A46/ A428 Binley Junction Upgrade

Roger & Pauline attended a public meeting to see the plans for the proposed Binley junction upgrade.
Highways England is developing a scheme to upgrade the A46/ A428 Binley junction, including a flyover and upgrade of the road.
A consultant explained to us that the proposed flyover is to be on the A46, even though this will mean that it will have to stretch for much longer. When they looked at it from the A428 side it was going to be too close to existing properties. He also stated that the budget is already in place for the project & that they’d like to start it earlier than 2020 if possible.
Highways England wants to engage with as many regular users of this junction as possible to ensure that they produce the best solution for everyone. They have devised a survey for this purpose which must be returned by 17th March. The survey & more details of the project can be

Whitley Traffic Matters Petition
Last week we published the wording of the petition taking place in Whitley. There were many opposing comments made by residents on the “Whitley Nextdoor” site.
Here’s the response that Doug posted:
The varied and opposing views relating to the potential conversion of green space for parking provision demonstrate precisely why those of us directly involved in seeking collaboration with the City Council regarding traffic matters avoided presenting a comprehensive 'shopping list' to responsible officers.
Our aim was to make initial deliverable and indisputable requests, being both affordable and in line with every other neighbourhood having one, let alone THREE local schools, namely:-
- A 20 m.p.h. speed limit,
- Appropriate calming measures
- Relevant signage and road markings.
Rest assured, we recognise that people's opinions on detail will, understandably, differ considerably. It is our ambition to foster co-operative goodwill in order to encourage healthy dialogue which would address very many issues, including parking, over time. Anyone who is genuinely concerned would be warmly welcomed to our monthly gatherings of the Whitley Residents & Neighbourhood Watch Association held in the Community Centre on the second Wednesday of each month, the next one being on March 8th.
Bins Behind the Shops on Quinton Park
Last week we were informed that the small refuse bins were going to be replaced by larger bins. Roger checked on Friday but this had not happened.
After chasing again, he received this from Layla Shannon, Senior Waste Management Officer:

Unfortunately we were unable to exchange the bins on Tuesday just gone so have reschedule for next week following scheduled collections. I will keep you informed of when the exchange has taken place.
Fined for Feeding Swans at Quinton Park
Roger sent this letter to the Coventry Telegraph:
Further to the article regarding the swans in Quinton Pool (Friday 10th February) and recent letters on the subject.
The problem we now have at Quinton Pool is growth in the local bird population, trying to feed on an inadequate natural environment. While in the past, some people were feeding the wrong sort of food to them, often bread, which has now encouraged an increase in the rat population.
Saying this, Mr Rennie's intentions were honourable and he clearly cared about the local swans, like I do, as do many other local people. I will do everything I can do to help them and with the help of local people, keep an eye on them.
Understanding the situation, I have helped to negotiate a compromise between Mr Rennie and Coventry City Council, which both sides have agreed to and hopefully will resolve the current situation for him.

Disabled Bays - Daventry Road Shops
In September 2016, Roger was asked why there had been a reduction in disabled bays at the Daventry Road Shops which we reported in our
2nd October 2016 update.
In our
23rd October 2016 update we were assured that the extra bay would be completed soon.
Four months on and Roger continues to chase.
From Caron Archer, Senior Engineer, Traffic Management:
Further to Martin Wilkinson’s email, Martin is picking this up for me following Sara’s departure. He is due to do a further site visit this week as we need to provide a drawing for marking changes (there should be 3 bays). I can confirm that the TRO was amended to enable 3 bays to be installed, but the marking changes on site were not completed.
Unfortunately, I do not know why the marking changes were not made at the time, but as Sara referred to (before she also left) there have been a few changes in terms of officers leaving. However, we will make sure these changes are made as soon as possible. Once Martin has more details he will email you directly.
Safer Crossing from Asda to Daventry Road Shops
Residents continue to ask Roger for a safer crossing from Asda to Daventry Road shops. This subject was covered in our
26th June 2016 update.
Here’s a snippet from the letter received from the council on the matter:
A pedestrian vehicle count has been conducted at the above location, which indicated that a crossing would be justified. However, at present, the City Council does not have sufficient resources to satisfy all of the numerous requests we receive from residents across the city for traffic calming and other road safety measures. As a consequence, works are prioritised based upon casualty reduction.

Whitley Academy Parents
Copied from Whitley Facebook page 16th February:
My son came home from school yesterday and informed me that students were messing around at the lights to cross over to the bus stop to Willenhall. A probable yr 7 child was either pushed into oncoming traffic or stepped out before lights stopped traffic. Fortunately for the child her friend pulled her back, diverting what could have been a serious accident or even fatality. The driver of the car who could have hit her got out of the car and proceeded to hurl abuse at her (understandably). I reported this incident to the school last night and have received a return call today. They are going to speak to the students today. Please could you stress the importance of the care needed on that stretch of Rd to your children, far too many fatalities already, nobody wants to see another young life taken. Thank you.

Daventry Road Shop Change of Use Application
The proposal is for the change of use of the ground floor of 139 Daventry Road from a hairdressers (Use Class A1) to a restaurant/cafe (Use Class A4).

Cheylesmore Library Volunteers
Another 15 year old has expressed an interest in volunteering at the library. Many meetings are taking place over the next few weeks so we hope to know more soon.
On Thursday, the council stated that no libraries will close under the current proposals.

A46 Kenilworth Bypass Northbound
The A46 Kenilworth Bypass northbound from Stoneleigh to Stivichall junction will be closed:
- 1 night from 8pm on Monday 20 February until 6am the following morning
The closure is needed to carry out works on the road lighting system, including overhead gantries, whilst ensuring the safety of the workforce and travelling public.
A45 Stonebridge Highway Westbound
The A45 Stonebridge Highway westbound will be closed between Tollbar roundabout and Stivichall junction:
- 1 night from 8pm on Tuesday 21 February until 6am the following morning
The closure is needed to carry out works on the road lighting system whilst ensuring the safety of the workforce and travelling public.
A45 Stonebridge Highway Eastbound
The A45 Stonebridge Highway eastbound will be closed between Stivichall junction and Tollbar roundabout:
- 2 nights on Wednesday 22 February and on Friday 24 February from 8pm until 6am the following morning.
The closures are needed to carry out works on the road lighting system and on the central barrier wall whilst ensuring the safety of the workforce and travelling public.
A46 Coventry Eastern Bypass Southbound
The A46 Coventry Eastern Bypass southbound will be closed between Binley Woods roundabout and Tollbar roundabout:
- 1 night from 8pm on Thursday 23 February until 6am the following morning
The closure is needed to carry out works on the road lighting system whilst ensuring the safety of the workforce and travelling public.
A46 Coventry Eastern Bypass Northbound.
The A46 Coventry Eastern Bypass northbound will be closed between Tollbar roundabout and Binley Woods roundabout:
- 1 night from 8pm on Friday 24 February until 6am the following morning

Earlsdon Library Friends
From Earlsdon Library Friends, the people looking for a way to keep Earlsdon Library open:
We'd like to invite you to an informal gathering so you can meet us, hear our ideas and share what you think.
January and February have been busy for us. We’ve been continuing our conversations with the Council and getting advice on everything from architecture to social enterprises.
As the Council’s decision on the future of Coventry libraries nears, we’re firming up our ideas about how to keep Earlsdon Library open and how we can work together with the Council to develop a sustainable solution for the community.
But we can’t do this alone - we need your ideas, enthusiasm and support. Come and join us for a drink:

Free Cat Neutering Vouchers Available During February

A volunteer from the Cats Protection sent us this:
For the month of February we are offering free male and female cat neutering vouchers to everyone in Coventry and Nuneaton.
We would like to try and reduce the number of cats and kittens that are handed to us this year due to the lack in available resources and then be able to concentrate on the strays and more vulnerable cats that often get left due to kittens taking up the available pens for up to 12 weeks during our kitten season. (April to October).
- A neutered cat is healthier and stops Tom Cats from wondering far and fighting less.
- It is available for all cats in the household.
- The Veterinary centre on Daventry road in Cheylesmore is working with us and will accept the Cat Protection Neutering Vouchers. The voucher will cover the cost of the operation only.
- Other vets are available such as Medivets on Binley Road which are close to our area.

Council Budget Report
On 21st February, Councillors will discuss the final budget report which explains where the Council plans to make savings.
It explains where the Council has found ways of making some additional savings and reducing costs. By doing this it will not have to make all of the cuts to services that it had originally proposed.
As part of the budget setting process the Council is likely to announce a Council Tax increase of 4.9%. This will mean most households will pay an increase of about £1 per week on their Council Tax bill from April.
