UK City of Culture Bid 2021
The government has formally announced the list of cities bidding to be UK City of Culture 2021. They are Coventry, Hereford, Paisley, Perth, Portsmouth, St Davids, Stoke, Sunderland, Swansea, Warrington and Wells.
Shortlisting takes place in May/June with the final decision in December on who is UK City of Culture 2021.
The organisers behind the Bid are calling on Coventry people to start spreading the word with their own Facebook, Twitter and Instagram posts.
The aim is to get #ThisisCoventry trending.

Bins Behind the Shops on Quinton Park
As reported last week, all the small bins have been replaced by 4 larger bins, but there are still problems:
  • wrong waste is being put into the recycling bins so the bins are not being emptied
  • rubbish being put into bins by non-residents and a small number of shopkeepers
Roger continues to work with officers to resolve these issues & on 1st March received this response from Layla Shannon, Senior Waste Management Officer:
Cllr Bailey,
The recycling crew reported the recycling bin as containing food and black bag waste on Tuesday and tagged the bin.

I have made arrangements for it to be emptied tomorrow and asked for the crew to keep me informed of the contents at the next scheduled collection.

My colleagues in enforcement will hopefully visit the shops using the bins over the next week and I will arrange for further information about what can go into the recycling to be delivered to residents. 


Fly-tipping on Abbey Road
Roger was notified of a large smashed TV screen having been dumped on Abbey Road close to the entrance of the Academy.

Whitley Residents Meeting 8th March
From Lindsey Bailey, Chairman of the Whitley Residents & Neighbourhood Watch association (WR&NWA) The next meeting of the WR&NWA is on Wednesday 8th March at Whitley Community Centre, starting at 7pm.
The agenda will include the following:- 
  • The Whitley Road and Traffic petition update.
  • The Tiverton School progress report
  • The Presentation of THE WHITLEY TRIANGLE Traffic Management and Impact Report report which now includes all issues raised at the February meeting. 
  • The Abbey Road Jetty repair proposals.
  • Items from last meeting - Asda Trolleys, Dog Fowling, Increased parking in Abbey Road by Virgin Centre users, future reporting via social media sources.
If you live in Whitley and haven’t had an opportunity to sign the petition yet then please do so before Wednesday by either visiting Whitley News (Bargain Booze) shop - before 5pm today (5th) or contacting Doug via ‘Whitley Nextdoor’ or emailing us at cheylesmore.ward@gmail.com and we’ll pass on your details.
 
Car Sales on Benedictine Road
In our 5th February update we stated that cars were being parked on Benedictine Road with forecourt price displays inside the car.
 
On 2nd March, Roger received this response from Paul Perry, Planning Enforcement Officer: 
Dear Councillor Bailey,
Further to your enquiry, All the cars that were being offered for sale have been removed and the operator is now aware that this cannot take place.
Recent monitoring has shown that this is now the situation and so the enquiry will now be closed.
Please contact me again if you have any questions or if the car sales recommences.
 

Whitley Common Landscaping Petition

Roger has sponsored the petition that Hazel Hill, Neighbourhood Watch Coordinator, raised asking that Coventry Council to complete the promised landscaping of the part of Whitley Common next to the Leaf Lane slip Road and JLR bridge over the A444, as the work has now been outstanding for 16 months.

Cheylesmore Library Volunteers
Last week’s volunteers’ meeting was again well attended and productive.
 
The cabinet meeting on 7th March, at 2pm at the Council House, will consider the recommendations of the Connecting Communities Phase 2 project which concerns libraries & other services. The Connecting Communities document can be viewed here. Anyone may attend the meeting but not participate.

Extract from this document with respect to Cheylesmore Library:
3. Approve the implementation of the proposals detailed in Appendix B:-
vii) To work with community groups to enable the transition of Cheylesmore, Earlsdon and Finham libraries to become community-led by September 2017.
 
4. Approve the following recommendations for the Transition Fund:
i) The award of up to £20k to Cheylesmore Community Association limited to enable the transition to become a community-led library service.

 
The money from the Transition Fund would be used to 'open up' the library into the community centre.

Boundary Markers Near Tollbar Island
Roger is currently in contact with GallifordTry, with support from Coventry City Council, in a search for the two boundary marker posts which were removed for safe keeping whilst work took place around Tollbar Island. Several residents have asked about them and we will keep residents informed of progress.
 
2017 to 2018 Road Maintenance Programme
During the cabinet meeting on Tuesday, the report on next year’s Transportation and Highway Maintenance Capital Programme will be heard. Roger has been pushing for several roads to have work done and can confirm the following are on the list for the next financial year:
  • Montalt Road for carriageway resurfacing
  • Gregory Hood Road for carriageway surface dressing
  • Exminster Road for a plane and patch scheme
  • Seymour Close for a plane and patch scheme
  • Warwick Road for a plane and patch scheme
As regards safety schemes, the speed awareness measures for London Road, have now been put on the programme for the new financial year, being carried forward from this financial year.
 
Further investigations are to be carried out for possible scheme covering Warwick Road, Kenilworth Road and Leamington Road.  
 
Upcoming Works or Road Closures in our Area
Cecily Road (jct of Daventry Road), until 17th March – Road closure. Reason - Install Cable Duct by BT
 
Daventry Road (jct of Park Paling), 5th March - 4 way signals. Reason Replace broken Manhole cover by STW.
 
Request to Remove Escalator in Upper Precinct
Roger supported a petition raised by Alan Denyer, asking for all stakeholders to look at ways of removing the escalator from the middle of the upper precinct and restoring the original 1950's design of the shopping area. At the same time, also explore ways of replacing the access for all, into the upper shopping area.

The petition will be heard on Wednesday at 2pm at a cabinet meeting in the Council House which Roger will attend.
 
Dog Fouling in Public Places
A resident recently asked for advice about dog fouling.
The easiest approach is to visit the Council Website and supply the following information:
  • The day, date, location and time that the incident occurred
  • A description of the person in charge of the dog at the time the incident occurred
  • A description of the dog that they were walking
  • If they arrived in a vehicle a description of the vehicle
  • How far away you were when the incident occurred
  • What kind of view you had
A45/A46 Tollbar End Improvement Scheme Road Closures

There are no road closures planned for the next two weeks.

Double Penalties for Motorists Using Mobiles
From 1st March, new legislation means anyone caught driving while using a mobile phone will receive six penalty points and a £200 fine.
The changes also mean offending drivers will no longer be offered the opportunity to complete the National Driver Offender Retraining Scheme (NDORS) training course as an alternative to receiving points on their licence.
New drivers, who have passed their tests within the past two years, are now at risk of having their licence revoked following their first offence.

Business Skills Set to Develop Thanks to Funding Boost
Local companies are set to benefit from over £1million worth of supported skills training thanks to a grant from the European Social Fund.
Over the next three years, more than 1,700 people are set to benefit from the project by gaining accredited qualifications according to the skills needs of the local economy.
To be eligible, companies must employ no more than 250 people, have a registered address in the Coventry and Warwickshire area and be registered as a company working in the advanced manufacturing and engineering sector or service sector industries such as health and social work and transportation and storage.

Royal Assent was granted for the HS2 Bill on February 23, 2017. Following Royal Assent, the Bill is now an Act of Parliament and will provide HS2 Ltd with the powers to construct, operate and maintain Phase One of HS2.
