   DEBATES @ EUROSFAT 2017
The 5th edition of Eurosfat  ( Euroadvice) - the annual European debates forum organized by Europuls in Romania, took place in Bucharest on the 28th of April 2017.
Eurosfat reunites citizens, politicians, experts, researchers and representatives of the business sector to debate the key - topics of European agenda, within 10 conferences and workshops.
The edition in 2017 was dedicated to the 10 years of Romania within the European Union and analysed topics such as: the Digital Agenda, simplification and involvement in the Common Agricultural Policy (CAP), defense, EU- Canada Commercial Agreement, urban design, anti - corruption actions, energy, equality of rights, 30 years of Erasmus Program.

The debate addressing the Common Agricultural Policy benefited by the participation of  Mihail Dumitru – Deputy Director-General within Directorate General Agriculture and Rural Development (AGRI), Alexandru Potor - State Secretary within Ministry of Agriculture and Rural Development (MARD), Daniela Giurcă - researcher within the Institute of Agricultural Economics and former State Secretary in MARD and Bianca Toma - Program Director within the Romanian Centre for European Policies.

Within the debate were presented the next approaches of the European Commission regarding CAP, the position and active participation of MARD and the involvement of the research sector within public policies.

Regarding the actions at European level, were addressed topics such as: the tasks of the future Commission, the possiblity of not continuing the initiatives launched before, the adjusting and simplification of the Common Agricultural Policy in 2018, directing the budget to results (less is more approach). Still, one of the most important subjects is the simplification of public policies. Furthermore, the importance of Member States' involvement also on sensitive topics was highlighted, given that til now this responsibility has been left only to the Commission.

Regarding MARD actions, the approach is that the persons directly affected by national administrative decisions should have an active involvement and a say on topics, a budget equal to the previous programming periods, organizing the market and farmers in groups and associations and approaching innovation in agriculture, as it's important to be prepared for what follows and also to keep up. Another aspect refereed to preparing the  presidency of the EU Council in 2019.

  CONTINUOUS CALL FOR SUBMITTING THE FINANCING REQUESTS ON SUBMEASURE 19.2

On the 20th of April was launched the continuous call for submitting financing requests within submeasure 19.2  - Support for the implementation of operations under the local development strategy. The nonrefundable maximum amount for a project is  200.000 Euro. The deadline for submission is of maximum 15 calendar days since the publishing of the LAG's Selection Report up to the depletion of funds assigned to this submeasure.
  OPENING CALL FOR REQUESTS WITHIN STATE AID SCHEME "FOREST, ENVIRONMENTAL, CLIMATE SERVICES AND FOREST CONSERVATION"

 
Holders of forest lands within category of lands covered with forests and lands dedicated to afforestation or reforestation are invited, starting with 25th April, to submit at APIA the support requests for the state aid scheme "Forest environmental and climate services and forest conservation" corresponding to measure 15 , submeasure 15.1 - Payment for forest -environmental and climate commitments within NRDP 2014-2020.
The support requests for this scheme are being submitted until 15 May 2017 at the County and Local Offices of APIA. Furthermore, the support requests submitted within the period mentioned above, can be modified until 31st May 2017.

INTERNATIONAL EVENTS
PILOT PROJECTS FOR SMART ECO-SOCIAL VILLAGES

The European Commission has launched a call for tender for a pilot project on smart eco-social villages.
The aim is to identify best practice examples on challenges such as unemployment, insufficient services and depopulation in rural areas.

The projects should take into account the diverse contexts across EU countries and regions, innovative approaches with the aim of fostering cooperation between farmers and/or other groups active in rural areas
Deadline for submitting proposals is 17 May 2017.

EU ACTION FOR SMART VILLAGES 

On the 11th of April 2017 was launched the 'EU action for Smart Villages’.

NATIONAL EVENTS
  PROMOTING THE MOUNTAIN PRODUCTS THROUGH LEADER
 

The Agency for Mountain Areas, in partnership with the National Rural Development Network (RNDR) and the National Federation of Romanian LAGs (FNGAL), organised on  4-5 April  two conferences on „Investment and promotion opportunities of mountain products by LAGs under LEADER measure”, in  Neamț and Alba counties.

The analysed topics were:
  • setting up a territorial agri-food and agri-tourism brand for the mountain area;
  • promoting quality systems for agri-food products, practical examples regarding PDO/PGI certification;
  • use of „mountain product” tag;
  • sheepfold in Romanian Carpathians - between tradition, continuity and food safety
The aim of the debates has been to increase the awareness and involvement of Local Action Groups in order to support local producers and bringing mountain products to a higher level by registering them as "mountain product", PDO, PGI, TSG.

  NOVAC AFUMAT DIN ȚARA BÂRSEI”: 3rd PGI FROM ROMANIA

The decision regarding the registration as product with protected geographical indication for “Novac afumat din Țara Bârsei” has been published in the Official Journal on 6th of April 2017 -  https://goo.gl/t1gvvJ

It is a smoked fish fillet obtained from the bighead carp species and has the specific aroma of hot-smoked fish. All the steps in the production process take place within the defined geographical area, comprising the municipalities of Dumbrăvița, Feldioara, Hălchiu, Bod and Hărman, according to local smoking recipe.

  EXPO AGRARIA 2017 - ROLE OF LAGS IN THE VALUE CHAIN:  
       FROM PRODUCTION TO PUBLIC POLICIES

Within the International Fair AGRARIA held at Jucu - Cluj county, the National Federation of Romanian LAGs (FNGAL) together with the National Rural Network, organized the "Role of LAGs within the value chain: from primary production to public policies ’’ conference .

The objective of the conference was the debate and analysis of the main problems Romanian farmers face from primary production to processing, sale, certification, promoting, in order to find solutions and synchronize procedures to shorten the process and generate benefits and impact for the beneficiary.

The conference had a high attendance from farmers, processors, LAGs, marketing and other institutions involved, and benefited from the participation of Alexandru Potor - State Secretary within the Ministry of Agriculture and Rural Development,  Rodica Lazariciu - FNGAL vice-president, Adrian Oros - vice chancellor University of Agricultural Sciences and Veterinary Medicine Cluj, Ioan Pintea - Director  Cluj County Agricultural Department.

Within the conference were presented also elements regarding the development of local markets and short supply chains for honey products, up to direct sale within a supermarket by using an automatic machine.

Mr. Vasile Grecu of the LAG Răsaritul Țării Făgărașului presented details regarding the "Mall țărănesc" (Peasant mall) project implemented by the LAG.

  ORGANIC BRED SHEEP EXPO  WITH AUCTION SALE


On 9th April, at Sibiu, took place the Traditional and organic products' fair of  Valea Hârtibaciului.
Within the fair was also organized an expo on organic bred sheep with auction sale.
Representatives of County Rural Development Unit Sibiu  attended the event and shared information to producers regarding the implementing of NRDP 2014-2020, NRN informative materials, guides and brochures regarding organic agriculture and agri-environment measures.
NATIONAL ANTI-HAIL AND INCREASE OF PRECIPITATION SYSTEM NOW OPERATIONAL


Starting with 15 April 2017, the Units of the National Anti-Hail and Increase of Precipitation System are functioning and are prepared to intervene in case of  hailstorms. Currently, are functioning 34 launch-points, representing 500,000 ha.
The system is one of the priorities within the Government's Program.
ȚĂRANII, AGRICULTURA ȘI SUBVENȚIILE


On 27th of April, the Romanian Peasant Museum hosted a debate regarding the subsidies in agriculture, an event part of the "Highway conferences" series, entitled "Peasants, agriculture and subsidies: Promises and bottlenecks".
The debate focused on analyzing the impact of subsidies on peasants/farmers' lives and the changes in the rural areas.
The debate was based on 5 years research and focused mainly on impact of agri-environment measures, compared to local agricultural traditions, in subsistence, mountain and hill agricultural areas.
Among the research's conclusion were also the difficulties in understanding the requirements of regulations and applying them, as well as the fact that during the period analysed the specificity of rural areas within Member States hasn't been taken into account.
Thus, it is necessary that Member States bring into notice the local specificities,and the  European policies should  take them into consideration.
