Happy New Year! We started 2024 back in Cypress Park to celebrate the opening of Northeast New Beginnings, Council District 1’s newest interim housing site. Northeast New Beginnings will open its doors to up to 95 unhoused neighbors, and is a first-of-its-kind interim housing model that offers intensive, wrap-around services that will allow unhoused individuals and couples to come indoors and begin their transition into permanent housing.


We know there’s more to be done in order to address the housing and homelessness crisis in Los Angeles, and we look forward to continued partnership with the City, County, State, and our community partners to build out the innovative solutions we need to create more pipelines to housing and services for neighborhoods throughout the district.

If we are going to truly solve our homelessness and housing crisis, we have to stop the eviction-to-homelessness pipeline in Los Angeles. From February to November 2023, the Los Angeles Housing Department (LAHD) received more than 71,000 eviction notices. This is a critical moment as many Angelenos face upcoming rent debt deadlines and potential rent increases. Check out renter resources below and consider joining our volunteer corps to join us for door knocking and canvassing opportunities to help prevent evictions and make sure renters know their rights.  


On February 1, 2024, rent debt accrued from October 1, 2021 to January 31, 2023 is due in full. February 1 also marks the day that the City’s new ordinance on maximum allowable rent increases for rent controlled units goes into effect. This means that the maximum allowable rent increases for rental units under the City of L.A. Rent Stabilization Ordinance (RSO) is 4% for properties subject to the RSO. An additional 1% for gas and 1% for electric service can be added if the landlord provides the service to the tenant.


You can find out if your unit is subject to the RSO by visiting zimas.lacity.org. Enter your address, click the Housing tab, and the RSO status will be indicated for the property.


Tenant Protections


Last year, City Council passed legislation to expand tenant protections to offer support for Angelenos across the city to stay housed.

  1. Universal Just Cause - Tenants cannot be evicted without reason. A cause must be declared from a designated list.

  2. Rent Debt Threshold - Rent debt of one month of fair-market rent or less is non-evictable.

  1. Relocation Assistance for Rent-Gouged Tenants - Landlords who raise rent by over 10% must pay a relocation fee equivalent to 3 months fair-market rent.


If you receive an eviction notice, follow these steps:

  1. DO NOT SELF-EVICT. Stay in your unit and reach out to the City immediately to help navigate what your options are.

  2. Call the Los Angeles Housing Department Hotline: 866-557-7368

  3. Identify what kind of notice you received. Here are common types of notices:

    1. 3-DAY NOTICES: If you receive a 3-day notice you are typically not required to file an answer but you should reach out to LAHD. In order for the eviction process to be initiated after a 3-day notice, you will still need to receive an Unlawful Detainer (UD) notice. You should not self-evict if you receive a 3-day notice.

    2. UNLAWFUL DETAINER (UD): If you receive a UD, you MUST file an answer within 5 days. If you respond late you can automatically lose your case. You should not self-evict if you receive an UD, but it is important that you read all notices very carefully and seek legal advice. Please be attentive to any deadlines.

    3. ANY OTHER TYPE OF NOTICE: Please refer to LAHD resources. If you live in an RSO unit, file an RSO complaint in order to get an RSO investigator to review the case and to create a paper trail for the City.


If you don’t respond to formal notices, you can automatically lose your case. Going through the eviction process in court can take 30 days or longer and provides time to access additional resources available to you.

  • Tenant Support from LA Law Library - LA Law Library provides assistance to individuals seeking support getting connected to services and resources.

    • Get connected to a Community Resource Specialist who can help with accessing services, benefits, and support. More information can be found here.

    • Eviction Defense Workshop - This in-person clinic walks attendees through the Tenant Power Toolkit to answer eviction complaints. More information can be found here.

  • SAJE hosts a Tenant Action Clinic on the first and third Tuesdays of each month at 152 W 32nd St. Staff is available from 4pm to 6pm to answer your questions and help you understand your rights. Individuals can come in person or call (213) 745-9961. More information can be found here.

  • Coalition for Economic Survival hosts a weekly tenants’ rights clinic on Saturdays at 10am. Email helpinglarenters@gmail.com to request a registration link.

  • Inquilinos Unidos hosts a weekly legal clinic on Mondays from 5-7pm. Call (213) 483-7497 to make an appointment

  • Stay Housed LA is a partnership between the City of Los Angeles, Los Angeles County, and local community and legal service providers. The Stay Housed LA website explains current renter protections, hosts renter workshops, and refers renters facing eviction to legal service providers.

  • The Tenant Power Toolkit is a collaborative effort between The Debt Collective, The LA Tenants Union, The Anti-Eviction Mapping Project, anti-eviction lawyers and legal service providers. The toolkit is designed to keep people in their homes, fight evictions, fight rent debt, and build the collective power of tenants.

  • Request City Services - MyLA311 connects Angelenos with City services and information they need to enjoy their city, beautify their community and stay connected with their local government.   • Transportation Assistance - Council District 1 has buses available for CD1 organizations who need transportation assistance. All requests must be submitted one month in advance. To request a bus, please fill out the form linked here.  


  • Join a L.A. REPAIR Advisory Committee - L.A. Civil Rights looks for engaged community members and community-based organizations to join the Advisory Committee for their REPAIR Zone and be a critical part of implementing the participatory budgeting process for their community. The application deadline has been extended to Friday, January 12. To get more information and learn how to apply, click here.
