I’m very proud that we launched the Crisis and Incident Response through Community-led Engagement (CIRCLE) program which, on Thursday, expanded 24/7 service into parts of Council District 15, including Harbor Gateway South, Harbor City, Wilmington, and San Pedro, in order to help respond to calls involving unhoused individuals.

CIRCLE aims to create positive outcomes for unhoused individuals through rapport-building and connections to services and provide LAPD officers more time to focus on traditional law enforcement efforts.

Currently, CIRCLE operates throughout LAPD’s Harbor Division, and in the next few months, we are planning to expand additional Unarmed Model of Crisis Response resources to Watts and Harbor Gateway North.

HOW TO ACCESS

You can access CIRCLE by calling the non-emergency police line 877-ASK-LAPD. Select the “non-emergency dispatch” option. You can also call 911 and you will be directed to the “non-emergency dispatch” line.

HOW DOES CIRCLE WORK?

An LAPD operator receives a call and assesses if the incident fits the CIRCLE criteria:

It involves an unhoused individual;
It’s within the CIRCLE program area; and
It’s not violent, criminal, or medically urgent.

If the incident fits the criteria, the operator transfers the incident to a CIRCLE operator who deploys a CIRCLE Response Team.

We are investing in unarmed responses that work for our residents - housed and unhoused - in our city. With the expansion of this pilot program, we can deliver to Angelenos the effective response services they need.

Launched in 2008, Summer Night Lights (SNL) has become a summer staple in LA creating safe evening environments for areas impacted by gang-related violence. SNL programming for Nickerson Gardens takes place on a center ballfield at the complex. The conditions of the field have unsurprisingly been impacted by SNL and understandably, residents want to enjoy the field throughout the year. Plans for regular landscaping can allow the field to be more durable and sustainably utilized. This problem appears all too common throughout HACLA sites; which is why on Friday, I introduced a motion to do an assessment of the fields across all HACLA facilities for these residents to have quality fields that they will use and deserve.

The National Weather Service is forecasting that a major storm will impact Los Angeles from Sunday, February 4th through at least Tuesday, February 6th.

When preparing for the storm, take the following actions:

Secure your outdoor space
Gather emergency supplies that will allow you to shelter in place during the storm
Prepare for power outages
Sign up to receive text, email, and phone call emergency alerts at https://www.notifyla.org
Pick-up sandbags from your local fire station here: https://www.lafd.org/news/lafd-provides-sandbags-homeowners
Prepare medical devices and cell phones for potential power outages by charging them
Check storm drains where you live and in your neighborhood to make sure they are cleared of debris

During the storm, take the following actions:

Avoid driving if at all possible
Bring pets inside during the storm to keep them safe from falling debris
Call 911 for life-threatening situations
If you see flooding, fallen trees, or other significant damage that isn’t immediately life threatening, report it via 311
Assume all downed power lines are electrified and dangerous. Report power issues to the Department of Water and Power by calling 1-800-342-5397
Monitor https://emergency.lacity.gov/updates for information on the latest storm updates and City response.

WORKING TOGETHER FOR THE ENVIRONMENT

Stopped by the incident command center at the Dominguez Channel on Wednesday in the LA Harbor for a briefing and to thank those involved in cleaning up the Warren E&P spill that occurred in Wilmington on January 20th and made it into our storm drains. It was gratifying to see a team effort of various agencies including the CA Environmental Protection Agency, CA Department of Fish and Wildlife, environmental scientists working with Warren E&P, Patriot Environmental, and our labor sisters and brothers at ILWU Local 56 to clean and protect the ocean coastal environment.

CROATIAN CULTURE CELEBRATION

I was thrilled to join Consul General of the Republic of Croatia Renee Pea, Croatian American Club President Frane Jerković, Artist Eve Pericich, and so many others in Celebrating Croatian Culture on Sunday at the Palos Verdes Library! It was a packed house full of pride in the Croatian American community with festive displays of music, dancing, and art.

FLOODING ON SENATOR

LAFD and the Department of Public Works worked together Thursday morning to make sure that residents were safe when the rain flooded the 24200 block of Senator Ave. LAFD taped off the perimeter and door knocked performing wellness checks while Public Works cleared the storm water.

FALLEN TREE

The storm Thursday brought down a huge tree across the street from President Elementary School. Thanks to the Bureau of Street Services’ Urban Forestry for clearing the tree quickly. Thankfully no injuries were reported.

COFFEE WITH A COP

311 CLEAN UP

Last week, our office was informed of a person who changed their oil on a residential street and left the pans of oil there. We immediately contacted the LA Bureau of Sanitation who were able to remove the oil on the same day! Please report any illegal dumping, item pickups, or similar matters to MYLA311.

RAILROAD CLEARING

This week, Union Pacific completed a cleanup along the railroad tracks from Vermont Ave. to Figueroa St. just north of Redondo Beach Blvd. I would like to thank Union Pacific for their work in clearing this space, and if you would like to report any illegal dumping or overgrown vegetation along the tracks, you can do so here.

COFFEE WITH A COP

This week, our officers from Harbor Division hosted a Coffee with a Cop in Harbor Gateway South at the Enclave. It was a great turnout and we had the opportunity to discuss issues in the community, as well as welcome back Senior Lead Officer Bravo!

WILMA’S KITCHEN

On Monday we cut the ribbon on 48 new housing units on 6th Street in San Pedro, at the former location of Wilma’s Kitchen in the 1960s (later, Skippy’s Cafe). This dedication meant a great deal to me as Wilma’s Kitchen was opened by my grandmother, Edith Wilma Gray. She came to San Pedro as a single mom, looking for an opportunity to take that next step in her life. I’m grateful to SoLa Impact for honoring the legacy of my grandmother with this plaque on this new 100% affordable housing development and creating this space to give folks an opportunity to turn their lives around for a better future.

NUISANCE PROPERTY

Reminder: Public Nuisance Hearing next week.

Last week, the City posted a notice on 603 N. Gaffey Pl./708 W. Elberon Ave. for an evidentiary hearing on the property. This hearing will take place in Council Chambers on February 9th starting at 10 AM and folks can call in or show up in person at City Hall. This is just an example of what the City can do when we know that there's a problem property that poses a nuisance in one of our communities and we are going to see this all the way through and abate this nuisance.

Members of the public who wish to offer public comment to the Council via teleconference should call 1 669 254 5252 and use Meeting ID No. 160 535 8466 and then press #. Press # again when prompted for participant ID. Once admitted into the meeting, press *9 to request to speak. Check the city clerk’s website next week for the item number.

100 YEARS OF BANDINI ST. ELEMENTARY

Yesterday we were in attendance to celebrate Bandini Street Elementary School’s 100th Anniversary! It was great to be with former staff and principals, parents and grandparents, to celebrate such a historic and exciting milestone for this school.

KAISER PERMANENTE OPENING

Yesterday we cut the ribbon on Kaiser Permanente on 103rd St.! This new facility will be able to serve residents directly in our own community. It will house both medical facilities, mental health counseling, as well as a learning center which will not be exclusively for in-network members.

WATTS WALKING CLUB

We’ve got a busy day today on the waterfront! Join us from 1-3 PM for the ribbon cutting and grand opening of the Wilmington Waterfront Promenade! Starting at 3 PM, the Port of LA will be hosting their Lunar New Year Festival featuring cultural entertainment, a petting zoo, crafts, and (weather permitting) a firework finale! WATTS SKATE PARK

This week the much anticipated Skate Park off the 105 by the Metro Center began the first step which was clearing and grubbing the site. The project is expected to be completed by the end of the year. We will be providing updates along the way.

WATERFRONT PROMENADE

NEIGHBORHOOD GROUP MEETING

Community meetings play a vital role in fostering collaboration and addressing local issues. Regular neighborhood meetings are an excellent opportunity for community engagement. This Wednesday we attended the East Side Wilmington Neighborhood Group and were able to hear from residents on the issues they care about. The meetings are held on the last Wednesday of each month at Holy Family Church.

ILLEGAL TREE CUTTING

The city’s urban forest shades our homes and streets, reduces energy usage, helps clean the air, and minimizes the “heat island effect” - all of which are needed in our communities and city. Last Friday, we reported to Urban Forestry that someone had cut the trees on the corner of Avalon Blvd. and E St. I am deeply upset that this happened and have asked for an investigation into this.

THANK YOU TO PORT EMPLOYEES

I was heading to Wilmington to tour a couple of sites this weekend and saw a crew of Port Construction and Maintenance employees weeding and cleaning along railroad tracks on Harry Bridges, across from the park. Just stopped to say “hello and thanks” and show off their good work.

Lanzado en 2008, Summer Night Lights (SNL) se ha convertido en un elemento básico del verano en Los Ángeles, creando entornos nocturnos seguros para áreas afectadas por la violencia relacionada con las pandillas. Nos detuvimos en el centro de comando de incidentes en el Canal Domínguez el miércoles en el puerto de Los Ángeles para recibir información y agradecer a quienes participaron en la limpieza del derrame de Warren E&P que ocurrió en Wilmington el 20 de enero y llegó a nuestros desagües de tormenta. FIESTA DE LA CULTURA CROATA

INUNDACIONES SOBRE SENATOR

Esta audiencia se llevará a cabo en la Cámara del Consejo el 9 de febrero a partir de las 10 a. m. y las personas pueden llamar o presentarse en persona en el Ayuntamiento. Este es solo un ejemplo de lo que la Ciudad puede hacer cuando sabemos que hay una propiedad problemática que representa una molestia en una de nuestras comunidades y vamos a ocuparnos de esto hasta el final y reducir esta molestia.

100 AÑOS DE SAN BANDINI ELEMENTAL

¡Ayer asistimos a celebrar el centenario de la escuela primaria Bandini Street! Fue fantástico estar con el ex personal y directores, padres y abuelos, para celebrar un hito tan histórico y emocionante para esta escuela.

APERTURA KAISER PERMANENTE

¡Ayer cortamos la cinta en Kaiser Permanente en 103rd St.! Esta nueva instalación podrá atender a los residentes directamente en nuestra propia comunidad. Albergará instalaciones médicas, asesoramiento sobre salud mental y un centro de aprendizaje que será exclusivo para miembros de la red.

CLUB DE SENDERISMO WATTS

El viernes nos unimos al Watts Walking Club que ahora se reúne y comienza frente a Turtle Park todos los viernes, si el clima lo permite. Esta no solo es una gran oportunidad para hacer algo de ejercicio y conversar con residentes y organizadores, sino que también nos brinda el espacio para colaborar unos con otros. Ayer nos detuvimos en las granjas de Mud Town en nuestra caminata hacia Freedom Plaza y los miembros del club de caminatas pudieron discutir cómo podrían trabajar juntos en el futuro. ¡Qué manera para el club de caminata de promover la salud, el bienestar, el embellecimiento de la comunidad y la colaboración en Watts! Gracias como siempre por invitar a nuestra oficina a participar.

PARQUE DE PATÍNETA WATTS

Esta semana, el tan esperado Watts Skate Park junto a la 105 junto al Metro Center comenzó el primer paso que fue limpiar y limpiar el sitio. Se espera que el proyecto esté terminado a finales del año. Estaremos proporcionando actualizaciones a lo largo del camino.

PASEO MARÍTIMO

REUNIÓN DEL GRUPO DE VECINOS

Las reuniones comunitarias desempeñan un papel vital en el fomento de la colaboración y el tratamiento de las cuestiones locales. Las reuniones regulares del vecindario son una excelente oportunidad para la participación de la comunidad. Este miércoles asistimos al Grupo de Vecinos de East Side Wilmington y pudimos escuchar a los residentes sobre los temas que les importan. Las reuniones se llevan a cabo el último miércoles de cada mes en la Iglesia de Holy Family.

CORTE ILEGAL DE ÁRBOLES

El bosque urbano de la ciudad da sombra a nuestras casas y calles, reduce el uso de energía, ayuda a limpiar el aire y minimiza el "efecto isla de calor," todo lo cual es necesario en nuestras comunidades y ciudad. El viernes pasado informamos a Urban Forestry que alguien había cortado los árboles en la esquina de Avalon Blvd. y E St. Estoy profundamente molesto por lo que sucedió y he solicitado una investigación al respecto.

GRACIAS A LOS EMPLEADOS DEL PUERTO

Me dirigía a Wilmington para recorrer un par de sitios este fin de semana y vi a un equipo de empleados de Construcción y Mantenimiento del Puerto desyerbando y limpiando las vías del ferrocarril en Harry Bridges, frente al parque. Me detuve simplemente para saludarlos, agradecerles y mostrar su buen trabajo.
