This past Monday, Mayor Bass stood before the City Council and the people of Los Angeles and delivered her State of the City. This speech serves as a recap of the work the Mayor, Council, City Attorney, and Controller did together over the last year and a look into the Mayor’s priorities for the coming year.

You may have also seen headlines about the upcoming City Budget for the next fiscal year and what that might look like for the city and city residents. The reality is that there will be hard fiscal times ahead for the city of Los Angeles. One way, among many, for us to respond to the financial challenge is to eliminate funding from vacant city positions. These are funded positions which are not currently filled, meaning no one will lose their job from this cut.

However, the funding for these positions is usually provided to the department in anticipation of midyear hiring or other allowable expenditures, such as overtime for the current employees who may have to work extra hours because those positions are unfilled. Should we cut vacant position funding to balance the budget, it troubles me that residents may feel the impact of a lowered level of important municipal services. I will work to do so carefully and to retain critical city services for our residents.

Even as we control spending this coming fiscal year, it’s important to me to also make sure that our city employees are paid a livable, dignified wage so that they can afford to reside in this city. I’ve said many times, these city jobs make for good careers with benefits, and we need to retain and value the excellent, trained city workforce that we have.

On Monday the Mayor will send her proposed budget for the 2024/2025 Fiscal Year to the Council. As a member of the Budget, Finance and Innovation Committee we will meet numerous times over the next month to analyze and edit this budget to send back to the Mayor for approval. I will keep you updated on our committee schedule along with further updates.

Since 2012, LA County has been identified as one of the nation's high-intensity areas of the commercial sexual exploitation of children and youth, as well as a notorious hotspot for labor trafficking. However, detecting human trafficking is incredibly challenging, as it occurs through clandestine networks, and victims of trafficking do not often seek assistance or support, due to language barriers, social isolation, and fear of their traffickers and law enforcement. Despite a high number of reported human trafficking cases, the City does not collect data other than that reported by law enforcement and departments that provide support and services to victims and survivors. That lack of independent analysis is why this week I introduced a motion for a baseline study on the prevalence of all forms of human trafficking in Los Angeles, including the annual number of victims, the nature of the trafficking, and more information so that we can have better data to understand the magnitude and trends of human trafficking in the City to inform effective policy-making and the interruption and suppression of human trafficking in the future.

VINCENT THOMAS BRIDGE REPLACEMENT PROJECT UPDATE

The Vincent Thomas Bridge (VTB) Deck Replacement Project studied the effects that the project may have on the environment and the community. The results of these studies are in the Draft Environmental Impact Report and Environmental Assessment (Draft EIR/EA), which is available for review and comment from now through Monday, July 15. There will be one virtual and two in-person hearings where attendees will have the opportunity to listen to a presentation regarding the Draft EIR/EA results and provide comments with a court reporter. The Virtual meeting will take place Wednesday, May 1 from 6 to 8 PM, register here. In person meetings will take place on May 30th from 6 to 8 PM at the Wilmington Recreation Center, and June 13th from 6 - 8 PM at the Peck Park Community Center.

BATTLE OF THE HARBOR

Get ready for an epic showdown at the Coliseum! On Wednesday I stopped by Banning High School and San Pedro High School with Supervisor Janice Hahn and George Pla, the President of the Los Angeles Memorial Coliseum Commission, to announce that the Battle of the Harbor will be played at the LA Memorial Coliseum!  JV and Varsity football teams will battle in this historic venue on Friday, October 18th. Get your tickets when they go on sale! It’s sure to be great games as always when the Pilots play the Pirates and proceeds from all ticket sales will go back to the two schools to support their programs.

YOUTH OF THE YEAR

Congratulations to Andrew Anderson, the One-Five’s 2024 Junior Youth of the Year! As the winner of the Youth of the Year award at Markham Middle School, Andrew then went on to win the 2024 Boys & Girls Clubs 2024 Youth of the Year! I was honored to have him join me to celebrate him in Council on Friday.

LADWP CUSTOMER SUPPORT SATURDAY

Happening now until 2 PM at the Watts Customer Service Center at 1647 E. 103rd St., LADWP is hosting customer support hours. They’ll help you in person enroll in low-income discounts, monthly billing, and senior citizen/disability utility bill discounts. If you can’t attend today’s session, they will be holding them again on May 18th and June 15th.

ASPHALT REPAIRS

Asphalt repairs were completed this week on Broadwell Ave. near the pickup gate at Normont Elementary School. If you notice unusual signs of damage to a street please report it immediately to our office or MyLA311 to get the area inspected and repaired.

FALLEN TREE

A Brisbane Box Tree was leaning towards the street after what appeared to be hit by a vehicle. The tree was uprooted and split at the base of the trunk so we reported it to the Bureau of Street Services’ Urban Forestry Division. If you see a tree emergency please submit a service request to MyLA311 under Trees/Vegetation/Tree Emergency.

EARTH DAY CLEAN UP

Please join us tomorrow at Ken Malloy Harbor Regional Park for an Earth Day Clean Up from 9 AM to noon. Volunteers will be picking up litter at designated locations throughout the park. Please bring reusable gloves for personal use.

EECI GLOBAL COMMUNICATION CENTER OPENING

It was a pleasure to join EECI this past weekend as they opened their Global Communications Center named in honor of State Senator Steven Bradford. NORMANDIE/405 TRAFFIC SIGNAL FIXED

With the high winds that we have experienced over the past few weeks, the traffic light at the intersection of the entrance to the 405 and Normandie Ave. was tilted facing away from traffic. Thank you to LADOT who immediately responded and returned the light to its original position.

OPENING DAY

Baseball Opening Day ceremonies are continuing in the One-Five! Bogdanovich and Peck Park Baseball Leagues linked up on Saturday at Peck Park for their annual Opening Day ceremony. Peck Park has 12 teams ages 5-15 years old that play T-Ball, Baseball, and Softball every Saturday throughout the season. Thank you for having me throw out the first pitch… I like to think my pitching arm is improving, hopefully!

SAFE PASSAGE FOR SCHOOL CHILDREN

I visited the dispatch center for the I am BREAKING the Chains (IABTC) Safe Passages program on Thursday. It was a great opportunity to learn about the workshops and resources that the Do Good Daniels Foundation provides in over 55 schools, and their commitment to creating a collaborative and safe environment for students, particularly in and surrounding Dana Middle school.

GRAND ANNEX CELEBRATES 15 YEARS

Happy 15th Birthday to the Grand Annex! We cut the ribbon on Thursday, celebrated new signage, new lighting which was showcased in a light show, and enjoyed live music. The Grand Annex is an invaluable venue that brings rich culture to the community through live music, and we wish them continued success in the years to come.

TREE TRIMMING ON 109TH ST.

The Department of Urban Forestry was out this week doing some trimming on 109th St. This helps to make the walkway accessible as well as increase the visibility on the street.

BIKE LANE MAINTENANCE

Last week with the help of Street Services, we had a specialized Street Sweeper doing bike lane maintenance along Central Ave. Please be mindful of bike lanes in regards to parking in it or obstructing the lane for our cyclists as well as when the street sweeper is on the scene as it affects how much can get cleaned.

NEW SIGNAGE ON CENTURY BLVD.

The Department of Transportation was out installing new cycling signage along E. Century Blvd. to help cyclists and vehicles aware of sharing the street. This signage is going to benefit our community especially as summer comes around the corner and more cyclists will be riding.

AUTISM AWARENESS RUN/WALK

On Saturday morning I joined Assemblymember Mike A. Gipson at his 4th Annual Autism Awareness 5K Run/Walk starting at the Wilmington Waterfront Park. April is Autism Awareness Month and this incredible event provides a safe space for families to come together in an inclusive environment and have fun while supporting a great cause.

MURAL AT WILHALL PARK

Last week I joined kids from the Wilmington Teen Center and community members at the Wilmington Recreation Center to outline new murals on the walls of the Teen Center and WilHall Park.  Thank you as always to Mike Herrera for bringing our community together in such a creative and beautiful way!

HOME VISITING DAY

On Thursday we celebrated the Welcome Baby Program, part of Providence Wellness Center and First5LA in recognition of Home Visiting Day. The day is a special opportunity to recognize the hard work of our heroic home visitors — and to spotlight the life-changing results for families who participate in these free programs. Welcome Baby is free for families, regardless of immigration status, insurance, or income.

El lunes pasado, la alcaldesa Bass se presentó ante el Concejo Municipal y el pueblo de Los Ángeles y pronunció su Estado de la Ciudad. Este discurso sirve como un resumen del trabajo que la alcaldesa, el concejo, el fiscal municipal y el contralor hicieron juntos durante el último año y una mirada a las prioridades del alcalde para el próximo año.

Es posible que también haya visto titulares sobre el próximo presupuesto municipal para el próximo año fiscal y cómo podría verse para la ciudad y sus residentes. La realidad es que se avecinan tiempos fiscales difíciles para la ciudad de Los Ángeles. Una forma, entre muchas, de responder al desafío financiero es eliminar la financiación de los puestos vacantes de la ciudad. Estos son puestos financiados que actualmente no están cubiertos, lo que significa que nadie perderá su trabajo debido a este recorte. Sin embargo, los fondos para estos puestos generalmente se proporcionan al departamento antes de la contratación a mitad de año u otros gastos permitidos, como horas extras para los empleados actuales que pueden tener que trabajar horas extra porque esos puestos están vacantes. Si recortamos la financiación de puestos vacantes para equilibrar el presupuesto, me preocupa que los residentes puedan sentir el impacto de un nivel reducido de servicios municipales importantes. Trabajaré para hacerlo con cuidado y para conservar los servicios municipales críticos para nuestros residentes.

Incluso mientras controlamos el gasto del próximo año fiscal, para mí es importante asegurarnos también de que los empleados de nuestra ciudad reciban un salario digno y digno para que puedan permitirse el lujo de residir en esta ciudad. He dicho muchas veces que estos empleos en la ciudad constituyen buenas carreras con beneficios, y debemos retener y valorar la excelente fuerza laboral urbana capacitada que tenemos.

El lunes la alcaldesa enviará al Concejo su propuesta de presupuesto para el año fiscal 2024/2025. Como miembro del Comité de Presupuesto, Finanzas e Innovación, nos reuniremos numerosas veces durante el próximo mes para analizar y editar este presupuesto y enviarlo al alcalde para su aprobación. Los mantendré informados sobre el cronograma de nuestro comité junto con más actualizaciones.

Esa falta de análisis independiente es la razón por la que esta semana presenté una moción para un estudio de referencia sobre la prevalencia de todas las formas de trata de personas en Los Ángeles, incluido el número anual de víctimas, la naturaleza de la explotación y más información para que podamos tener mejores datos para comprender la magnitud y las tendencias de la explotación de personas en la ciudad para informar la formulación de políticas efectivas y la interrupción y represión de la trata de personas en el futuro.

ACTUALIZACIÓN DEL PROYECTO DE REEMPLAZO DEL PUENTE VINCENT THOMAS

El Proyecto de Reemplazo de Plataforma del Puente Vincent Thomas (VTB) estudió los efectos que el proyecto puede tener en el medio ambiente y la comunidad. Los resultados de estos estudios se encuentran en el Boceto del Informe de Impacto Ambiental y Evaluación Ambiental (Boceto de EIR/EA), que está disponible para revisión y comentarios desde ahora hasta el lunes 15 de julio. ATENCIÓN AL CLIENTE DE LADWP SÁBADO

Desde ahora hasta las 2 PM en el Centro de atención al cliente de Watts en 1647 E. 103rd St., LADWP ofrecerá horarios de atención al cliente. REPARACIONES DE ASFALTO

Las reparaciones de asfalto se completaron esta semana en Broadwell Ave. cerca de la puerta de recogida de la Escuela Primaria Normont. Si nota signos inusuales de daños en una calle, repórtelo de inmediato a nuestra oficina o a MyLA311 para que el área sea inspeccionada y reparada.

ARBOL CAIDO

Un boj de Brisbane estaba inclinado hacia la calle después de que parecía haber sido atropellado por un vehículo. El árbol fue arrancado de raíz y partido en la base del tronco, por lo que lo informamos a la División de Silvicultura Urbana de la Oficina de Servicios Callejeros. Si ve una emergencia de árboles, envíe una solicitud de servicio a MyLA311 en Árboles/Vegetación/Emergencia de árboles.

LIMPIEZA DEL DÍA DE LA TIERRA

NORMANDIE/405 SEÑAL DE TRÁFICO REPARADO

¡Las ceremonias del Día Inaugural del Béisbol continúan en el One-Five! Las ligas de béisbol Bogdanovich y Peck Park se unieron el sábado en Peck Park para su ceremonia anual del Día Inaugural. Peck Park tiene 12 equipos de entre 5 y 15 años que juegan T-Ball, Béisbol y Softbol todos los sábados durante la temporada. PASO SEGURO PARA LOS ESCOLARES

Visité el centro de despacho del programa Caminos Seguros Estoy ROMPIENDO las Cadenas (IABTC) el jueves. Fue una gran oportunidad para conocer los talleres y recursos que la Fundación Do Good Daniels ofrece en más de 55 escuelas y su compromiso de crear un entorno colaborativo y seguro para los estudiantes, particularmente en la escuela secundaria Dana y sus alrededores.

GRAND ANEX CELEBRA 15 AÑOS

¡Feliz cumpleaños número 15 al Grand Anex! Cortamos, celebramos la nueva señalización, la nueva iluminación que se exhibió en un espectáculo de luces y disfrutamos de música en vivo. El Grand Anex es un lugar invaluable que trae una rica cultura a la comunidad a través de música en vivo, y les deseamos éxito continuo en los años venideros.

PODA DE ÁRBOLES EN 109TH ST.

El Departamento de Silvicultura Urbana estuvo esta semana haciendo algunos recortes en 109th St. Esto ayuda a que la pasarela sea accesible y aumenta la visibilidad en la calle.

MANTENIMIENTO DEL CARRIL DE BICICLETA

La semana pasada, con la ayuda de Street Services, contamos con un barrendero especializado que realizó el mantenimiento de los carriles para bicicletas a lo largo de Central Ave. Tenga en cuenta los carriles para bicicletas en cuanto a estacionarse en ellos u obstruir el carril para nuestros ciclistas, así como también cuando el barrendero está en la escena ya que afecta cuánto se puede limpiar.

NUEVA SEÑALIZACIÓN EN CENTURY BLVD.

El Departamento de Transporte estaba instalando nuevos carteles para bicicletas a lo largo de E. Century Blvd. para ayudar a ciclistas y vehículos a concienciar a compartir la calle. Esta señalización beneficiará a nuestra comunidad, especialmente ahora que el verano se acerca y habrá más ciclistas.

CONCIENTIZACIÓN DEL AUTISMO CORRER/CAMINAR

El sábado por la mañana me uní al asambleísta Mike A. Gipson, en su cuarta carrera/caminata anual de 5 km para la concientización sobre el autismo, que comenzó en Wilmington Waterfront Park. Abril es el Mes de Concientización sobre el Autismo y este increíble evento brinda un espacio seguro para que las familias se reúnan en un ambiente inclusivo y se diviertan mientras apoyan una gran causa.

MURAL EN EL PARQUE WILHALL

La semana pasada me uní a niños del Centro para Adolescentes de Wilmington y a miembros de la comunidad en el Centro de Recreación de Wilmington para delinear nuevos murales en las paredes del Centro para Adolescentes y del Parque WilHall. ¡Gracias como siempre a Mike Herrera por unir a nuestra comunidad de una manera tan creativa y hermosa!

DÍA DE VISITA A CASA

El jueves celebramos el Programa Bienvenido Bebé, parte de Providence Wellness Center y First5LA en reconocimiento al Día de Visitas Domiciliarias. El día es una oportunidad especial para reconocer el arduo trabajo de nuestros heroicos visitadores domiciliarios y para destacar los resultados que cambian la vida de las familias que participan en estos programas gratuitos. Welcome Baby es gratuito para familias, independientemente de su estatus migratorio, seguro o ingresos.
