Go Ahead Given for JLR Development
Coventry City Council planning committee has backed the proposal to build an engine development facility at its Whitley site. The new plant which will mostly replace an existing facility will include: design, engineering and vehicle testing space with vehicle test areas, vehicle preparation spaces and various support functions. Better car parking and more of it will be provided as will better access to the site, thus speeding up traffic flows.
 
Several of the councillors who took part, voiced their belief in that local residents should be consulted and kept informed. While Roger who sits on the committee, said 'An additional road into the site was welcomed and consultation with local residents was vital'. Roger feels extra road space will reduce congestion and speed up traffic, thus reducing the desire for JLR employees to park offsite in residential streets.
 
A new substation is proposed to the east of the spine road with car parking around the building. Part of this section of the site falls within the Green Belt. Read the Coventry Telegraph Article
 
New Tiverton School Update
From the "New Tiverton Delivery Team" for Coventry City Council which consists of Council Officers, the designers and also the builders:
These updates will now be published fortnightly - everything is going well on site.
 
Whitley Common Boundary Compromised
Last Sunday a resident informed us that the first 2 posts at the start of Daventry Rd, London Rd end and close to the bus shelter, had been knocked down again leaving the park at risk.
Roger immediately passed this information on to officers & still awaiting a response.
 
Double Yellow Lines for Junction Protection
Roger was asked by residents for an update on the “Double Yellow Lines for Junction Protection” that was reported in our 13th November 2016 email

Dear Councillor Bailey
 
The waiting restrictions that Sara advised you of are currently going through the legal process.
 
The date for objections to the proposals has now closed and I can confirm there were no objections to the junction protection proposed at Glover St/Lichfield Rd or Benedictine Rd /The Hiron / Carthusian Rd.  However, there were objections to other parts of the order that were advertised at the same time.  These objections will be considered by the Cabinet Member for City Services on 6th February; once the decisions have been made in regard to how we move forward we will be able to finish the process and seal the order.  The restrictions should therefore be installed in March.

 
Parking on Verges in Parking Scheme Area?

Roger has been asked if it’s prohibited to park on verges in a residents parking scheme area.
 
Here is the response from Paul Bowman, Team Manager (Parking Services)
We only enforce verge parking if there is a restriction (e.g. double or single yellow lines) on the adjacent road.
 
If a vehicle is parked without a permit in the permit scheme, then we would ticket it for unauthorised parking irrespective of whether it was parked on a verge or not.

 
Fly-tipping on Leaf Lane
Hazel Hill continues to keep a close eye on her neighbourhood watch area around Leaf Lane. She was pleased to inform us that the fly-tipped litter in the top meadow that she reported to Roger’s secretary has been removed. However the bunds of earth remain at the gate which she feels encourages people to fly-tip
 
Cheylesmore Library Volunteers
29 people have now expressed an interest in volunteering and we have a very enthusiastic and knowledgeable volunteer coordinator in place. The next volunteers meeting is on Monday 23rd January at 3pm at the Cheylesmore Community Centre
 
If you are interested in volunteering to help keep the library open then please email: cheylesmore.ward@gmail.com.
The more volunteers that we have then the longer the opening hours can be.
 
Upcoming Works or Road Closures in our Area
London Road (jct with St James Lane), until 3rd February – lane closure. Reason Street Light Replacement by Balfour CCC Lighting.
 
London Road (jct with Deasy Road), until 23rd January – lane closure. Reason - Replace damaged Pedestrian Guard Rail by Balfour CCC Lighting.
 
Cecily Road (jct of Daventry Road), 21st February to 17th March – Road closure. Reason - Install Cable Duct by BT
 
A45/A46 Tollbar Improvement Scheme Road Closures

B4110 London Road southbound
The southbound carriageway of the B4110 London Road from the access to Airport Retail Park to A45/A46 Tollbar Roundabout will be closed:
·         from 8pm on Friday 27 January 2017 until 8pm Sunday 29 January 2017
The closure is needed for the construction of a service access road to the rear of a new Aldi store whilst ensuring the safety of the work force and travelling public.  Access to and from Montgomery Close will be maintained throughout the period of the closure.

Tollbar Underpass eastbound
The Tollbar Underpass eastbound will be closed:
·         2 nights from 8pm Saturday 28 January until 6am Sunday 29 January and from 8pm Sunday 29 January until 6am Monday 30 January.
The closure is needed to remove temporary concrete barriers, paint road markings and install road studs whilst ensuring the safety of the workforce and travelling public.

Tollbar Underpass westbound
The Tollbar Underpass westbound will be closed:
·         2 nights from 8pm Saturday 28 January until 6am Sunday 29 January and from 8pm Sunday 29 January until 6am Monday 30 January.
The closure is needed to remove temporary concrete barriers, paint road markings and install road studs whilst ensuring the safety of the workforce and travelling public.
The closures can be found on the Traffic England website and the diversion routes will be clearly signed. The planned closures may be cancelled or extended in the event of inclement weather conditions or unforeseen circumstances.
 
The Sleeping Place - London Road Cemetery
The Sleeping Place is a creative research project about the London Road Cemetery in Coventry.
Over the past year, playwright Vanessa Oakes and textile artist Julia O’Connell have spent time researching the local history archives and talking to people connected with the cemetery.
On Wednesday 1st February, 7.30 pm, the artists will hold a sharing event of their latest findings and project development at the Shop Front Theatre.
Everyone welcome – £2 payable on the door, free tea and coffee, licensed bar.
The Sleeping Place is in association with Theatre Absolute and part supported by a Small Arts Grant from Coventry City Council.

Full City Council Meeting on Tuesday 24 January
Here is the agenda for the full Council Meeting on Tuesday 24th January at 2pm in the Council House.

The public are welcome to attend but may not participate.
 
In this meeting Roger is sponsoring the petition to have the escalator in the upper precinct removed.

Petition to Reform the Sentencing Guidelines for Causing Death by Careless Driving
The family of the Anna, who was killed at the junction of London Road & Abbey Road in October 2015, has started a petition to Reform the sentencing guidelines for causing death by careless driving. The 17 year old driver was sentenced to 18 months in a young offenders institution and banned from driving for two years for causing death by careless driving.

Launch of New Free Community Messaging Service ‘WMNow’
The police force has launched a free new community messaging service as part of WMP's ongoing commitment to keeping in touch with local communities.

Called ‘WMNow’ the service is free to sign up to and members of the public can register according to their interests and where they live and work.

It provides updates about what’s happening in all areas across the West Midlands - whether it’s details of incidents, timely crime prevention advice, community events or appeals for information.  It ensures the public receive targeted updates that are focused on their own interests and areas. Read more. Adult Social Care Survey 2017 
The Adult Social Care Survey is a national survey commissioned by the Care Quality Commission and the Department of Health. All local authorities with Social Care responsibility have been asked to take part. It asks service users about the quality of life and their experiences of the services they receive.

Coventry City Council’s Adult Social Care Department will aim to send over 1,000 postal questionnaires to service users identified through a random sampling process.

Questionnaires will be sent out to recipients in January and February 2017. Read more
 
Peace Poetry Vigil - Sat February 4th from 10am to 4pm
Award winning Coventry poet Antony Owen is arranging a voluntary peace poetry vigil for victims of conflict at the Chapel of Unity (Coventry Cathedral) on Sat February 4th from 10am to 4pm. This poignant remembrance project titled 'Bridges over the wall" will consist of bridging poetry and spoken word for those without a voice from places of conflict across the world. The event will also bridge conflicts past and present eulogising those affected from the bombings of places like Coventry, Dresden, Hiroshima, Nagasaki to recent conflicts in Syria and Yemen.

Lidice Place Rededication Ceremony
Lidice Place (by the entrance to the Lower Precinct) is named after the Czechoslovakian village of Lidice, and commemorates its destruction, and the massacre of its male inhabitants, during the Second World War.

On Friday 27th January 12noon, by the entrance to Lower Precinct, a short ceremony is taking place to rededicate the plaque in Lidice Place after its removal during the redevelopment works
 
Holocaust Memorial Day 27th January
Coventry is joining communities across the UK to commemorate Holocaust Memorial Day 2017. This year's theme is "How Can Life Go On"
Dr Martin Stern, Holocaust survivor, will be the guest speaker, on Friday 27th January, 1pm to 1.45pm, in Broadgate.

How to Call the Police if it's Unsafe to Speak on the Phone
Police have issued a reminder to the public about what to do in a situation where a call is made to 999 but it is not possible to speak.

Silent Solutions is an agreed protocol which decides whether or not police are dispatched to the thousands of silent 999 calls received every day.

If you dial 999 (or 112) the BT Operator will ask which emergency service you require.
If there is no request, the operator will ask you to cough or make some form of indication that the call is an emergency.

If there is still no request then the call will be put through to an automated system which asks the caller to press '55' if the call is an emergency. If this is not done then the call will be terminated and police will not attend.

A police spokesman said :"Please do not think that just because you dial 999 that police will attend. We totally understand that sometimes people are unable or too afraid to talk, however it must be clear that we will not routinely attend a silent 999 call. There must be some indication that the call has not been mis-dialled."

Tuesday 24th January 7pm-9pm Coventry Good Neighbours volunteer safeguarding training session at Christ Church, 11 Frankpledge Road, CV3 5GT. If anyone would like to befriend an isolated older person in the area, this session will help them do so safely and with confidence.  (facebook event). Confirming attendance beforehand by emailing goodneighbourscoventry@gmail.com or texting 07563 902 904 is useful but not essential. It is helpful if people can bring ID with them (passport, driving licence, bill from last 3 months, NI card) for a free DBS check.

  -Jessica Day-Pollard about the Hope Coventry Good Neighbours proposal/ collaboration.
 
Saturdays 4th February 1.30pm - 4pm Knit & Crochet Group at Cheylesmore Library
Everyone is welcome, no experience is required as basic tuition can be given and supplies are available.
 
Monday, 6th February, at 3pm in Committee Room 2 at the Council House- the possible meeting for the residents parking scheme and hearing petitions Cabinet meeting will consider the results of the scrutiny meeting with respect to the review of the Residents Parking Schemes in Coventry which includes the Cheylesmore scheme.
 
Tuesday 7th February at 7pm - the Whitley Local History Group will be having a talk by Sheila Woolf entitled “One man’s experiences as a prisoner of war in the far east 1942-1945”. Researched and told by his daughter to mark the 75th anniversary of the fall of Singapore. The group meet on the first Tuesday of the month at the Ibis Coventry South Hotel in Abbey Road.
