On Wednesday the Personnel, Audits, and Hiring Committee, which I chair, concluded a series of five hearings focused on city department vacancies. With these hearings, it was my intention to identify vacancies by job function in each department and bureau of the City and translate that in terms of the effect on delivery and quality of services for constituents.

Next week we will begin Budget deliberations for the upcoming 2024-25 Fiscal Year and as the Chair of the Personnel Committee, it’s important to me that we have the most up to date numbers on vacancies and that we hear from the department managers on what it means for our city services. No one knows their departments’ needs and how they function better than the managers themselves.

We broke the Personnel hearings into Department groupings, based on type of services and functions: Proprietary; Public Safety; Administrative Services; Public Works/Infrastructure; and Social Services. We saw that our vacancies ranged from department to department.

For instance, during the Public Works/Infrastructure hearing, the Department of Transportation reported that they have 335 vacant positions, or an 18% vacancy rate. The Department of Recreation and Parks during the Social Services hearing shared that they have a vacancy rate of 23.1%. Comparatively, the Department of Water and Power has a vacancy rate of 6%.

At the Public Safety hearing, LAFD documented a 22% vacancy among civilians, while the Emergency Management Division, a smaller group, has only two vacant positions. Finally, during the Administrative Services hearing, the Information Technology Agency shared that 29 of their 94 vacant positions have a direct impact on Public Safety Communications including police, fire, and medical communications between each other, supervisors, and 9-1-1 Dispatch.

We’ve seen that there are multiple systemic barriers that have made it a challenge to recruit qualified candidates and retain them as permanent employees. We learned in these hearings that, for example, 65.3% of the Rec and Parks vacant positions were vacated in the past two years. It was my intention with these hearings to analyze the effects on key public services that serve the residents of Los Angeles.

This data will allow us to prioritize recruitment in key positions throughout this year and prepare for the challenges in the upcoming 2024-25 Fiscal Year as we begin Budget Committee deliberations next week.

The currently effective emergency ordinance which prevents new trucking-related uses in the Wilmington-Harbor City Community Plan Area is set to expire in July 2024. To protect our community, my office and I demanded an ordinance to be prepared and made effective by July, to ensure permanent measures to regulate trucking-related uses. This ordinance will apply to the Wilmington-Harbor City Community and protect residential areas in these two communities that have been disproportionately burdened by exposure to truck traffic and pollutants. This proposed ordinance will regulate truck storage, truck parking, trucking terminals, and trucking yards and more.

The Proposed Ordinance will be heard at the City Planning Commission (CPC) on Thursday, May 9 at 8:30 AM at City Hall. I encourage you all to participate and provide public comments at this hearing.

BUDGET HEARINGS SCHEDULE

The 2024-25 Budget will be considered starting on April 30 with the Budget, Finance, and Innovation Committee taking public comment on May 1 at 1 PM. The hearing will be broadcast live on Channel 35, on the internet at https://clerk.lacity.org/calendar, and on YouTube. The Committee will take public comment from members of the public in the Council Chamber and also by teleconference.

Members of the public who wish to offer public comment to the Council via teleconference should call 1-669-254-5252 and use Meeting ID No. 160 468 3647 and then press #. Press # again when prompted for participant ID. Once admitted into the meeting, press *9 to request to speak.

I’m looking forward to hearing from One-Five residents on what they want to see prioritized in our city’s budget.

EARTH DAY

Monday was Earth Day! Last weekend I participated in clean ups and educational events throughout the One-Five: at the White Point Nature Preserve; the Garden Church/Pixels Eco Fair; Channel Street Skatepark; and Ken Malloy Harbor Regional Park. I’m grateful to all the organizers who coordinated these events and the volunteers who came out last weekend to honor and protect our beautiful planet for future generations. This is our greatest responsibility, let's all make sure we do our part.

SUPPORT FOR HOMICIDE VICTIMS’ FAMILIES

On Friday I stood with Assemblymember Mike A. Gipson, Brady Center to Prevent Gun Violence, Everytown for Gun Safety, Justice For Murdered Children, Parents Of Murdered Children, Councilmember Marqueece Harris-Dawson and community members to urge support for AB 2913. Families go through the unimaginable when their loved one is killed, and the pain only deepens when justice is not served. AB 2913 creates the California Homicide Victims’ Families’ Right Act which will give families of murder victims the right to request a review of their loved one’s unsolved case file once a full year has passed since all probative leads were exhausted. Thank you Assemblymember Gipson for your advocacy on this difficult, heartbreaking issue, and for your commitment to bring justice to these families.

VINCENT THOMAS BRIDGE REPLACEMENT PROJECT UPDATE

The Vincent Thomas Bridge (VTB) Deck Replacement Project studied the effects that the project may have on the environment and the community. The results of these studies are in the Draft Environmental Impact Report and Environmental Assessment (Draft EIR/EA), which is available for review and comment from now through Monday, July 15. There will be one virtual and two in-person hearings where attendees will have the opportunity to listen to a presentation regarding the Draft EIR/EA results and provide comments with a court reporter. The Virtual meeting will take place Wednesday, May 1 from 6 to 8 PM, register here. In person meetings will take place on May 30th from 6 to 8 PM at the Wilmington Recreation Center, and June 13th from 6 - 8 PM at the Peck Park Community Center.

WEED ABATEMENT

NEW SIGNS ON DODGE AVE.

Dodge Ave. residents have been burdened by the truck traffic from PCH to Vermont Ave. for some time now. Thank you to LADOT for performing a traffic study and installing two new ‘No Trucks Over 6,000 lbs’ signs on 255th St. and Dodge Ave.

NORMANDIE AVE. LANDSCAPING

Thank you to Francisco Trevino and his youth team from the Gang Alternatives Program (GAP) for cleaning up and beautifying the Normandie Ave. corridor between 251st and 252nd St.

HARBOR GATEWAY NORTH NEIGHBORHOOD COUNCIL

Thank you to the Emergency Management Department (EMD) for joining the Harbor Gateway North Neighborhood Council this week. PEDESTRIAN CROSSWALK FIXED

Our office received reports of the crosswalk button malfunctioning at the intersection of Western Ave. and Sepulveda Blvd. It was reported and now has been repaired. Thank you to LADOT and their repair crews who make sure our pedestrians have access to safe walkways.

FENCE REPAIRED

Recently, the fencing along Figueroa and 117th St. near the 110 freeway had been severely damaged. Our office reported this to CalTrans and their crews have been repairing the fencing this week. LA CITY PARKS VOLUNTEER APPRECIATION

On Saturday I attended the Pacific Region Volunteer Recognition Festival + 5K at Point Fermin Park. This event, thrown by LA City Parks, was a celebration of our green spaces and volunteers who dedicate their time to the betterment of our parks and recreation activities. Congratulations to Joey who took first place in the 5k!

PASSOVER SEDER AT TEMPLE BETH EL

I attended the Second Night Passover Seder at Temple Beth El. We sang, asked questions, and heard the story of the Exodus led by Rabbi Marv Schwab and Cantor Ilan Davidson. It was an honor to be with my fellow community members, including former Councilmember Bob Farrell and Windy Barnes Farrell.

GRAFFITI REMOVED FROM 110 FREEWAY FENCING

A big thank you goes to LA Sanitation for painting the fencing along the 110 and removing the graffiti. San Pedro is a beautiful town, and our entrances and exits deserve to be beautiful too!

FREEDOM4U FUNDRAISER FOR YOUTH

Freedom4U hosted an inspiring fundraiser Thursday evening to benefit their Youth programs. We enjoyed live music, and honored three bright young teenagers who have volunteered their time to tutor and mentor their peers. ​Freedom4U/Hearts Respond provides an after school environment for teens to receive support with homework, study and develop relationships in a safe, supervised community.

AUTISM DOESN’T DEFINE ME ACADEMY WALK

April is National Autism Awareness Month and on Saturday I joined Laquanda “Quan” Wilson to kick off the 10th annual Autism Doesn’t Define Me Academy Walk. Autism Doesn’t Define Me Academy is an incredible organization that spreads awareness and support for individuals and families living with Autism. The majority of their leadership has extensive lived-experience with Autism and through their involvement provide first hand knowledge and a deep dedication to spreading awareness, resources, and support. Thank you Quan and Autism Doesn’t Define Me for your advocacy in our beloved community of Watts.

SECOND CHANCE RESOURCE FAIR

Yesterday was the Second Chance Resource Fair at the WLCAC in collaboration with Los Angeles County Justice Care and Opportunities. It was a great event full of resources for community members including health screenings, DMV assistance, housing opportunities, legal and expungement services, financial literacy training, mental health services, and more. Thank you as always to the WLCAC and Tim Watkins for uplifting Watts. It was great to see Judge Songhai Armstead, the Director of LA County’s Justice, Care and Opportunities Department, in attendance as well at such an important event in our community.

PRAYER CIRCLE AT WATTS TOWERS

On Thursday I joined community members at the Watts Towers with the Watts Gang Task Force to participate in a prayer circle. We have had a number of incidents involving gun violence in the past 2 weeks and I’m so proud to see community leaders step up and show the resilience of Watts through displays of unity.

EARTH DAY CLEAN UP

Join us now through 1 PM for an Earth Day Clean Up! Verbum Dei High School and Watts Rising, in collaboration with other partners, are having clean ups around Watts. Bins have been placed in all four developments alongside coordinated clean ups. And, we’re ending the day with a Block Party at Verbum Dei! See flyers for more details.

NEW TRUCK SIGNAGE IN GREENBELT

The LA Department Of Transportation has installed new trucking signage in the Greenbelt Neighborhood. Our office received calls from concerned constituents about heavy load commercial trucks passing through residential neighborhoods during the early morning hours and heavy traffic hours so we worked with DOT to get these signs installed this week.

ILLEGAL DUMPING

Over the last two weeks our team noticed a significant increase in illegal dumping in Wilmington posing serious environmental and safety concerns. We reached out to LA Sanitation with a list of 11 locations we needed their assistance addressing. By the end of the week all had been addressed! Thank you LASAN for your tireless efforts in beautifying our Wilmington community.

COMMUNITY CONNECT BLOCK PARTY

On Sunday, I attended the Wilmington Community Connect Pop-Up block party by Wilmington Faith Center. With live music and performances featuring the Banning High School, Harry Bridges, Wilmington Middle School, Gulf and Wilmington Park Elementary marching bands, it was great to be with community members supporting our local vendors and building a stronger, safer, and more connected community.

SBCC 5K WALK/RUN

On Saturday we attended SBCC’s 1st annual I Heart Wilmington 5k Run/Walk at the Wilmington Waterfront Park. An event to bring our community together in a healthy and fun way, attendees were united by the quote “a walk for the love of Wilmington.” A special congratulations to the 15 local seniors who were awarded $2000 scholarships for college. These winners were picked based on their essays about their life experience growing up in Wilmington.

El miércoles, el Comité de Personal, Auditorías y Contratación, que presido, concluyó una serie de cinco audiencias centradas en las vacantes de departamentos de la ciudad. Con estas audiencias, mi intención era identificar vacantes por función laboral en cada departamento y oficina de la Ciudad y traducir eso en términos del efecto en la prestación y calidad de los servicios para los electores.

La próxima semana comenzaremos las deliberaciones presupuestarias para el próximo año fiscal 2024-25 y, como presidente del Comité de Personal, es importante para mí que tengamos las cifras más actualizadas sobre las vacantes y que escuchemos a los gerentes de departamento sobre lo que medios para los servicios de nuestra ciudad. Nadie conoce mejor las necesidades de sus departamentos y cómo funcionan que los propios gerentes.

Dividimos las audiencias de Personal en agrupaciones de Departamentos, según el tipo de servicios y funciones: Propietario; Seguridad Pública; Servicios administrativos; Obras Públicas/Infraestructura; y Servicios Sociales. Vimos que nuestras vacantes variaban de departamento en departamento.

Por ejemplo, durante la audiencia de Obras Públicas/Infraestructura, el Departamento de Transporte informó que tienen 335 puestos vacantes, o una tasa de vacancia del 18%. El Departamento de Recreación y Parques durante la audiencia de Servicios Sociales compartió que tienen una tasa de desocupación del 23.1%. Comparativamente, el Departamento de Agua y Energía tiene una tasa de desocupación del 6%.

DÍA DE LA TIERRA

¡El lunes fue el Día de la Tierra! El fin de semana pasado participé en limpiezas y eventos educativos en todo el One-Five: en la Reserva Natural White Point; la Feria Ecológica Garden Church/Pixels; Parque de patinaje Channel Street; y el Parque Regional Ken Malloy Harbor. Agradezco a todos los organizadores que coordinaron estos eventos y a los voluntarios que vinieron el fin de semana pasado para honrar y proteger nuestro hermoso planeta para las generaciones futuras. APOYO A FAMILIARES DE VÍCTIMAS DE HOMICIDIO

El viernes estuve junto al asambleísta Mike A. Gipson, Brady Center to Prevent Gun Violence, Everytown for Gun Safety, Justice For Murdered Children, Parents Of Murdered Children, la concejal Marqueece Harris-Dawson y miembros de la comunidad para urgir el apoyo a  la AB 2913. Las familias pasan a través de lo inimaginable cuando un  ser querido muere, y el dolor sólo se profundiza cuando no se hace justicia. AB 2913 crea la Ley de Derechos de las Familias de Víctimas de Homicidio de California, que otorgará a las familias de víctimas de asesinato el derecho de solicitar una revisión del expediente del caso sin resolver de su ser querido una vez que haya transcurrido un año desde que se agotaron todas las pistas probatorias. RECAUDACIÓN DE FONDOS FREEDOM4U PARA JÓVENES

Freedom4U organizó una inspiradora recaudación de fondos en beneficio de sus programas juveniles. Disfrutamos de música en vivo y entregué certificados a tres jóvenes adolescentes brillantes que ofrecieron su tiempo como voluntarios para dar clases particulares y orientar a sus compañeros. ​Freedom4U/Hearts Respond proporciona un ambiente después de la escuela para que los adolescentes reciban apoyo con la tarea, estudien y desarrollen relaciones en una comunidad segura y supervisada.

EL AUTISMO NO ME DEFINE PASEO ACADEMICO

Abril es el Mes Nacional de Concientización sobre el Autismo y el sábado me uní a Laquanda “Quan” Wilson para iniciar la décima caminata anual de la Academia El Autismo No Me Define. Autism Doesn't Define Me Academy es una organización increíble que difunde conciencia y apoyo para personas y familias que viven con autismo. La mayoría de sus líderes tienen una amplia experiencia vivida con el autismo y, a través de su participación, brindan conocimiento de primera mano y una profunda dedicación para difundir conciencia, recursos y apoyo. Gracias Quan y el autismo no me define por su defensa en nuestra querida comunidad de Watts.

FERIA DE RECURSOS SEGUNDA OPORTUNIDAD

Ayer fue la Feria de Recursos de Segunda Oportunidad en WLCAC en colaboración con Justice Care and Opportunities del Condado de Los Ángeles. Fue un gran evento lleno de recursos para los miembros de la comunidad, incluidos exámenes de salud, asistencia del DMV, oportunidades de vivienda, servicios legales y de eliminación de antecedentes penales, capacitación en educación financiera, servicios de salud mental y más. Gracias, como siempre, a WLCAC y a Tim Watkins por animar a Watts. Fue fantástico ver asistir al juez Songhai Armstead, director del Departamento de Justicia, Atención y Oportunidades del condado de Los Ángeles, así como a un evento tan importante en nuestra comunidad.

CÍRCULO DE ORACIÓN EN WATTS TOWERS

El jueves me uní a miembros de la comunidad en Watts Towers con el Watts Gang Task Force para participar en un círculo de oración. Hemos tenido una serie de incidentes relacionados con violencia armada en las últimas dos semanas y estoy muy orgulloso de ver a los líderes comunitarios dar un paso al frente y mostrar la resiliencia de Watts a través de muestras de unidad.

LIMPIEZA DEL DÍA DE LA TIERRA

¡Únete a nosotros hoy hasta la 1 PM para una limpieza del Día de la Tierra! Verbum Dei High School y Watts Rising, en colaboración con otros socios, están realizando limpiezas alrededor de Watts. Se han colocado contenedores en los cuatro desarrollos junto con limpiezas coordinadas. ¡Y terminamos el día con una Block Party en Verbum Dei! Consulte los folletos para obtener más detalles.

NUEVA SEÑALIZACIÓN PARA CAMIONES EN GREENBELT

El Departamento de Transporte de Los Ángeles ha instalado nuevos letreros  para camiones en el vecindario Greenbelt. Nuestra oficina recibió llamadas de residentes  preocupados por camiones comerciales de carga pesada que pasaban por vecindarios residenciales durante las primeras horas de la mañana y en horas de mucho tráfico, por lo que trabajamos con el DOT para instalar estos letreros esta semana.

VERTEDERO ILEGAL

Durante las últimas dos semanas, nuestro equipo notó un aumento significativo en los vertidos ilegales en Wilmington, lo que plantea graves preocupaciones ambientales y de seguridad. Nos comunicamos con Sanitation De Los Ángeles con una lista de 11 ubicaciones para las que necesitábamos su ayuda. ¡Al final de la semana todo había sido abordado! Gracias LASAN por sus incansables esfuerzos para embellecer nuestra comunidad de Wilmington.

FIESTA DE CUADRA DE CONEXIÓN COMUNITARIA

El domingo asistí a la fiesta emergente Wilmington Community Connect en Wilmington Faith Center. Con música en vivo y presentaciones de las bandas de música de Banning High School, Harry Bridges, Wilmington Middle School, Gulf y Wilmington Park Elementary, fue fantástico estar con miembros de la comunidad apoyando a nuestros proveedores locales y construyendo una comunidad más fuerte, segura y conectada.

SBCC 5K CAMINATA/CARRERA

El sábado asistimos a la primera carrera/caminata anual I Heart Wilmington 5k de SBCC en Wilmington Waterfront Park. Un evento para unir a nuestra comunidad de una manera saludable y divertida, los asistentes estuvieron unidos por la cita "una caminata por el amor de Wilmington". Una felicitación especial a los 15 estudiantes del último año locales que recibieron becas de $2000 para la universidad. Estos ganadores fueron elegidos en función de sus ensayos sobre su experiencia de vida al crecer en Wilmington.
