New Tiverton School Update - Friday 3rd February 2017
From the "New Tiverton Delivery Team" for Coventry City Council which consists of Council Officers, the designers and also the builders:

As residents will confirm, the former Alice Steven’s School is demolished.  We have also had a crusher on site compacting the rubble.  Where possible we are trying to reuse materials on site.  Specialist contractors have removed all asbestos from site in accordance with regulations.
Week commencing 6th February 2017 will see the arrival of the ground workers.  This will involve the arrival of plant and machinery; there may be increased traffic on the local roads.  We are sorry if this causes any inconvenience.
Availability of parking on site is restricted to school staff, deliveries and construction traffic. We are holding regular meetings with Whitley Abbey Primary School.
Tree protection measures remain under observation.  Construction traffic will have their wheels cleaned to avoid spreading mud onto the local roads.
Updates will now be supplied fortnightly.

Car Sales on Benedictine Road/Carthusian Road
Roger has received many calls from concerned residents about cars being parked on Benedictine Road & Carthusian Road with forecourt price displays inside the car.

Roger contacted our Neighbourhood policing team who advised him that perhaps it was a matter for Trading Standards & DVLA.
Response from Debbie Morgan, Consumer Protection Officer - Trading Standards
re: Sales of Vehicles from the Highway
This falls under ‘The Clean Neighbourhoods and Environment Act 2005’ which is not regulated by Trading Standards.
I have therefore forwarded the complaint to Street Enforcement Managers who do cover this area of work.

No report has yet been received from Street Enforcement. However a resident has contacted DVLA with respect to the un-taxed car.

Cheylesmore Residents Parking Scheme Update
Roger continues to ask for information on the 7 outstanding petitions with respect to the Cheylesmore Residents Parking Scheme. The following is the latest update as provided by officers.

Petition 38/16 - Parking Displacement Issues Affecting John Grace Street
In line with the Council’s Petition Scheme, a Determination Letter is to be sent to the organiser of this petition, as per the petitions report, to be heard at the next Cabinet Member meeting. On receipt of the letter, if the Petition Organiser or Roger, as Petition Sponsor, wish a full report to be heard in response to the petition and to have the opportunity to speak, then a request can be made to do so.

Petition 50/16 - Request for St Christian's Road to be Included in the Cheylesmore Residents Parking Scheme
A holding letter is to be sent to the organiser, notifying that parking surveys need to be conducted before the council are able to respond to the petition. Once the results of the surveys have been considered, a formal response to the petition will be prepared for consideration by the Cabinet Member at a future meeting. This may be in the form of a Determination Letter. If the Petition Organiser or Roger, as Petition Sponsor, wish a full report to be heard in response to the petition and to have the opportunity to speak, then a request can be made to do so.

Review of Cheylesmore Residents Parking Scheme
The results of the review of residents parking schemes in general were considered by the full Cabinet on 3rd January. The report gave an estimated timescale of January-March for residents to be consulted on proposals to extend the area covered by the scheme, which includes roads in Cheylesmore.

Double yellow lines at the junctions of Lichfield Road / Glover Street and Benedictine Road / The Hiron / Carthusian Road
No objections to these proposed restrictions were received, but there were objections to other proposed restrictions that form part of the same consolidation order. The report relating to these objections has had to be deferred to the next available meeting. This is due to an unresolved issue relating to another proposed waiting restriction that is part of the same order.

Old NHS Clinic on Cheylesmore Community Centre Site
In our 6th September 2015 update we reported that the small plot of land where an old NHS clinic was sited at the bottom of the Community Centre site, was for sale.

A planning application has now been submitted:
Erection of two dwellings and associated access and parking

In the planning application the site is described as “landlocked” with access by foot only. However the plans clearly show parking spaces for 4 cars

The manager of the community centre said “I am not sure the sense of building houses right next to a football pitch! The health clinic was only open during the daytime, if I remember correctly. The proposal is for four car parking spaces at the front of the site which is in fact community centre land!”

The planning application can be viewed here with advice on submitting a petition.

Dillotford Avenue Pavements (Daventry Road to the Chesils)
In our 18th December 2016 update we reported that a resident had sent Roger a comprehensive list of the poor state of repair of the pavements along Dillotford Avenue.

Roger has just received this from Glen Robinson, Highways Asset Management Engineer:
Dear Cllr Bailey,

Please thank the resident for providing the list of the worst parts on Dillotford Avenue between Daventry Road and the Chisels.
I can confirm Daventry Road/ The Chesils have been placed on the forward programme for consideration in the 2018/19 financial year for reconstruction treatment. As you can appreciate a full reconstruction would be very costly, so it is planned to complete the reconstruction in phases and not in isolated sections. In the meantime any reactive repairs will continue where intervention levels are exceeded.

Pedestrian Crossing on Leaf Lane by JLR Bridge
Roger received this from a resident:
In regard to the pedestrian crossing on Leaf Lane, where the JLR link road appears, to be dangerous. On two occasions now I have been in fear of being run over.
I believe that the pedestrian crossing light must be linked to the traffic control lights so that when pedestrians are crossing both of the traffic lane lights are on red.
Today at about 10:30am the pedestrian lights turned red (to stop traffic) at the same time as the lights controlling traffic leaving the JLR site turned green. A car drove straight through the pedestrian crossing and I was glared at as if I was a jay-walker. The driver was obviously confused by the junction and the crossing.
I would be grateful if you could pass my concerns and request for urgent action on to the relevant people.

Response from Colin Knight, assistant director of highways and transport:
Dear Cllr Bailey
We have investigated and there is a problem with the linkage between the signals which are not operating as they are supposed to.  A request has gone to Siemens (our signals contractor) to rectify urgently.

Fridges Dumped in Abbey Road
From a resident:

Hi Roger sorry to bother you,
We have had two more fridges dumped in Abbey Road again over night or early this morning I think this is about the 4th time now in the same place by Victoria Manor could you ask someone to remove them many thanks?

Roger reported the problem & it has reference FS-Case-12492182.

Litter in Hedgerow on Leaf Lane
Roger has been contacted by many residents about the amount of litter currently in hedgerows on Leaf Lane.

Hazel Hill, Neighbourhood Watch Coordinator, is also “on the case”. She contacted Community Payback to request a litter pick on Leaf Lane. Their response was that permission was required from the land owner - Coventry City Council.

Roger has made contact with Streetpride and hopefully all relevant groups will be connecting soon to get something done.

Bins Left Out on Quinton Park
Roger received a call from the son of a resident who is tired & distressed at looking at the unsightly bins which are always left out by some residents on Quinton Park.

Response from Simon Jones, Environmental Case Officer:
Re: Bins on street, Quinton Park
With regards to the above I will write to the residents on an informal basis in the first instance asking the residents to remove the bins from kerbside and return them to their property.

Cheylesmore Library Volunteers
We’re still looking for more volunteers. We need as broad a spectrum of ages, nationalities and experiences as possible. Thankfully we do have a very enthusiastic and knowledgeable volunteer coordinator in place.

The cabinet meeting for deciding the future of the libraries & other services has been arranged for Monday, 6th March, 11am at the Council House.

If you are interested in volunteering then please email: cheylesmore.ward@gmail.com.
The more volunteers that we have then the longer the Library opening hours can be.

City Wall Excavations, Fairfax Street
Roger, with his passion for history, visited the excavations taking place in the car park off Fairfax Street. He was excited to see, for the first time, a part of the wall that once used to protect the city, twisting through the car park and view the location of one of the 20 towers.
There is still more work to be done on this project & it’s hoped that it won’t be ‘lost again’.
Well worth a visit for anyone who has an interest. Read more

UK City of Culture Bid Could be Worth £100m to Coventry
Huge development opportunities will arise in Coventry if it wins the UK City of Culture crown - that’s the message the team leading the bid hopes to give to an international audience in March.
Coventry Culture Trust says it could be worth more than £100 million to the city and the surrounding area. The revenue would be generated by visitors attending the programme of events – but also by investment into property and infrastructure.

Warning – Parking App has been launched
A new app by a parking company is offering to pay £10 for a photo of someone parking badly. The company manages car parks for McDonalds, Halfords, Tesco and the NHS.
The RAC has blasted the new scheme, branding it a ‘recipe for disaster’, and could lead to fights between drivers and app users photographing their vehicles.
