This week, the Budget, Finance and Innovation Committee began the series of hearings on the 2024-25 Fiscal Year Budget. The fiscal year spans from July to June of the next year which is why this process commences in late April. Over the next few weeks, the Budget Committee, of which I am a member, will engage in hearings which afford us the opportunity to gather input from departments as we review and amend the budget.

Since Monday we've heard an overview of the Budget, the Port of Los Angeles, from numerous departments including the Department of Recreation and Parks and Department of Public Works, and most importantly, public comment. It was great to hear from Angelenos on this upcoming budget this past week. They offered unique insights into the needs and priorities of their communities, guiding us to make more informed and well-rounded decisions. If you were unable to provide public comment in person this week you can still submit written comment at LACouncilComment.com.

Coming up this Monday we've got a full day of departmental hearings! From the Housing Department and the Los Angeles Homeless Services Authority (LAHSA) to the Emergency Management Department, to the Animal Services Department and the Zoo. Check out the schedule below, the hearing begins at 9 AM.

This period marks one of the most significant times of the year. As Councilmembers, we seize this opportunity to advocate for investments in our community. Whether it's securing additional funds for street enhancements or supporting important community projects, I am committed to ensuring that the One-Five receives both the equitable funding it deserves and the city services the rest of the city receives.

In February, President Biden signed an Executive Order to bolster the Department of Homeland Security’s authority to directly address maritime cyber threats to ensure that American ports’ networks and systems are secure. As maritime systems have revolutionized the shipping industry and supply chains by enhancing the speed and efficiency, there is an increasing digital interconnectedness in our economy and supply chains that, if exploited, could have devastating impacts on America’s ports, the economy, and everyday hard-working Americans.

On Tuesday the Council approved my motion calling for the Port of LA to report to the Trade, Travel, and Tourism Committee and Public Safety Committee on how they will ensure that terminal operators/tenants comply with the Executive Order; how they will coordinate with the U.S. Coast Guard to ensure security; and how the Port, and the City, can actively promote the goal of development of U.S. manufacturing of cranes.

WOMEN OF TROY AT CITY HALL

It was a thrill and an honor to have the USC Women's Basketball team in Council Chambers with us on Tuesday! Among the biggest stars in NCAA Basketball history have been the Women of Troy, and I know that legacy continues with these exceptional athletes. Women’s college basketball provides a platform for female athletes to showcase their talent, skill, and dedication. But they’re more than just great athletes, they serve as a source of inspiration for young girls everywhere.

Thank you Coach Gottlieb and team for coming to City Hall. A special shout out to JuJu Watkins (and Tim Watkins of the WLCAC!), you make our beloved One-Five community of Watts so proud.

VINCENT THOMAS BRIDGE REPLACEMENT PROJECT UPDATE

The Vincent Thomas Bridge (VTB) Deck Replacement Project studied the effects that the project may have on the environment and the community. The results of these studies are in the Draft Environmental Impact Report and Environmental Assessment (Draft EIR/EA), which is available for review and comment from now through Monday, July 15. There will be two in-person hearings where attendees will have the opportunity to listen to a presentation regarding the Draft EIR/EA results and provide comments with a court reporter. These will take place on May 30th from 6 to 8 PM at the Wilmington Recreation Center, and June 13th from 6 - 8 PM at the Peck Park Community Center.

The ONE•FIVE is made up of 5 distinct communities that add so much to our district. See below for specific updates for each of the neighborhoods.

WATER INFRASTRUCTURE PROJECT

Metropolitan’s Second Lower Feeder on Western Ave and 262nd St. has returned to service. Relining of the pipeline is complete and is delivering high-quality water to the region. Rehabilitation work on additional structures and street resurfacing will continue through May.

FRAMPTON PEDESTRIAN BRIDGE

The Department of Public Works recently repaired the walkway at the Frampton Ave. pedestrian bridge. Our office and Supervisor Hahn’s office will continue to work together to beautify that public space to promote community pride. Stay tuned for more work to be done at the bridge.

CHILDREN’S DAY

On Wednesday, we spent the afternoon at President Elementary’s celebration of Children's Day. Children’s Day is a day to uplift children as valued members of our society. Here’s to the One-Five children, the future leaders, and a joy for me to represent every day!

ILLEGAL DUMPING

This week, LAPD along with Union Pacific was able to stop and arrest an illegal dumper, as well as seize his vehicle while in the act of committing this crime. The items and trash were cleared by Union Pacific immediately to allow train flow to continue on these tracks. We will not tolerate illegal dumping in the One-Five and are grateful to our law enforcement partners for their rapid response to this issue.

ROSECRANS BASEBALL OPENING DAY

It was a great Saturday morning at Rosecrans Recreation Center as the baseball league finally kicked off for their first weekend! TREE EMERGENCY CLEARED

This past week, the high winds unfortunately brought down trees, including this one in the Harbor Gateway North. Thank you to StreetsLA Urban Forestry who responded within a few hours to clear the tree and the debris. As a reminder, you can submit tree emergencies to Urban Forestry via 311!

SALSAS CHINGONA AT CRAFTED

Congratulations to Brenda Apolinar on the Grand Opening of her new home at CRAFTED at the Port of LA! Salsas Chingona is a homemade Mexican salsas and sauces business, and we celebrated their grand opening with arts and crafts, appetizers, and of course delicious salsa. After selling for a few years at pop-ups, craft fairs, and farmers markets, I’m so happy that Salsas Chingona will have a permanent location at CRAFTED, in San Pedro.

LOVE HUG MUSIC FESTIVAL

On Sunday I attended the Love Hug Music Festival, hosted by Justice for Murdered Children. LaWanda Hawkins produced a powerful event filled with music, impactful installations honoring victims, and a classic San Pedro car show. I was also given the opportunity to choose a winner from the classic car collection - congratulations to Javier de Alba and his 1955 Chevy Bel Air convertible!

COMM UNITY TOWN HALL

Save the date! On May 19th at 4 PM we will be hosting a CommUNITY Celebration/Town Hall in the  Peck Park Community Center. This Town Hall was planned in response to a hate crime that occurred in San Pedro over the 2023 Holiday Season. Just as our community always does, our leaders have stepped up to come together and plan an event where we, as a community, will learn about hate crimes and the prosecution of those crimes. Let’s come together to send a strong message that we reject hatred in San Pedro and the One-Five.

EARTH DAY CLEAN UP

On Saturday in celebration of Earth Day we did a massive clean up throughout Watts! We were out with our Clean 15 Team, community members and the support of LA Sanitation to clear illegal dumping, trash, palm fronds and more. We had our Clean 15 Team focus on the Central Ave. and Wilmington Ave. corridors to do weed abatement while I joined the Sanitation team to focus from Century Blvd. between Success and Compton Avenues. to 92nd St. Once that was done we moved onto the One-ways between 103rd St. and Santa Ana Blvd. from Wilmington Ave. to Mona Blvd. Collectively we cleared 6.16 tons of illegal dumping and bulky items! For the areas that we couldn’t get to once the Sanitation truck was at capacity, we put in 311 requests!

DAY OF THE CHILD

On Tuesday we attended the annual Day of the Child event put on by Amada Valle and Bright Watts at Turtle Park in the Jordan Downs Development. It was a great event with so many volunteers and families enjoying games, snacks, and receiving resources from various providers in the area.

CAREER DAY

On Wednesday, we attended Weigand Avenue Elementary STEAM Academy for their annual Career Day. We enjoyed being able to discuss with all grade levels how rewarding and gratifying it is to work as a public servant for the city of Los Angeles. Thank you Principal Honegan for hosting this day so that different professions could come out and share their experiences so that our young folks in the One-Five are aware of the numerous opportunities available to them.

OPENING DAY AT WILHALL

Opening Day continued in the One-Five Saturday at the Wilmington Recreation Center! We celebrated the 2024 Baseball/Softball season with the first pitch and paid tribute to Coach Jose Quezada who dedicated his time to coaching our young Wilmington athletes. He is very much missed but his spirit and the lessons he taught our young folk remain with us.

HEART OF THE HARBOR COMMUNITY FARM

Saturday was the 3rd anniversary of Heart of the Harbor Community Farm. It was great to see “El Corralito” finally finished after 4 years! The event was full of community members and activities including a mechanical bull, dancing, and more! Congratulations to SBCC for another great event and thank you for providing a beautiful, healthy space for the Wilmington community!

NATIONAL SCHOOL PRINCIPAL’S DAY

On Monday we celebrated National School Principal’s Day and honored Principal Lorraine Soto Torres from Fries Avenue Elementary School, Principal Jorge Olmos from Wilmington Middle School and Principal Adela Retana from Phineas Banning High School. Thank you all for your leadership in education. Our principals work tirelessly everyday for our students, staff, and community.

ACTUALIZACIÓN DEL PROYECTO DE REEMPLAZO DEL PUENTE VINCENT THOMAS

El Proyecto de Reemplazo de Plataforma del Puente Vincent Thomas (VTB) estudió los efectos que el proyecto puede tener en el medio ambiente y la comunidad. Unámonos para enviar un mensaje contundente de que rechazamos el odio en San Pedro y el Uno-Cinco.

LIMPIEZA DEL DÍA DE LA TIERRA

¡El sábado, para celebrar el Día de la Tierra, hicimos una limpieza masiva en todo Watts! Salimos con nuestro equipo Clean 15, miembros de la comunidad y el apoyo de LA Sanitation para limpiar vertidos ilegales, basura, hojas de palma y más. Nuestro equipo Clean 15 se centró en los corredores de Central Ave. y Wilmington Ave. para reducir la maleza, mientras que yo me uní al equipo de Saneamiento para concentrarme desde Century Blvd. entre las avenidas Success y Compton. hasta 92nd St. Una vez hecho esto, nos trasladamos al unidireccional entre 103rd St. y Santa Ana Blvd. desde Wilmington Ave. hasta Mona Blvd. ¡En conjunto limpiamos 6,16 toneladas de vertidos ilegales y artículos voluminosos! DIA DE LA CARRERA

El miércoles asistimos a la Academia STEAM de la escuela primaria Weigand Avenue para su Día Profesional anual. Disfrutamos poder discutir con todos los niveles de grado lo gratificante que es trabajar como servidor público para la ciudad de Los Ángeles. ¡El día inaugural continuó el sábado en el Centro Recreativo de Wilmington! Celebramos la temporada de Béisbol/Softbol 2024 con el primer lanzamiento y rendimos homenaje al entrenador José Quezada quien dedicó su tiempo a entrenar a nuestros jóvenes atletas de Wilmington.
