We have extended the deadline for applications to join three of our Historic Preservation Overlay Zone (HPOZ) boards. We are currently accepting applications to fill vacancies on the Highland Park-Garvanza, Lincoln Heights, and Pico-Union HPOZ boards. Board members review applications for alterations and additions to existing buildings, new infill construction, and other minor work such as repairs and landscaping. Other duties include community education and outreach to promote the HPOZ Program.
Resumes and letters of interest should be submitted to councilmember.hernandez@lacity.org no later than Friday, September 29. Unfortunately, we have to postpone our special Neighborhoods and Community Enrichment committee meeting that was scheduled for Wednesday, September 27th. Our team is working to secure a new date for this special meeting where we will discuss the crisis in our City animal shelters. We will share the new date and time as soon as that information becomes available. Thank you to everyone who has already participated by submitting public comment online.

| Team #CD1 has been busy meeting community members, bringing services to our neighborhoods, and joining celebrations throughout the District! We’ve hosted food distributions with local partners in Westlake, Lincoln Heights, and Highland Park. We also celebrated Central American Independence Day with La Confederación Centroamericana (COFECA) at their annual Central American Independence Festival and Parade in MacArthur Park and stopped by the Lincoln Heights Carnival join in on some of the fun in the neighborhood. We’re thankful for everyone who participated in these events and brought joy into our communities. | Throughout this month, we’ve hosted food distributions with our local partners in Westlake, Lincoln Heights, and Highland Park. We’re wrapping up this month’s distributions on Friday, September 29th at 10am in Alvarado Terrace Park (1342 S Alvarado Terrace). We hope to see you there!

We’re working hard at City Hall advocating for policies that provide the critical resources and services Angelenos need. Check out some of our legislative updates from the last few weeks below: | Addressing Overcrowding in City Animal Shelters - Councilmember Hernandez co-presented a motion with Councilmember Park calling for an immediate and indefinite moratorium on issuing new breeding permits. The motion also requested a report back from LA Animal Services outlining details around illegal breeding, including how comparable cities have addressed breeding concerns. There’s many other factors to consider in order to properly address the crisis in our shelters. With this in mind, we will be scheduling a special Neighborhoods and Community Enrichment meeting to hear directly from LA Animal Services and hear public comment from the community. We will share the new date and time shortly so stay tuned!

| Identifying Funding for the Ethics Commission - Councilmember Hernandez introduced a motion calling for a report on the feasibility of establishing a budgeting process for the Ethics Commission, as well as an analysis on the total operating budget necessary to effectively carry out the functions of the Commission, in an effort to identify a reliable, apolitical funding source that can ensure there is the most effective Ethics oversight possible in the City.
Evaluating Current Emergency Operations Center (EOC) Activation Process - Councilmember Hernandez presented a motion directing City departments to report back on the threshold for EOC activation, as well as on the process that occurred to activate emergency shelters to serve unhoused Angelenos during Hurricane Hilary. Making sure the City has built in the capacity to meet the needs of all Angelenos during unexpected weather events is critical to being prepared for any weather crisis that may arise in the city.

Al Fresco Program Application Portal - LADOT will be temporarily closing the old applications portal for LA Al Fresco outdoor dining on September 30 while they transition the application process to a new, permanent home.
