS prioridades como su representante.

También pude anunciar que desde que obtuvimos $1 millón en el presupuesto para el “Equipo Clean 15”, hemos estado increíblemente ocupado desde finales de julio recogiendo basura, reduciendo los vertidos ilegales, cortando la vegetación silvestre y limpiando los desagües pluviales.

El martes, el Consejo aprobó mi moción para alentar a la ciudad a utilizar herramientas de contratación innovadoras para la Clasificación de Guardia de Cruce. Los guardias de cruce peatonal, desplegados en sitios escolares prioritarios en toda la ciudad, son un recurso fundamental para mejorar la seguridad de nuestros estudiantes. Sin embargo, el Programa Crossing Guard ha enfrentado durante mucho tiempo escasez de personal y retrasos en la contratación, particularmente en los dos últimos ciclos presupuestarios. En marzo, presenté una moción para trabajar de manera más creativa con LAUSD para identificar candidatos, especialmente asistentes de aula y padres o abuelos de la escuela, y hacer que la ciudad utilice nuestra iniciativa de contratación más rápida, el Programa de Contratación Local Dirigida para reclutar y contratar guardias de cruce. ACTUALIZACIONES

EQUIPO CLEAN 15

VISITA AL DEPARTMENTO DE MANEJO DE EMERGENCIAS

Esta semana, nuestro equipo realizó un recorrido por el Centro de Operaciones de Emergencia de la Departmento de Manejo de Emergencias, el centro central para todas las emergencias locales. PROGRAMA DE ASISTENCIA DE EMERGENCIA PARA INQUILINOS

EMBELLECIMIENTO DEL PUENTE FRAMPTON

Esta semana pudimos completar la Fase 2 del Proyecto de Embellecimiento del Puente Frampton. LA Sanitation trajo 6 toneladas de astillas de madera y mantillo y, gracias al arduo trabajo de GAP y su equipo, pudimos esparcir el mantillo y crear un camino mucho más hermoso.

RENOVACIÓN DE CALLES

Esta semana, nuestra Oficina de Servicios Callejeros estuvo en Normandie Ave. repavimentando las calles 253 a 254 y 257 a Pacific Coast Highway para que puedan conducir de forma mucho más segura y fluida.

HARBOR CITY GREENWAY

FERIA DE SALUD MÓVIL DE LA USC

PARQUE ANGELS GATE

El sábado pasado cortamos la cinta de la gran reapertura del patio de juegos de Angels Gate Park. Trabajamos con el Departamento de Recreación y Parques y la Junta Asesora de Parques para actualizar el área de juegos con equipos nuevos que incluyen toboganes, un puente para cruzar e incluso algunos instrumentos musicales. ¡La celebración de apertura estuvo acompañada de comida, músicos coreanos e incluso el repique de la Campana de la Amistad!

REPARACIÓN DE ACERA

Esta semana preparamos una acera rota en la 14th St debido a un levantamiento de siete pulgadas en la acera causado por un árbol en la avenida. ¡Gracias a la Oficina de Servicios Callejeros por hacer el trabajo!

TOUR DE WEST HARBOR

El lunes, hicimos un recorrido por el sitio de construcción activo del West Harbor Waterfront Development con líderes de la comunidad de Harbor. Este espacio será un destino de clase mundial para cenar, hacer compras, recreación y entretenimiento. Hay más trabajo por hacer antes de que esté abierto al público, pero espero que este sea un espacio para que los residentes del área del puerto, todo el One-Five y la ciudad de Los Ángeles vengan a disfrutar de nuestro hermoso paseo marítimo.

REUNIÓN DE LA JUNTA ASESORA COMUNITARIA DE LA POLICÍA

Esta semana hubo una gran asistencia a la reunión de la Junta Asesora de la Policía Comunitaria en Español del Sureste. Nuestros residentes pudieron escuchar y hacer preguntas a los funcionarios de nuestro vecindario y nuestra oficina estuvo ahí para brindarles asistencia con recursos.

REPAVIMENTANDO NICKERSON

¡Esta semana se repavimentó la Avenida Zamora entre las calles 112 y 115! ¡Gracias a LA Street Services, los residentes de Nickerson ahora tendrán un viaje tranquilo!

LIMPIEZA EN BANDERA Y CENTURY

Esta semana nuestro equipo de Clean 15 se asoció con LA Conservation Corps. para limpiar la esquina de Bandera St. y Century Blvd. junto a la Estación de Bomberos 65. Continúe reportando vertidos ilegales a MyLA311 y también puede reportar solicitudes a nuestras oficinas de distrito.

MARCHA DEL DÍA DE LA PAZ

En todo el mundo, el 21 de septiembre es conocido como el Día de la Paz, un día dedicado a fortalecer los ideales de paz, mediante la observancia de 24 horas de no violencia. El jueves, me uní al Centro de Paz y Bienestar en asociación con YMCA y SBCC para marchar desde el edificio municipal de Wilmington hasta la granja SBCC Heart of the Harbor y abogar por la paz en nuestra comunidad.

CLUB DE BAILE PARA PERSONAS DE LA TERCERA EDAD

Para dar inicio al mes de la Herencia Hispana el fin de semana pasado, ¡el sábado celebramos con nuestro Senior Club en Wilmington Recreation Center! El evento social de Herencia Hispana estuvo lleno de comida deliciosa, trajes de regiones nativas, cantos y bailes, todo para celebrar este mes especial. ¡Gracias a los socios del club por la cálida bienvenida, la buena comida y la compañía, y por vestirme con un gavan tradicional!

JUNTA ASESORA COMUNITARIA DE LA POLICÍA

El jueves asistí a la reunión de la Junta Asesora Comunitaria de Policía de la División Harbor en LA Care. Nuestra oficina también estuvo ahí y proporcionó traducción al español. Fue una gran oportunidad para recibir actualizaciones de LAPD y discutir las preocupaciones que enfrenta nuestra comunidad.

REUNIÓN COMUNITARIA DE WILMINGTON WATERFRONT

El Puerto invita a los residentes y partes interesadas de Wilmington a la próxima reunión comunitaria de actualización de Wilmington Waterfront el miércoles 27 de septiembre en el Centro para personas mayores de Wilmington a las 6 PM. Ahí recibirá actualizaciones de la comunidad sobre los proyectos en construcción, así como los proyectos frente al mar que pronto seguirán a lo largo de Wilmington Waterfront. Su opinión y compromiso son fundamentales para el éxito de estos proyectos. Habrá traducción simultánea al español disponible en la reunión.
