The 2023 LAHSA Point in Time count shows an alarming increase in both vehicular homelessness and street encampments. Despite investing billions of dollars into this crisis over the last decade, there are more people living on the streets than ever before. And, the numbers show that the Westside has the largest growth in homeless population, which is why I’ve asked the Mayor and LAHSA for extra support in CD11.
According to LAHSA’s numbers, 30% of the unhoused population self-reported substance use disorder, and 25% reported serious mental illness. And yet we have not invested adequately in recovery housing or addiction treatment. That’s why I’m calling on County and State officials for more mental health and SUD services.
In our district, we’ve already housed over 200 people living on the streets, but we recognize much more work still needs to be done.
Some of the significant actions I have taken to tackle homelessness include my motion for an RV pilot program, a proposed motion to address the issue of unregulated renting of RVs, support of strengthening conservatorship and CARE courts, and the implementation of key performance indicators for service providers.

Bringing An RV Pilot Program Into CD11
This week, I introduced a motion to address the rise of RV dwelling in our district. The program will provide a variety of services, such as motel vouchers, transitional housing, housing navigation, specialized RV services, supportive services, as well as options for permanent supportive housing. The RV Rehousing Pilot Program is not just about responding to a crisis, but also about safeguarding public health, environmental wellness, and community safety. The proposal will next be considered by the Budget, Finance and Innovation Committee, where I look forward to advocating for its approval.
I had the privilege of leading a unanimous vote this week to designate the New Bethel Baptist Church in Venice as a Historic Cultural Monument. The church holds a special place not just in the hearts of the current congregation, but also in the rich tapestry of the Black community in Venice.
The public comment period for LADWP’s proposed Scattergood Generating Station Units 1 and 2 Green Hydrogen-Ready Modernization Project has been extended for an additional two weeks. Members of the public will now have until Friday, July 14, to submit comments regarding the scope and content of the environmental analysis to be included in the project’s Environmental Impact Report, which will commence further review and public input. Remembering Chris “Spanto” Printup
On Friday, we adjourned City Council in honor and memory of a legendary member of our CD11 community, Chris "Spanto" Printup. A proud Venetian, an icon in the Los Angeles streetwear scene, and the brilliant mind behind the Born X Raised brand, Spanto's designs were not just fashion statements, they were a testament to his indigenous roots and his deep-seated love for Los Angeles.
Help Save Our Sea Lions
We still need your help with the crisis on our coast. Harmful algae bloom is making marine wildlife sick. Sea lions and dolphins are stranding along jetties and some of our most popular beaches.

CD11 Steps Up In A Big Way
Many of you know about the mother and her four children who narrowly escaped their RV as it was engulfed in flames last week in Venice. "Jane" and her children are now safe in a shelter and on a hopeful path towards recovery.
I want to personally acknowledge the overwhelming support from the local community. Thank you to everyone who provided meals, clothes, shoes, hugs, and other basic necessities for this family. A Go Fund Me campaign has also been set up for those who would like to further assist this family.
CD11 Internships
Our Council Office is proud to welcome our first class of summer interns! Our positions are for high school and college age students who want to learn more about local government and potential career paths in public service. We are also excited to partner with L.A.
