The closure of the downtown 10 Freeway continues to impact Angelenos throughout the region. As a result of the fire damage, the impacted segment of the freeway will remain closed in both directions between the 110 Freeway and Alameda Street for an estimated 3-5 weeks. You can find updates on road closures, alternate route & public transit suggestions, and the latest information from the City here. I encourage you to use Metro and public transit whenever possible to avoid traffic in the area. |  | Los Angeles is expecting more rain this weekend. As a result of the anticipated weather, the Los Angeles Homeless Services Authority (LAHSA) is activating the Augmented Winter Shelter Program from November 14 to November 20. This program provides low-barrier, safe, and supportive emergency shelters for people experiencing homelessness during colder months. There are locations opening throughout L.A., including at the Echo Park Recreation Center in CD1. To check availability or find nearby shelters, Angelenos can call 2-1-1 or 1-800-548-6047.  | Last week, we joined community members and the Department of Recreation and Parks to celebrate the groundbreaking of a new playground at MacArthur Park. The playground will be built on the southwest corner of the park, near the intersection of 7th Street and Park View, and will contain swings, slides, a three-dimensional net climber structure, resilient rubber surfacing, benches and more. |  | Sidewalk repairs are happening in CD1! Over the last few weeks, sidewalks on Griffin Ave between Ave 41 and Ave 39 in Lincoln Heights, Ave 56 and Aldama in Highland Park, and in front of St. Thomas Church in Pico Union have been repaired. |

We’re working hard at City Hall advocating for policies that provide the critical resources and services Angelenos need. Check out some of our legislative updates from the last few weeks below: | Language Justice at City Council - Councilmember Hernandez co-sponsored a motion with Councilmember Rodriguez to create a Los Angeles City Council Language Justice Plan which was adopted last week. The City currently lacks a language access plan for City Council meetings — one of the primary avenues for Angelenos to interact with their local government. Councilmember Hernandez’s new legislation will help create language accessibility options for Council and Committee meetings, as well as multilingual interpretation services for the public for meetings with elected offices. These will be co-created alongside indigenous community groups, disability justice groups, and other community based language justice advocates.
LAFD Pay Discrepancies - The members of the Los Angeles Fire Department risk their lives everyday to protect Angelenos, but hundreds of LAFD firefighters and medics have not been paid for months of work due to shortfalls in payroll and accounting systems. This week, Councilmember Hernandez introduced a motion seeking to eliminate the backlog and ensure our firefighters and medics receive the pay they have earned.

| Rent Debt Report Back - As the deadline for tenants to pay back rent owed from October 1, 2021 to January 31, 2023 approaches, Councilmember Hernandez introduced a motion with Councilmember Raman asking for report back on the amount of rent debt that is due on February 1, 2024 as well as a breakdown of the ULA rental assistance program to inform policy interventions that can prevent low-income tenants from being displaced by the looming deadline.
Advocating for RSO Renters - Councilmember Hernandez put forward an amendment during Tuesday’s City Council meeting asking that rent increases on RSO units be halted while City Council waits for an economic study to be completed showing what the true impact of that increases would be on tenants. Ultimately, City Council voted to move forward with allowing rent increases of 4-6% on RSO units, beginning on February 1st, 2024. | Microenterprise Recovery Grant Program - The Microenterprise Recovery Grant will provide grants of up to $5,000 to eligible microenterprises located in the City of Los Angeles that need financial assistance to aid in their recovery from the COVID-19 pandemic. Mental Health Toolkit for Teens - The L.A. County Department of Public Health has assembled a mental health toolkit for teens that provides up-to-date information on issues affecting youth including, social media safety, substance use abuse, relationships, and more.
