This week, we received a report that next year’s budget shortfall is approaching $1 billion. The City Administrative Officer has advised the City Council to focus on cost-cutting measures—including a potential reduction in the workforce—to bring the budget into balance for the 2025-26 Fiscal Year.
It’s important to put this into context: a shortfall nearing $1 billion would represent approximately 13% of our budget. While a significant challenge, I also want to offer some reassurance. I have worked in, and with, our local government for nearly three decades, and I have seen difficult times like this at least twice before. It’s a cyclical challenge, and we will get through it.
The city's financial struggles stem, in part, from increased spending on legal payouts, while at the same time tax revenues have come in much weaker than expected. Pay raises for city employees are also scheduled to take effect in the new budget. Meanwhile, the city must replenish its reserve fund, which has been significantly drained in recent months in an attempt to balance this year’s budget. In fact, nearly one-third of the reported budget deficit is due to replenishing our emergency fund. Committing to rebuild that fund is actually a good thing—it would put us back in a stronger financial position.
By April 21, the Mayor will submit her proposed budget for the 2025-26 Fiscal Year to the Council. As a member of the Budget and Finance Committee, I, along with my colleagues, will hold numerous hearings in April and May to analyze, revise, and adopt a final budget, before sending it back to the Mayor for veto or approval.
We have a long road ahead with a certainty of difficult choices. We will need to remain focused on the most essential priorities of you, the taxpayers. There will be opportunities to submit in person or written comments on the budget as well as numerous hearings and I encourage you to stay engaged in the process. I will continue to advocate for responsible solutions that protect the services our residents rely on. |

In 2024, the Port of Los Angeles experienced 19 power surges or outages caused by a number of factors, including LADWP main circuit failures, environmental factors, and customer equipment issues. While LADWP has allocated resources for infrastructure upgrades, full improvements, including underground power lines, will not be completed until 2029.
Last year, I requested a report on the frequency and impact of these outages. On Wednesday, the City Council approved the report from the Port and LADWP, which outlined short-term measures such as increased inspections, power quality workshops, and circuit monitoring, along with a long-term strategy to expand capacity, enhance reliability, and support electrification at the Port. My office has convened meetings with LADWP, the Port, and all terminal operators to collaboratively address solutions for these outages.
Additionally, on Wednesday, I introduced a subsequent motion directing the Port and LADWP to provide annual reports on the number, frequency, and effects of power surges and outages at the Port. These reports must also track progress on long-term solutions aimed at eliminating disruptions and improving power reliability for terminal operations. |

WEEKEND CLOSURE OF WESTBOUND SR 47 AT VINCENT THOMAS |

Caltrans will fully close westbound State Route 47 (SR 47) at the Vincent Thomas Bridge from 7 PM on Friday, March 28th, to 7 PM Sunday, March 30th, for a structural inspection. The closure is necessary for engineers to inspect the bridge’s main cable bands, with a possible additional closure the weekend of April 4th. Traffic will be diverted at the Ferry Street off-ramp to State Route 1/Pacific Coast Highway (SR 1) via Interstate 710, Henry Ford Ave., and northbound Alameda St. Detoured traffic will also have access to Interstate 110 from SR 1. |

This past weekend, 12 national sailing teams, including the United States, competed for the top prize of the Sail Grand Prix competition. The race course was located at Berth 46 in the Port’s Outer Harbor and was the best-attended Sail GP event yet held at the LA Waterfront with thousands of spectators in the stands. The series of races, each lasting 14 minutes, took place in rapid succession, and in the final heat the Canadian team claimed victory, beating out Australia and New Zealand. |

On Tuesday, I joined the South Shores Community Association for their annual members’ meeting. I provided a briefing on the status of redevelopment at 25th and Western, the restoration of parking on Western Ave., security at Bogdanovich Park, and brush clearance at the White Point Nature Preserve. Additionally, LA County’s Sanitation District presented an update on the Clearwater Project, whose tunnel boring machine is currently under San Pedro. SIDEWALK REPAIRED ON SANTA CRUZ |

A new sidewalk was installed, and trees were trimmed on Santa Cruz St., between Grand and Pacific Ave. The old sidewalk posed challenges for disabled residents, so we intervened to request repairs, restoring accessibility for the community. TREE TRIMMED FOR CLEARANCE |

Following a constituent request, we visited the location of Dodson Ave. and 9th St. to check on a tree. The tree’s branches were obstructing a stop sign and touching the tops of SUVs and trucks as they turned right onto 9th St. We submitted a 311 request and contacted the Urban Forestry Division (UFD). Within days, UFD trimmed the tree, restoring clearance and visibility. |

I’m thrilled to share that on Monday a judge decided to shut down operations at S&W Atlas Iron & Metal. This is a victory for Watts and a testament to the relentless advocacy of Tim Watkins, the WLCAC, the Better Watts Initiative, Jordan High students, and all the activists who fought for environmental justice. The Watts community has endured toxic exposure for far too long—this is a step towards ensuring every resident can live, learn, and thrive in a safe and healthy environment. |

MAFUNDI INFORMATIONAL SESSION |

On Monday evening, the city’s Bureau of Engineering and the consultant team, Perkins and Will–who will be responsible for working on the Watts Happening Cultural Center, also known as the Mafundi Building–held an informational session. The meeting was hosted at Mud Town Farms to give community stakeholders the opportunity to discuss the building’s history and share input on plans for the center’s future. A third meeting will be scheduled to gather more feedback, details to come soon. |

PEDESTRIAN HAWK ACTIVATION |

On Wednesday, the long-awaited activation of the HAWK beacons took place on 103rd St. between Compton and Success Ave. A HAWK (High-intensity Activated CrossWalK) signal, also known as a pedestrian hybrid beacon, was installed to improve pedestrian safety. The existing crosswalk across from the Watts Civic Center did not have ADA-accessible ramps, so it was moved a few hundred feet back near Kaiser, where ADA ramps are available along with the newly activated beacons. The final step included restriping the new crosswalk and removing the previous crosswalk and signage to prevent driver confusion. |

On Saturday, we kicked off the 2025 Wilmington Pony Baseball Spring season at John Mendez Baseball Field! We heard a wonderful rendition of the national anthem by Wilmington youth singer Nicholas, and before the games began, the Banning High School drill team and marching band energized the crowd with a great performance. With 16 teams enrolled, young athletes ages 5 to 14 are ready for an exciting season ahead. |

¡El sábado dimos inicio a la temporada de primavera 2025 de Wilmington Pony Baseball en el campo de béisbol John Mendez! Escuchamos una hermosa interpretación del himno nacional a cargo del joven cantante de Wilmington, Nicholas. Antes de que comenzaran los juegos, el equipo de danza y la banda de marcha de Banning High School animaron al público con una gran presentación. Con 16 equipos inscritos, los jóvenes atletas de 5 a 14 años están listos para una temporada emocionante. |
