Time and time again I have been inspired and grateful for the support our communities provide each other when any of us face difficult circumstances. These acts of generosity and compassion show the love and care our residents have for one another, and illustrates the strength of the One-Five. Once again, we are coming together today to support important people in our district.

As you will recall, about a month and a half ago, a natural-gas powered trailer caught fire and exploded in Wilmington, injuring 9 of our local firefighters, 2 critically. On that day and continuing after that, so many One-Five community members repeatedly asked us what they could do to support our local firefighters - which led us to today’s celebration.

Please join me today, Saturday, for a Community Barbecue and Firefighter Appreciation Day to honor, thank, and raise money for the firefighters at LAFD Stations 38 and 49 in Wilmington. These two firehouses were the first on the scene on February 15, racing towards danger to contain the situation and protect our community.

From 11 AM - 4 PM we’ll be at the Wilmington Town Square for a community barbecue with games, music, and raffles to raise money to support the stations for necessary upgrades and equipment. Earlier this year, I decided to initiate a unique approach to addressing nuisance properties in our district, starting with 603 N. Gaffey Pl./708 W. Elberon Ave. This property, an abandoned lot, was a hot spot for illegal dumping causing a public health and safety disturbance to the neighborhood. This week we executed on a warrant from a judge for the Department of Sanitation to enter and clear the property and installed fencing to prevent further dumping. The process was faster and more effective than the normal City process. Based on this experience, yesterday I introduced resolutions to address two more nuisance properties, one on S. Denison Ave. and another on W. MacArthur Ave. I will be looking to continue this process of abating nuisance properties through this strategy throughout the district, because the current system is not working for Angelenos. I also have a motion which should be heard next week in the Public Works Committee to consider code amendments and policy options to streamline and make more effective nuisance abatement and code enforcement in the City.

CLEAN 15

CHASSIS SAFETY REQUIREMENT

When a cargo container at the Port of Los Angeles is unloaded from the ship and moved out of the terminal by truck, that container is placed on a chassis. Chassis require regular repair and maintenance for safety reasons. Lack of inspection and maintenance is dangerous. Since 2019, over 1,400 chassis have been involved in accidents, some of which have resulted in traffic congestion, property damage, serious injuries, or fatalities. On Wednesday I introduced a resolution to support Assembly Bill 3151 authored by Assemblymember Mike Gipson which would require an inspection of each chassis arriving at, or dispatched from, port terminals. This would improve and standardize safety rules on our streets and provide safer goods movement for the workers and the local residents impacted by port activities.

99 CENT STORE CLOSURES

99 Cents Only stores serve an important role in our communities’ business districts. In the 15th District we have three, in Harbor City on Pacific Coast Highway, in Wilmington on Anaheim St., and in San Pedro on Gaffey St. Not only are 99 Cents Only stores a lifeline for lower socioeconomic residents providing for their families, but they employ many of our neighbors and community members. The shuttering of these stores will be felt by our district. In response, I have been in communication with the City’s Economic Workforce Development Department and have asked them to deploy a rapid response team to aid our local 99 Cents Only store workers with a range of resources, including assistance with Unemployment Insurance Benefits, as well as helping them find their next place of employment. We will do our best to mitigate the negative impacts of these layoffs and to support the workers, their families, and our communities.

REPAIR ZONES

Tomorrow is the last day that community members in Harbor City-Harbor Gateway-Wilmington will be able to vote on which program proposals the City should fund for their community. Proposals were submitted by local nonprofit organizations in response to ideas generated within the community last fall. A voter guide and information about where to vote is available at repair.lacity.gov. Voting will also be available online and at other in-person events sponsored by the City.

The ONE•FIVE is made up of 5 distinct communities that add so much to our district. See below for specific updates for each of the neighborhoods.

SIDEWALK CLEARED FROM DEBRIS

A possible hit and run resulted in car pieces blocking the sidewalk on Normandie Ave. and 251st St. Thank you to LAPD and Official Police Garage Tow (OPG) 7th Street Garage for clearing the pedestrian right of way as soon as it was reported to our office. HARBOR CITY EGG HUNT & OPENING DAY

On Thursday, the Easter Bunny, also known as our Harbor City Deputy Desi, delivered baskets to Harbor City Recreation Center in preparation for baseball opening day and the Egg Hunt which will be happening today from 11 AM - 2 PM at 24901 Frampton Ave. See you there!

METROPOLITAN WATER PROJECT UPDATE

Work on Metropolitan’s major regional pipeline, the Second Lower Feeder, continues on Western Ave and 262nd St. More than 12,000 feet of prestressed concrete cylinder pipe have been relined so far to help ensure water reliability for the region. Phase 1 of this project is on-schedule and anticipated to last through May 2024.

GRAFFITI REMOVAL

MERIT TRACT NEIGHBORHOOD WATCH

It was a wonderful turnout at the Merit Tract Neighborhood Watch meeting on Tuesday! Thank you to the neighbors who organized the event and came out to voice their concerns.

LADWP POWER POLE REPAIR

LAPD COMMUNITY TRANSPORTATION SAFETY FORUM

This week, my office along with LAPD, met with a number of logistics companies in the Harbor Gateway South to address topics including traffic safety and other business related updates. Thank you to all the companies that attended, and we look forward to working with both our residential and commercial partners to keep the Gateway safe!

RANCHO LPG AMORTIZATION

On Tuesday I introduced a motion in the City Council requesting an amortization study for the Rancho LPG Facility, a butane and propane storage facility located adjacent to residential, educational, and commercial areas of San Pedro. Many motions have been introduced regarding this site, with the end goal being the same, ending the storage of butane and propane at Rancho LPG. Similar to the City experience and response to oil drilling in the city limits, an amortization study will allow us to evaluate and effectuate real change as we seek an end to the current use at the Rancho LPG facility. Next up the motion will be heading to the Energy & Environment Committee.

PAIP INPUT SESSION

During First Thursday, I stopped by the Northwest San Pedro and Central San Pedro Neighborhood Council’s joint PAIP Input Session where community members were asked to provide input on projects they want to see on the LA Waterfront. It was great to see how many community members came through to share their thoughts!

GEOTECHNICAL STUDY AT WILDERS ADDITION

You may have seen work equipment at Wilders Addition Park. Since early last year, we’ve been pressing to begin work to rebuild the stairs, however after the land movement that occurred in Palos Verdes Peninsula, engineering staff wanted to conduct a geotechnical study to ensure there is no land movement and the stairs could be built. What you may see as you drive past is the work being done to inspect this by a geotechnical company which will be completed next week.

BUNNIES AND BUMPERS AT TOBERMAN

Last week I attended the Bunnies and Bumpers Event hosted by the Toberman Neighborhood Center. There were games and activities, arts and crafts, a petting zoo, food, and of course, the Easter Bunny! Every child who attended received an Easter basket, and we had a wonderful time celebrating with the community.

KAISER TOUR WITH MS. OZIE GONZAQUE

On Monday I had the pleasure of touring the new Watts Kaiser Facility both Medical and Learning Center with the great Ozie Gonzaque. Mrs. Ozie Gonzaque, a renowned community activist and former President of the Housing Authority Board of Commissioners of Los Angeles (HACLA), has been a pillar in the Watts community, living here for nearly 80 years. It was incredibly special touring this facility on 103rd St. which is located across the street from the HACLA housing development, Gonzaque Village, named after Mrs. Ozie Gonzaque.

WATTS EMPOWERMENT CENTER

On Saturday I participated in the Indoor Egg Hunt by Red Eye at the Watts Empowerment Center. It was a great display of community love and support with volunteers turning out from USC, the Watts Neighborhood Council, Chosen Angels and residents.

Mark your calendars for April 20th for Autism Doesn’t Define Me Academy’s Annual Autism Walk. We’ll be meeting on Success Ave. between Century Blvd. and 103rd St. Registration starts at 9 AM and the walk begins at 10 AM. I encourage all to come, support, and walk with the community.

PUBLIC SAFETY TOWN HALL

On Thursday evening at Banning’s Landing, our office and LAPD Harbor Division hosted a town hall to provide department updates, community information, and crime prevention. Thank you to all the community members who attended and provided your thoughts and concerns for our community.

Una y otra vez me he sentido inspirado y agradecido por el apoyo que nuestras comunidades se brindan entre sí cuando cualquiera de nosotros enfrenta circunstancias difíciles. Como recordarán, hace aproximadamente un mes y medio, un remolque propulsado por gas natural se incendió y explotó en Wilmington, hiriendo a 9 de nuestros bomberos locales, 2 de ellos de gravedad. Ese día y después, muchos miembros de la comunidad One-Five nos preguntaron repetidamente qué podían hacer para apoyar a nuestros bomberos locales, lo que nos llevó a la celebración de hoy.

Únase a mí hoy, sábado, para un barbeque comunitaria y un Día de agradecimiento a los bomberos para honrar, agradecer y recaudar dinero para los bomberos de las estaciones 38 y 49 de LAFD en Wilmington. A principios de este año, decidí iniciar un enfoque único para abordar las propiedades molestas en nuestro distrito, comenzando con 603 N. Gaffey Pl./708 W. Elberon Ave. Esta propiedad, un lote abandonado, era un punto caliente para pilas de basura  ilegal que causaron un alteración de la salud y seguridad pública del vecindario. Esta semana ejecutamos una orden para que el Departamento de Sanidad ingresara y limpiara la propiedad e instalamos cercas para evitar más basura. El proceso fue más rápido y efectivo que el proceso normal de la Ciudad. Basado en esta experiencia, ayer presenté resoluciones para abordar dos propiedades molestas más, una en S. Denison Ave. y otra en W. MacArthur Ave. Buscaré continuar este proceso de reducir las propiedades molestas a través de esta estrategia en todo el distrito. porque el sistema actual no funciona para los angelinos. También tengo una moción que debería ser escuchada la próxima semana en el Comité de Obras Públicas para considerar enmiendas al código y opciones de políticas para agilizar y hacer más efectiva la reducción de molestias y la aplicación del código en la Ciudad.

EQUIPO CLEAN 15

REQUISITO DE SEGURIDAD DEL CHASIS

Cuando un contenedor de carga en el Puerto de Los Ángeles se descarga del barco y se saca de la terminal en camión, ese contenedor se coloca sobre un chasis. Los chasis requieren reparación y mantenimiento regulares por razones de seguridad. La falta de inspección y mantenimiento es peligrosa. ACTUALIZACIÓN DEL PROYECTO AGUA METROPOLITANA

El martes presenté una moción en el Concejo Municipal solicitando un estudio de amortización para la instalación de GLP de Rancho, una instalación de almacenamiento de butano y propano ubicada junto a áreas residenciales, educativas y comerciales de San Pedro. Se han presentado muchas mociones con respecto a este sitio, con el mismo objetivo final: poner fin al almacenamiento de butano y propano en Rancho LPG. De manera similar a la experiencia de la Ciudad y la respuesta a la perforación petrolera en los límites de la ciudad, un estudio de amortización nos permitirá evaluar y efectuar un cambio real mientras buscamos poner fin al uso actual en las instalaciones de GLP de Rancho. A continuación, la moción se dirigirá al Comité de Energía y Medio Ambiente.

SESIÓN DE APORTES DE PAIP
