Yesterday and throughout this weekend we will be celebrating Veterans Day. We celebrated early in Council this week and I was honored to recognize Martin John Chacon as the One-Five’s Veteran of the Year in the Los Angeles City Council Chambers.

Born in Wilmington, Martin has dedicated his life to his country and his community. He served in the Air Force and then Army after graduating from Banning High School - once a Pilot, always a Pilot! After 20 years of service, his last tour in the Army was Operation Iraqi Freedom.

Martin returned home to Wilmington and he became a member of the Veterans of Foreign Wars at Post 2967 - the best little post on the West Coast! He was a commander for about nine years and throughout his time at VFW, he has been running the Color Guard. There is not an event in the Harbor Area where I don’t see Martin and his fellow Vets opening our meetings. His commitment to these events, where he's showing reverence to our country and to our flag, is so deeply inspiring to all of us.

Martin’s commitment to service in the military, to his union (ILWU Local 13), and his community exemplifies the best of us in the One-Five and I was honored to thank him for his service on Wednesday. And I want to thank all of you who have served and continue to serve our country. Happy Veterans Day!

This week the Council approved my motion to develop a ballot measure to change the way the tax on hotel rooms is calculated and collected by online travel companies. The Office of Finance and related departments will work to identify and develop changes to the Transient Occupancy Tax (TOT) collected by hotels on a monthly basis. This will come back to Council for us to approve an ordinance to go before the voters soon and if passed, Los Angeles could see an increase of revenue from upward of $5 million annually.

HARBOR COMMUNITY POLICE ADVISORY BOARD

I was happy to be a part of the last 2023 Harbor Community Police Advisory Board meeting on Wednesday at the Harbor Division Station. We fielded questions and heard updates from Captain Brent McGuyre, Commander Jonathan Pinto and our Senior Lead Officers, Chairwoman Mona Sutton, and had the pleasure of introducing Deputy Chief Emada E. Tingirides as our new South Bureau Deputy Chief.

ILWU LOCAL 56 BOARD MEETING

Yesterday I attended the Board meeting for ILWU Local 56 to congratulate the Executive Board and their new president Albert Ramirez. We spoke about our shared vision for labor in the One-Five and how we can work together to improve the lives of working families. I’m very excited to see all the projects and efforts they are planning to undertake to help uplift the lives of their ILWU workforce. Thank you for having me!

CHIRLA

CHIRLA was founded in 1986 to advance the human and civil rights of immigrants and refugees. CHIRLA has since become one of the largest and most effective advocates for immigrant rights, organizing, educating and defending immigrants and refugees in the streets, in the courts, and in the halls of power. This week I met with them to see how we can work together through legislation and programming to empower immigrants living and working in the One-Five.

OVERNIGHT CLOSURES ON VINCENT THOMAS BRIDGE

According to the California Department of Transportation (Caltrans), due to unanticipated construction delays and to the upcoming holiday season, the cable repair project on the Vincent Thomas Bridge is now anticipated to be completed in early January. Caltrans will continue to enforce nighttime closures with the exceptions of weekends and holiday periods. Each night the bridge, located on State Route 47 (SR 47), will close in one or both directions beginning as early as 8 PM and will reopen by 6 AM the following morning. The closures will allow crews to safely install cable safety upgrades. See graphic above for detour routes.

LA REPAIR

Calling all Harbor Gateway, Harbor City, and Wilmington residents! The L.A. REPAIR Grant Opportunity is now open! Community-based organizations and nonprofits are invited to turn the community's ideas into reality by submitting a program proposal. Qualifying proposals will be placed on a ballot for the REPAIR Zone community to vote on which to fund. Proposals are due by Wednesday, November 29th at 12 PM, so don't delay!

SIDEWALK INSTALLATION

This week the Department of Public Works started working on installing a new sidewalk on Vermont at Normandie Ave. This project is set to be completed by next week.

WORKING TOGETHER

I met with Torrance Councilwoman Sharon Kalani on Monday to discuss working together on our community borders. The success of the One-Five is greater when we’re working with our neighbors so we look forward to continuing our partnership.

NEW SENIOR LEAD OFFICER

On Wednesday during the Community Police Advisory Board Meeting it was announced that Officer Brian Frieson will be Harbor City’s new acting Senior Lead Officer. Our community looks forward to working with you on the issues facing Harbor City and the One-Five!

117TH STREET CLEANUP

Thank you to the Bureau of Sanitation for helping clear an illegal dump on 117th St. in the Harbor Gateway North. Please continue to report any illegal dumping to our office directly or via MyLA311.

CALTRANS FENCE REPAIR

Our underpasses should be safe, clean and walkable. This week, CalTrans cleaned and fixed the fencing on multiple underpasses in the Harbor Gateway. Any issues with CalTrans’ right of way can be reported via a customer service request.

ROSECRANS REC CENTER WINTER BASKETBALL

Rosecrans Rec Center is preparing their Winter Basketball League! The league begins January 20th, 2024 and you can register online here.

CHANNEL STREET SKATEPARK

What a great afternoon on Saturday at the Día de los Muertos celebration at the Channel Street Skatepark! The event was filled with great musical performances, skate competitions, and screen printing. Thanks as always to the SPSA for both maintaining and programming this gem of a skatepark in the Harbor area.

TOBERMAN’S PARADE OF TREES

For 120 years, the Toberman Neighborhood Center has stood tall as a shining beacon of hope. They have been unyielding in their mission: delivering transformative programs and services that uplift, enlighten, and empower youth and families. Connie and I were grateful to be honored by Toberman on Thursday for our work in the community but we couldn’t have done it without all the staff and volunteers of the Toberman Center and various community groups.

SPIFFEST CROATIAN FILM SCREENING

SPIFFest was founded to celebrate the diverse culture and community of San Pedro with a wide spectrum of independent film, documentaries, and shorts. Last Saturday, I attended the San Pedro Film Festival’s screening of Croatia’s official submission to the Academy Awards for best Foreign Film ‘Opera Selecta’ directed by Lana Pavic.

WESTERN TREE PLANTING

We had 9 drought tolerant trees planted on Western Ave. this week! The One-Five Team worked alongside Caltrans, first to clear the weeds from the median, and now to beautify the area. We will continue to work with Caltrans to make sure that this highway is clean and maintained.

RECOGNIZING OUR WATTS TOWERS STAFF

This month we recognized the employees of the Watts Towers Arts Center Campus, some of whom have been with the Department of Cultural Affairs for more than 30 years! The Watts Towers Arts Center provides programs designed for cultural enrichment to residents and visitors. They provide classes for both teachers and students in painting, sculpture, photography, music, dance, gardening, tiling, and other multi-media arts presented in a safe, non-competitive creative atmosphere under the guidance and direction of professional artists.

ACCESS RAMP INSTALLATION

Next week the Department of Public Works’ Bureau of Street Services will start construction on access ramps on Wilmington Ave. beginning on 106th and continuing through 103rd St. Temporary no parking signs may be posted, and a lane may be closed at times to help facilitate construction.

TRAFFIC SAFETY

In response to an uptick in vehicle related traffic accidents on Slater Ave. between E. 110th and 111th St., the Department of Transportation has added additional double lining and signage to help improve traffic safety this week.

WILMINGTON ART WALK

On Saturday, I attended the Wilmington Art Walk Día de Los Muertos event and the grand opening of the Avalon Arts & Cultural Alliance Creative Center! Located at 616 N. Avalon Blvd., this center will have educational workshops, historical exhibits, art galleries, a Wilmington-themed store, and a collaborative space for artists to gather.

STREET RESURFACING

Starting today through possibly November 14th, the Bureau of Street Services will work to repave Fries Ave. from Harry Bridges Blvd. through just south of A Street. On November 14th, vehicle access and parking will be prohibited during this phase. Temporary No Parking signs will be posted at least 24 hours prior to work.

HARVEST FEAST IN THE PARK

Save the date for Wednesday, November 22 from 11 AM - 1 PM (or until all meals are served) for the 25th Annual Harvest Feast in the Park. Marathon and the Contractor Safety Council will be serving hot thanksgiving meals, beverages and desserts to community members at the Wilmington Town Square Park.

Ayer y durante todo este fin de semana estaremos celebrando el Día de los Veteranos. Celebramos temprano en el Concejo esta semana y tuve el honor de reconocer a Martin John Chacón como Veterano del Año de One-Five en las Cámaras del Concejo Municipal de Los Ángeles.

Nacido en Wilmington, Martin ha dedicado su vida a su país y su comunidad. Sirvió en la Fuerza Aérea y luego en el Ejército después de graduarse de Banning High School: ¡una vez piloto, siempre piloto! Después de 20 años de servicio, su último período en el ejército fue la Operación Libertad Iraquí.

Martin regresó a su casa en Wilmington y se convirtió en miembro de los Veteranos de Guerras Extranjeras en el Puesto 2967, ¡el mejor puesto pequeño de la costa oeste! Esta semana, el Consejo aprobó mi moción para desarrollar una medida electoral para cambiar la forma en que las compañías de viajes en línea calculan y recaudan el impuesto sobre las habitaciones de hotel. JUNTA COMUNITARIA DE SEGURIDAD PÚBLICA

Me alegré de ser parte de la última reunión de la Junta Asesora de Policía Comunitaria de Harbor 2023 el miércoles en la Estación de División Harbor. Respondimos preguntas y escuchamos actualizaciones del Capitán Brent McGuyre, el Comandante Jonathan Pinto y nuestros oficiales principales superiores, la Presidenta Mona Sutton, y tuvimos el placer de presentar a la Subdirectora Emada E. Ayer asistí a la reunión de la Junta Directiva del Local 56 de ILWU para felicitar a la Junta Ejecutiva y a su nuevo presidente, Albert Ramírez. Hablamos sobre nuestra visión compartida del trabajo en One-Five y cómo podemos trabajar juntos para mejorar las vidas de las familias trabajadoras. CHIRLA

CHIRLA fue fundada en 1986 para promover los derechos humanos y civiles de inmigrantes y refugiados. Desde entonces, CHIRLA se ha convertido en uno de los defensores más grandes y efectivos de los derechos de los inmigrantes, organizando, educando y defendiendo a inmigrantes y refugiados en las calles, en los tribunales y en los pasillos del poder. Esta semana me reuní con ellos para ver cómo podemos trabajar juntos a través de legislación y programación para empoderar a los inmigrantes que viven y trabajan en el One-Five.

CIERRES NOCTURNOS EN EL PUENTE VINCENT THOMAS

Según el Departamento de Transporte de California (Caltrans), debido a retrasos imprevistos en la construcción y a la próxima temporada navideña, se prevé que el proyecto de reparación del cable en el puente Vincent Thomas esté terminado a principios de enero. Caltrans continuará imponiendo cierres nocturnos con excepción de los fines de semana y períodos festivos. Cada noche, el puente, ubicado en la ruta estatal 47 (SR 47), se cerrará en una o ambas direcciones a partir de las 8 PM y volverá a abrir a las 6 AM del día siguiente. DESFILE DE LOS ÁRBOLES DE TOBERMAN

Durante 120 años, el Centro Vecinal Toberman se ha mantenido como un brillante faro de esperanza. Han sido inflexibles en su misión: ofrecer programas y servicios transformadores que eleven, iluminen y empoderen a los jóvenes y las familias. Connie y yo estamos agradecidos de ser honrados por Toberman el jueves por nuestro trabajo en la comunidad, pero no podríamos haberlo hecho sin todo el personal y los voluntarios del Centro Toberman y varios grupos comunitarios.

PROYECCIÓN DE LA PELÍCULA CROATA MÁS ESPECTACULAR

SPIFFest se fundó para celebrar la cultura y la comunidad diversas de San Pedro con un amplio espectro de películas, documentales y cortometrajes independientes. PLANTA DE ÁRBOLES EN WESTERN ST.

¡Esta semana plantamos 9 árboles tolerantes a la sequía en Western Ave.! El equipo One-Five trabajó junto con Caltrans, primero para quitar la maleza de la mediana y ahora para embellecer el área. Continuaremos trabajando con Caltrans para asegurarnos de que esta carretera está limpia y mantenida.

RECONOCIENDO A NUESTRO PERSONAL DE WATTS TOWERS

¡Este mes reconocimos a los empleados del campus del Watts Towers Arts Center, algunos de los cuales han trabajado en el Departamento de Asuntos Culturales durante más de 30 años! El Watts Towers Arts Center ofrece programas diseñados para el enriquecimiento cultural tanto para residentes como para visitantes. INSTALACIÓN DE RAMPA DE ACCESO

La próxima semana, la Oficina de Servicios Callejeros del Departamento de Obras Públicas comenzará la construcción de rampas de acceso en Wilmington Ave. comenzando en 106th y continuarán hasta 103rd St. Se colocarán señales de no estacionamiento y en ocasiones se podrá cerrar un carril para ayudar a facilitar la construcción.

SEGURIDAD DE TRÁFICO

En respuesta a un aumento en los accidentes de tránsito relacionados con vehículos en Slater Ave. entre E. 110th y 111th St., el Departamento de Transporte agregó doble revestimiento y señalización adicional para ayudar a mejorar la seguridad del tránsito esta semana.

WILMINGTON ART WALK

¡El sábado asistí al evento Wilmington Art Walk Día de Los Muertos y a la gran inauguración del Centro Creativo Avalon Arts & Cultural Alliance! Localizado en el 616 N. Avalon Blvd., este centro contará con talleres educativos, exhibiciones históricas, galerías de arte, una tienda temática de Wilmington y un espacio colaborativo para que los artistas se reúnan.

RENOVACIÓN DE CALLES

A partir de hoy y posiblemente hasta el 14 de noviembre, la Oficina de Servicios Callejeros trabajará para repavimentar Fries Ave. desde Harry Bridges Blvd. justo al sur de A Street. El 14 de noviembre se prohibirá el acceso y estacionamiento de vehículos durante esta fase. Se colocarán señales temporales de prohibido estacionar al menos 24 horas antes del trabajo.

FIESTA DE LA COSECHA EN EL PARQUE

Reserve la fecha para el miércoles 22 de noviembre de 11 AM a 1 PM (o hasta que se sirvan todas las comidas) para la Décimo Quinta Fiesta Anual de la Cosecha en el Parque. Marathon y el Consejo de Seguridad de Contratistas servirán comidas calientes, bebidas y postres de acción de gracias a los miembros de la comunidad en Wilmington Town Square Park.
